1. Question: Are work invoices government produced or contractor produced?

Answer: Sorry, the point of this question is unclear. Please clarify.

2. Question: PWS, Section 3, Para 3.1, Function / Hours of Operation: What are the required hours for Storage and Issue, Pickup and Delivery as they have nothing directly under the hours of operation?

Please clarify so there is no assumption of work hours.

Answer: All functions listed are expected to be provided. See the last sentence of paragraph 3.1.

3. Question: Attachment 4, Price Proposal Template, CLINS x03 show QTY 52 and Unit Day not what is RFP now. Will this be updated and reposted?

Answer: Attachment 4, Price Proposal Template CLINs X003 will be changed in Amendment 2. Qty will change to 12 and Unit to Month.

4. Question: Ref. Instructions to Offerors, L.7(a) – Instructions state that “The offer shall consist of four

(4) separate volumes (all in separate 3‐ring binders):” and lists the four required volumes. Volume II is limited to no more than two pages (L.9(c)), and Volume III is limited to no more than 10 pages (L.10(c)).

Please confirm that the government wishes to receive a binder with two pages only, or will the government consider permitting offerors to combine Volumes II and III?

Answer: Please submit four (4) separate volumes.

5. Question: Ref. Instructions to Offerors, L.10(a) – Instructions state that offerors are to use Attachment 6 of the RFP “as a template” and must retain the template formatting. Are offerors permitted to add their own headers/footers (to include disclosure statements) to the document?

Answer: Do not add your own headers/footers, etc. to the document because the document will become an attachment to the contract.

6. Question: It is not clear as to when the final questions for this solicitation are due to the government. Is it the government’s intentions to allow questions to be submitted after the site visit?

Answer: Questions will be allowed after the site visit, however, Amendment 2 will cite a cut‐off date.

7. Question: Knowing the potential for larger heavy items to be handled from time to time, will the government provide assistance for handling large heavy items that exceeds the handling capabilities of the GFE identified?

Answer: No, contractor is responsible for all MHE. GFE in Appendix D is not expected to accomplish all normal S/I & PID Activities.

8. Question: As the IUID inventory compliance implementation progresses across USAF installations, will the contractor be required to merely inventory and identify equipment containing IUIDs or will the contractor be required to label all units identified as not containing IUIDs?

Answer: The contractor will be responsible to ensure all units are labeled; this can involve using equipment custodians to accomplish labeling their assets.

9. Question: Will contractor vehicles be allowed access to base landfill for disposition of items as directed by USAF?

Answer: No.

10. Question: Will contractor vehicles be allowed to use base fueling facilities?

Answer: The “Government Gas Station”, a Defense Energy Support Center (DESC) asset, cannot be used on Firm Fixed price contracts such as Base Supply (see FAR 51.101). The AAFES Gas station is reserved for Military and Government Civilian use only (active and retired).

11. Question: The workload data shows 900 units, does this data clearly define all details of the LMCA operations or merely unit items?

Answer: PWS was changed from units to line items. See Amendment 2.

12. Question: Based on our understanding of the associated liability of implementing retrieval system deactivation and disposal, will it be the contractor’s responsibility to cover these costs?

Answer: Kardex Remstar VLM's are covered under FAR clause 52.245‐1 (e.g. contractor isn't responsible for costs); Supreme Automation is covered under FAR Clause 52.245‐2 (contractor is responsible for the costs). PWS page 20 paragraph 3.8 further outlines the GFP.

13. Question: Reference: Attachment 4, Price Proposal Template. For evaluation of offeror’s price will the government be using Attachment 4 for this evaluation?

Answer: Yes.

14. Question: Reference: Attachment 4, Price Proposal Template. Are the ELINs for Emergency Contingency Operations going to be included in this evaluation of total price as we could not find any reference to this being evaluated and how it will be include in the price evaluation? What software does the system use? Also are the ELINs for Emergency Contingency Operations going to be included in this evaluation of total price as we could not find any reference to this being evaluated and how it will be include in the price evaluation? Please clarify Answer: This RFP has no ELINS. The ELINs tab on the Price Proposal Template will be deleted in Amendment 2.

15. Question: Attachment 4 ELINs Tab has X006. CLIN X006 is for LMCA pricing. Please clarify.

Answer: This RFP has no ELINS. The ELINs tab in the Price Proposal Template will be deleted in Amendment 2.

