This is a solicitation for a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Commercial Service prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. The solicitation number is FA9301-13-R-0007. This is a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-70 and DFARs Parts Notice (DCN) 2013-09-09. North American Industry Classification System (NAICS) is 561210, Small Business size standard is $35.5 Million Dollars.
This acquisition is 100% Service Disabled Veteran Owned Small Business (SDVOSB). The Air Force Test Center Contracting Office AFTC/PZIOA Edwards AFB, CA is soliciting to purchase a FFP IDIQ, Commercial Service, Base Supply Services for Edwards AFB, CA (please see attached Performance Work Statement((PWS)), for the 412 Mission Support Group/ Logistics Group (MSG/LG). This requirement is for ALL services identified in the PWS. Any qualified and interested companies responding to this announcement must be able to support all areas. NO partial support responses from industry will be accepted
CLAUSES AND PROVISIONS:
The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration point for contractors who conduct business or who are interested in conducting business with the DoD. In order to be eligible for contract award offerors must be registered in SAM. You may contact SAM at www.sam.gov.

Contractors MUST also comply with DFARS provision 252.209-7999. Contractors must fill out the attached provision and return to the POC listed below when responding with a quote to this solicitation.
PROPOSAL EVALUATION:

Any interested parties believing they can meet all the requirements as stated within the attached PWS, may submit a proposal. All information furnished shall be in writing and must contain sufficient detail to allow the government to evaluate and determine if it can meet the requirement. Any information provided is strictly voluntary. The government will not pay for information submitted in response to this solicitation. The AFTC 412 Test Wing, Mission Support Group, Logistics Readiness Division, Edwards AFB is preparing to solicit and award a, Firm-Fixed IDIQ contract for Base Supply Services.
This requirement is to procure all resources (labor, materials, and fuel for contractor-owned company vehicles) to provide top quality, customer-oriented, Base Supply, and Logistics Materiel Control Activity (LMCA) services, with the exception of the items/services specified as being government-furnished in the Performance Work Statement (PWS).
The contract will consist of services that are detailed in the attached PWS. This requirement is for all services identified in the PWS. Any qualified and interested companies must be able to support all areas. NO partial support responses from industry will be accepted. The Government is seeking only, qualified, experienced sources interested in performing the services identified in the attached PWS. The contractor will provide AFTC with efficient and effective performance-based Base Supply and LMCA services with highly-qualified, fully trained, professional, and dedicated workforce.
The contractor shall execute established procedures outlined in the most current version of AFI 23-101 Air Force Material Management, AFMAN 23-122 Material Management Procedures, AFH 23-123 Material Management Handbook, (AFMCI) 23-201 Logistics Material Control Activity (LMCA) Operation Instruction, in a manner that ensures best use of resources in support of assigned missions.

The Air Force Test Center (AFTC) is publicizing this Sources Sought Notice for Market Research and planning purposes in an effort to gather industry information regarding contractor capabilities for performing Base Supply Services at Edwards Air Force Base (AFB), California. No solicitation is being issued at this time. Also note that this is not a Request for Proposal (RFP) and should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses to this notice will not be considered as proposals, nor will any award be made as a result of these responses. In addition, the Government will not be responsible for any costs associated with interested parties responding to this notice.
The Government is seeking to identify qualified, experienced, and interested Small Business firms who can perform Base Supply Services. The mission of the 412th Mission Support Group, Logistics Readiness Division, is to provide top quality, customer-oriented, Base Supply, and Logistics Materiel Control Activity (LMCA) services to the civilian (government and contractor) and military workforce of the Air Force Test Center (AFTC) and associate units supported via the Interservice/Intergovernmental Support Agreement (ISA) process.
The contractor will provide AFTC with efficient and effective performance-based supply, and LMCA services with highly-qualified, fully trained, professional, and dedicated workforce. With the exception of the items/services specified as being government furnished, the contractor shall provide all resources (labor and materials) to perform the Supply services at Edwards AFB. The contractor shall execute established procedures outlined in the most current version of Air Force Manual (AFMAN) 23-110 USAF Supply Manual, Air Force Instruction (AFI) 23-101 Materiel Management, AFMAN 23-122 Materiel Management Procedures, Air Force Handbook (AFH) 23-123 Materiel Management Handbook and Air Force Materiel Command Instruction (AFMCI) 23-201 Logistics Material Control Activity (LMCA) Operation Instruction. The contractor must continuously keep abreast of, and implement, all technical changes and upgrades to standard systems in order to ensure mission readiness. Unless otherwise specified, all chapter references contained in the Performance Work Statement apply to AFMAN 23-110, AFI 23-101, AFMAN 23-122, or AFH 23-123. Higher headquarters will be permitted direct evaluation (i.e., on-site assessment by evaluators) of contracted function IAW AFI 20-112, Logistics Readiness Squadron Quality Assurance Program (LRS QA).
Any future solicitation, including the full Performance Work Statement will be made available only on the Federal Business Opportunities website (www.fbo.gov). Therefore, interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates to include amendments.
The anticipated Base Supply Services contract will be a five (5) Year, Firm Fixed-Price type contract.
The North American Industry Classification System (NAICS) number for this effort is 561210, entitled Base Facilities Support Services with a size standard of $35.5M.
All interested parties are invited to respond to this notice, however, they must have current registration in SAM (System for Award Management).
