About this opportunity

The USDA Forest Service is soliciting quotations for construction of approximately 0.5 miles of barbwire fence and four 12-foot wire gates at Kalamazoo Campground on the Ely Ranger District, with questions due November 12, 2026 at 1700 Mountain Time and quotations due December 4, 2026 at 1700 Mountain Time. The procurement is a Total Small Business set-aside under NAICS 238990, with a small business size standard of $19.0 million.

Work is performed in Spring Valley, White Pine County, Nevada, adjacent to the High Schells Wilderness Area and approximately 80 minutes from Ely, Nevada. The Federal Government intends to award one firm-fixed-price contract, with work running June 1 through August 29, 2027 (90 calendar days from Notice to Proceed). The Contracting Officer's Representative and USDA-FS CSA Intermountain 8 administer the contract.

Technical requirements include two drift fences totaling about 2,500 feet to exclude grazing, brace and anchor posts of schedule-40 galvanized steel (wood posts permitted at wire gates), and a clear corridor 8 feet wide and 8 feet high. Clearing is limited to chainsaws or handsaws, and heavy equipment is prohibited. Off-road vehicles for post and supply transport require Contracting Officer's Representative approval. Work must comply with FP-24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects and the Forest Service Supplement. Buy American construction materials, construction wage rate requirements under Wage Determination NV20260067, and performance and payment bonds at 100 percent of contract price due within 10 days of award also apply.

Quoters must price all Schedule of Items (C04a) line items, including lump-sum mobilization, and submit the Experience Questionnaire (C04e) to terri.tucker@usda.gov and the Performance Data Sheet (C04f) to be responsive. Award goes to the lowest-priced quoter that is technically acceptable. Technical criteria cover experience constructing barbwire fence lines and wire gates in rural mountainous terrain, key personnel qualifications, quality control approach, subcontractor identification, and a project-specific Quality Control Plan. Past performance and fair and reasonable pricing are also evaluated. The source does not assign numeric weights.