16. Question: Reference: Attachment 4 CLINS Tab. CLIN X003 shows a QTY of 52 Days. Should this be 12 Months?

Answer: See Question #3.

17. Question: Reference: Attachment 4 ELINS Tab. We could not find any instructions or directions on how to complete this tab of Attachment 4. Please confirm this ELINS Tab is required to be submitted as part of the price proposal. If this tab is required to be populated please confirm that the Government desires each offerors total loaded labor price for each labor category found in this ELIN tab. Please clarify.

Answer: See Question #14.

18. Question: Reference: FAR 52.245‐2, page 78 of 91. We would like to confirm that our interpretation of this clause is correct. Are we to understand correctly that the Government provided equipment items presented in the table at pages 79, 80 and 81 break down requiring repair or are no longer capable of working to perform the required services it is the contractor’s responsibility to repair or replace that piece of equipment if needed to perform the requirements of the contract? Also we would like to confirm that it is the contractor’s financial responsibility for that repair or replacement.

Please clarify.

Answer: Correct.

19. Question: Can the government please provide a list of vehicles/equipment items that have been replaced by the incumbent contractor during the current contract.

Answer: None. FAR 52.245‐2 was not included as a clause on the current contract.

20. Question: Reference: Addendum to 52.212‐1, paragraph 11.(d).v (Key Personnel). Regarding paragraph 11, Past Performance, sub paragraph (d).v, Key Personnel, will the Government please confirm that submission of Key Personnel Information is optional and not a mandatory requirement as part of an offerors Past Performance Volume submission.

Answer: Key Personnel past performance information is optional (see Addendum to 52.212‐1, paragraph 11(d)(ii), second bullet).

21. Question: Reference: Addendum to 52.212‐1.

a. Question: We recognized that double spacing of documents is required for Volume II, Government Property Plan, and Volume IV, Past Performance however Volume III does not. Please clarify if the Government requires Volume III, Mission Essential Contractor Services Plan to be Double‐ Spaced.

Answer: Per 52.212‐1 paragraph 10 (a), bullet two, “retain [the] template formatting [for Volume III, Mission Essential Services Plan].” In other words, retain the spacing scheme of the template.

b. Question: Also would the Government consider going to single space for Volume IV considering the 5 page limit for each contract?

Answer: Submit Volume IV double‐spaced.

22. Question: Reference: RAPIDGate.

a. Is RAPIDGate required for employee background screenings on this opportunity?

b. If so, what are the initial and renewal fees associated with this service? We understand Initial and renewal fees are quite expensive being nearly $200 per person each year for RAPIDGate at other installations.

c. If required, will RAPIDGate provide background checks on employees who are legal to work in the US, but are not US citizens? If not, what options does the incoming contractor have to ensure these employees are cleared to the government’s satisfaction?

d. What is the average number of days/weeks it takes to process new employees through the RAPIDGate system, from the time their applications are submitted to the time they are approved? What is the average number of days/weeks it takes to renew employee RAPIDGate requests through the RAPIDGate system from the time their renewal requests are submitted to the time approved?

e. If incumbent employees hold current RAPIDGate cards, will the incoming contractor be required to pay for the initiation of new RAPIDGate background clearances during phase‐in? Will the cost of this background check be the same as a new employee’s initial RAPIDGate screening?

Answer: Edwards AFB does not use RAPIDGate

23. Reference: Addendum to 52.212‐1, paragraph 11.(d).vi (Partnership Agreements Past Contracts)

a. Question: Does this apply to major subcontractors or just the prime?

Answer: Applies to both the prime and major subcontractors.

b. Question: Also for the requirement to provide a full copy of the teaming and/or joint venture agreement for these contracts where is the documentation to be provided? Under a separate tab and not counted towards page count in Volume IV?

Answer: See Amendment 2 of the RFP.

24. Question: Reference: Attachment 1, PWS, 23 Aug 13, Appendix A – Workload Factors Please provide workload by area and percentages for after‐hours support (Swing shift and Night shift) so that offerors can better estimate staffing requirements needed to support these requirements as defined by the Hours of Operation in PWS 3.1 (DIFM, Demand Processing, MICAP, Storage and Issue, Pickup and Delivery. Current workload presented in Appendix A does not depict a break out by shift.

