About this file
This is a Questions and Answers (Q&A) document clarifying terms and specifications for a federal fencing contract opportunity related to the Comanche Oxbow project in southeast New Mexico.
The contract involves the installation of fencing with a Notice to Proceed anticipated for September 25, 2026, and a performance period of 90 calendar days after NTP. The project requires installation of 7 corner panels and fencing materials including barbed and barbless wire strands meeting ASTM specifications, with required wire heights of 16", 6", 8", and 12" at drainage crossings. Materials include galvanized Grade 5 bolts, nuts, and washers, with concrete curing requirements of approximately 24 hours in southeast New Mexico before wire tensioning. The standard posts are manufactured by Chicago Heights Steel. No fence removal or demolition is required, and no Angle Iron Corner Panel 3 Brace items are needed. Offerors must exclude New Mexico gross receipts tax and other contractor-incurred taxes from pricing. Post-award security requires submission of either a 100% payment bond or 100% irrevocable letter of credit covering the full performance period plus one additional year within 10 days of award. The technical proposal consists of four parts: Qualifications/Key Personnel, Schedule, Past Performance, and Quality Control. All BLM contracts require completed NEPA and a decision record before issuance, and contractors must wash equipment before arriving on site and again if the equipment travels to another site and returns.

1. Bid Guarantee and Post-Award Security Q: Is any offer guarantee due with the proposal? Is a separate performance bond required? Is the sole post-award security either one 100% payment bond or one 100% irrevocable letter of credit covering the performance period plus one year?
A: No offer guarantee is required with the proposal. After award, the contractor must submit one of the following payment protections within 10 days: • A payment bond, or • An irrevocable letter of credit.
The security must be 100% of the contract price and cover the full performance period plus one additional year. See B08 UPDATED TERMS AND CONDITIONS v.09.02.2026.
2. Taxes Q: Should offerors include New Mexico gross receipts tax or other contractor-incurred taxes in unit prices, or exclude them entirely?
A: The tax line has been removed from the bid sheet; offerors should exclude taxes. See A04 UPDATED BID SHEET COMANCHE OXBOW FENCING v.09.02.2026.
3. Fence Removal Q: Is any fence demolition, removal, hauling, or disposal required?
A: No. The current design includes no fence demolition or removal. See A04 UPDATED BID SHEET COMANCHE OXBOW FENCING v.09.02.2026.
4. Angle Iron Corner Panel 3 Brace (3BCP) Q: Is the Angle Iron Corner Panel 3 Brace required, and if so, in what quantity?
A: No 3BCP items are required under the current design. See A04 UPDATED BID SHEET COMANCHE OXBOW FENCING v.09.02.2026.
5. Technical Volume Organization and Evaluation Q: Must Volume I address all five subjects? Is Quality Control evaluated? Is the reference to “herbicide application” an error?
A: The technical volume consists of four parts: • Qualifications/Key Personnel • Schedule • Past Performance
• Quality Control Quality Control is evaluated. The “herbicide application” reference was removed. See B08 UPDATED TERMS AND CONDITIONS v.09.02.2026.
6. Notice to Proceed (NTP) and Period of Performance Q: What is the anticipated NTP date, the controlling completion deadline, and does the 10-day start requirement remain?
A: The anticipated NTP date is 09/25/2026. The period of performance is 90 calendar days after NTP.
7. Corner Panel Quantity and Stationing Q: The bid sheet shows 8 CPs but the map shows only 7 locations. What is the correct quantity?
A: The correct quantity is 7 corner panels. See A04 UPDATED BID SHEET COMANCHE OXBOW FENCING v.09.02.2026.
8. Missing Drawings/Map Sheets Q: The location map references “Sheet 1 of 10,” and drainage details cite drawings not provided. Are additional drawings required?
A: Only one map exists. Drainage crossing details are provided solely for reference to ensure wire spacing.
9. Drainage Crossings Q: What are the required drainage crossing locations, configurations, SMP spacing, deadman expectations, and pay item?
A: Because contractor capabilities differ, the contract provides options. If a single metal post is required, it is shown on the bid schedule and map. The drainage detail is a reference drawing to maintain required wire heights (16”, 6”, 8”, 12” for a total of 42”). Contractors must use best judgment to meet these specifications using drainage designs or deadmen.
10. Materials and Installation Q: Please confirm the following:
(a) Bottom strand barbless throughout?
(b) How 950-lbf applies to barbless wire?
(c) Required Federal Standard 595 green color?
(d) Concrete strength/mix/cure requirements?
(e) Galvanized Grade 5 bolt/nut/washer and coating-repair requirements?
A:
(a) Bottom strand is barbless; see work data sheet and drawings.
(b) See ASTM specifications and the SOW.
(c) See ASTM and SOW; the referenced standard post is manufactured by Chicago Heights Steel.
(d) See ASTM and SOW. In southeast NM, 24 hours curing is generally sufficient before wire tensioning if drawings are followed.
(e) See ASTM and SOW.
11. Environmental/Site Controls Q: Please confirm cultural/environmental clearance requirements, inadvertent-discovery procedures, and equipment wash requirements.
A: BLM contracts require completed NEPA and a decision record before issuance. Discovery BMP: if historical artifacts are found, stop work, move to a new location, and notify the COR. Equipment must be washed before arriving on site; if it travels to another site and returns, it must be washed again.
