Place of performance is near Roswell, New Mexico at coordinates 33.39722222222222 N, -104.37777777777777 W. The scope requires removal of existing fence, construction of 6,380 linear feet of four-strand barbed wire fencing (barbed wire on three strands, barbless on bottom), eight angle iron corner panels, nine end panels, one stress panel, three four-wire barbed wire gates, and five single angle metal posts. All wire must conform to ASTM A 121 with minimum 950 lb-force breaking strength and 12-1/2 gauge galvanized coating; posts must comply with ASTM A 702 or ASTM A 36/A 36M; fasteners must be Grade 5 galvanized bolts and staples conforming to ASTM F 1667. Wire tension shall be minimum 150 pounds per double strand with no more than 2-inch sag. Line posts must be spaced uniformly at 16 feet 6 inches on center and driven to 18-inch depth. Vehicle access is permitted within 15 feet of each side of the fence line. Contractors must clean equipment of soil and vegetation before arrival and between work locations to prevent invasive weed spread, submit a written work schedule, and obtain prior approval of a safety and fire plan with OSHA compliance.
Period of performance is 90 calendar days from Notice to Proceed (September 25 – December 24, 2026), excluding Federal Holidays, December 26–31, and the day after Thanksgiving; work is limited to Monday–Friday. The contract is firm fixed-price under FAR Part 12 and FAR Part 36. Davis Bacon Act prevailing wages apply for Chaves County, New Mexico. Buy American construction materials requirements mandate domestic content of 60–75 percent depending on delivery year. Contractors must provide liability insurance of $500,000 per person, $2,000,000 per occurrence, and $1,000,000 property damage, plus payment protection (bond or irrevocable letter of credit) equal to 100 percent of contract price within 10 days of award. Prime contractors must self-perform at least 25 percent of construction work; subcontracting and teaming are permitted provided the prime performs the minimum threshold.
Evaluation uses best-value methodology with price and technical factors (technical approach, qualifications and experience of key personnel, past performance, and schedule) weighted approximately equally; all non-price factors must receive an "acceptable" rating for award eligibility. The government will evaluate the lowest-priced offeror's technical proposal first and award to that offeror if acceptable; if not, evaluation proceeds to the next lowest price. Key personnel must demonstrate at least five years of project planning experience, three to five years of fence installation experience, and formal training in fence installation. Technical proposals must include qualifications, project schedule, past performance samples (three to six projects of similar scope), and a quality control plan; price proposals are submitted separately. Payment is made electronically through the Invoice Processing Platform (www.ipp.gov) with 14-day prompt pay and progress payments; incremental invoices require certified Department of Labor payrolls and the final invoice requires a DI-137 Release of Claims. Primary contracting specialist is Courtni Strickland (cstrickland@ios.doi.gov). SAM.gov registration is required.