Offerors require this breakout so that we can staff this maintenance support operation (PWS 1.3.2) correctly. Staffing could be 1FTE per shift or 5 FTE per shift depending on the workload for these after hour shifts.

Answer: Workload by shift is not available. As explained in Section 3 paragraph 3.1 “Ensure enough personnel are on duty to support mission requirement. “

25. Reference: Addendum to 52.212‐1, paragraph 11.(d).viii (Subcontractor/Teaming Partner performance on awarded Edwards AFB Base Supply contract).

a. Question: We are confused by this requirement for Volume IV, Past Performance. Is the Government dictating that if an offeror chooses to have a subcontractor or partner, that the subcontractor or partner must have at least 20 percent of the personnel cost of the awarded contract, whether or not their past performance is evaluated?

Answer: If the prime contractor chooses to submit and claim credit for a subcontractor’s past performance toward contract award, then the subcontractor is a “major subcontractor”, as defined in the RFP. See Amendment 2 of the RFP.

b. Question: Also is it the intent of the Government that offerors do not propose any subcontractor that performs less than 20 percent of the personnel cost? If so, this could be interpreted as unfairly restricting the ability of the offeror to subcontract smaller portions of the work, perhaps even in conflict with subcontracting guidelines expressed in FAR. Please clarify what is exactly required by this statement and to be provided in an offerors Volume IV, Past Performance.

Answer: The number of subcontractors a Small Business prime can bring on board is only limited by the subcontracting strictures of 52.219‐14 Limitations on Subcontracting.

26. Question: Under proposal preparation directions – Vol III [sic] Past Performance Information, section d. V – Key Personnel: Could you provide a staffing outline or summary that further defines and describes what constitutes the required/desired Key Personnel listing? The current direction in the solicitation does not address what level of detail is required in terms of type/number of positions to be addressed.

Answer: Offerors are not required to submit a Key Personnel listing.

27. Question: Reference RFP, page 45 paragraph,11(d)vi: For contracts where offeror or teammate is a subcontractor, are teaming agreements included in the page count for the contract write up?

Answer: See Amendment 2 of the RFP.

28. Question: Reference RFP, page 45 paragraph,11(d)viii: Is the performance percentage write up included in the page count?

Answer: See Amendment 2 of the RFP.

29. Question: Reference RFP, Past Performance, page 45: Please confirm that when referencing PWS paragraphs, the offeror is to reference PWS paragraphs in SECTION 1 Description of Services only.

Answer: Yes.

30. Question: Reference RFP, page 45, paragraph 10(b): Volume III – Are Mission Essential 10 pages single or double spaced?

Answer: See Question # 21.

31. Question: Reference RFP page 43, paragraph 9: Volume II – Does the page limit exclude cover page?

Answer: See Amendment 2 of the RFP.

32. Reference RFP pages 44 & 45:

a. Question: Are Performance Information Forms for contract references only and not key personnel?

Answer: The government will not dictate who the contractor hires for Key Personnel position, however, if the prime contractor chooses to submit and claim credit for Key Personnel past performance on previous contracts, then yes, submit Performance Information Forms on contracts on which the Key Personnel have been employed. Further, if an offeror wins the contract in part because of claiming credit for Key Personnel past performance then those Key Personnel should be hired by the offeror in accordance with H.03 Key Personnel Clause.

b. Question: Please confirm that Key Personnel documents that are 2 pages each do not include the PWS crosswalk.

Answer: Key Personnel contract Performance Information Form do include a PWS crosswalk. See Amendment 2 of the RFP.

33. Question: Reference RFP page 45: For Key Personnel Past Performance Information will currency and recency criteria be applied the same as contract references?

Answer: Yes.

34. Question: Reference RFP page 45: Please clarify how the performance quality assessment will be conducted for Key Personnel Past Performance information.

Answer: The Performance Information Form info from previous contracts upon which Key Personnel were employed will be evaluated for recency, relevancy and quality vis‐a‐vi the Edwards AFB requirement through provision 52212‐2 Evaluation – Commercial Items.

35. Question: Reference RFP, Attachment 2: We understand that Attachment 2 provides the current CBA. The RFP does not address a CBA or SCA wages. Please clarify whether the offeror should use CBA and/or SCA.

