About this opportunity
The Department of Veterans Affairs Network Contracting Office 08 is seeking construction services to correct patient privacy deficiencies at the Lake City VA Medical Center in Florida through a comprehensive renovation project designated as Project No. 573A4-18-603. The procurement involves a complete renovation of approximately 30,000 square feet on the facility's second floor, including demolition, structural improvements, installation of new HVAC systems, utility rerouting, and modernization of inpatient accommodations while maintaining operations on other floors. Contractors must be registered in SAM.gov prior to contract award and maintain registration throughout the project duration, with the contracting officer Amber Milton accepting questions via email only. The pre-solicitation notice was posted on June 13, 2025, with the anticipated solicitation posting date of June 16, 2025, and responses due the same day at 1:00 PM Eastern Time. This is a re-solicitation following an initial attempt that received insufficient responses under the previous solicitation number 36C24825R0067.
This procurement is designated as a Small Business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million, after the original Service-Disabled Veteran-Owned Small Business set-aside was reopened due to lack of initial response. The project magnitude is estimated between $10 million and $15 million on a firm fixed-price basis, with a total performance period of 689 calendar days after receipt of notice to proceed. The complex renovation requires maintaining existing utilities and systems for upper and lower floors not undergoing renovation, necessitating sophisticated rerouting of building systems to bypass the second floor during construction. Service-Disabled Veteran-Owned Small Businesses are encouraged to communicate interest in competing for this requirement despite the current Small Business designation. The project represents a significant modernization effort that will extend the facility's operational life while improving patient experience and privacy accommodations.