Answer: The offeror shall pay wages and benefits in accordance with the attached Collective Bargaining Agreement (CBA). Reference FAR clause 52.222‐41 Service Contract Act of 1965, paragraph f.

36. Question: Reference PWS, page 12: Does the Armorer require licensing in the State of California?

Answer: Yes, for purposes of this contract the Armorer must be licensed in the State of California.

37. Question: Reference PWS, page 12: Does the offeror require company licensing related to the armory?

Answer: Licensing, has applicability with respect to the manner in how the offeror provides the Armorer. Offerors need to review California Business and Professions Code, Division 3, Chapter 11.5, 7580 et. seq. and utilize a methodology to provide an Armorer who as stated in answer to question 36, is required to be licensed in the State of California.

38. Question: Reference RFP, page 44, paragraph 11(d)ii: Please confirm that if the prime contractor submits a key personnel past performance, the subcontractor may only submit one reference.

Answer: All Performance Information Forms are submitted by the Prime contractor. A maximum of five

(5) Performance Information Forms total can be provided (a max of three (3) for the prime and a max of two (2) encompassing key personnel; major subcontractors; and teaming and or joint venture partners).

39. Question: Reference RFP, page 45, paragraph 11(d)v: For key personnel past performance, does the offeror need to submit a Performance Information Form or is the PWS citation document considered on the “..documents may not exceed 2 pages in length”?

Answer: Offerors shall submit both. See also Amendment 2 of the RFP.

40. Question: Reference RFP, page 45, paragraph 11(d)v: Is the offeror able to submit multiple key personnel (for example, Contract Manager, Armorer, etc.) in one past performance, key personnel submission or is each key personnel considered as one past performance reference?

Answer: See question # 38.

41. Question: Reference RFP, page 46, paragraph 11(d)v: Does the offeror need to send out a Past Performance Questionnaire for key personnel references?

Answer: See question # 32.

42. Question: Reference RFP Attachment 2, Collective Bargaining Agreement (CBA), Article VIII: The outlines payment options for the Labor Alliance Managed Trust Fund; however, the article is silent on what level of premium is to be paid. What level of coverage is mandated for each employee?

Answer: Researching.

43. Question: Reference RFP Attachment 2, CBA, Article VIII: The article outlines an hourly rate for all hours paid. Is this hourly rate used to pay for the premium outlined for the Labor Alliance Trust Fund?

Answer: Researching.

44. Question: Reference RFP Attachment 2, CBA, Article VIII: The article states that premiums are to be deducted starting on the employee’s first payday; however, the eligibility states that they are not eligible for benefits until the probationary period is completed. Please clarify what the premium is to be used for during the probationary period.

Answer: Researching.

45. Question: Reference RFP Attachment 2, CBA Article XXXVII: The article implies that position descriptions for each position described in Schedule “A” of the CBA. We request that each position description be made available to all Offerors as the incumbent has a significant advantage in determining the proper rates of pay associated with the different work areas on the contract.

Answer: Researching.

46. Question: Reference PWS Paragraph 1.2.9: The paragraph outlines the Precious Metals Program;

however, no information is provided on the number of accounts to be managed Please provide a count of accounts that are to maintained/managed?

Answer: Contractor is to manage the entire program regardless the number of accounts.

47. Question: Reference PWS Paragraph 1.2.12.2: The PWS paragraph describes duties to be performed by the Contractor. Are these duties overlapping with the SCM‐R performance?

Answer: Yes.

48. Question: Reference PWS Paragraph 1.2.21: The PWS paragraph describes administrative support requirements; however, we do not see any type of quantification on this requirement. Please provide an estimate on hours required in performance of administrative tasking’s on an annual basis.

Answer: The contractor should be able to assess the administrative workload. This could vary greatly with the level of competency of the administrative person(s).

49. Question: Reference PWS Paragraph 1.2.24 and Appendix A: The paragraph outlines the function of sweep deliveries and the paragraph implies that the delivery is accomplished by the Contractor. The appendix does not contain any data in the Supply portion referencing deliveries. Does the Contractor coordinate deliveries with Transportation for completion?

Answer: The contractor is required to make all deliveries without transportation support as explained in paragraph 1.1.4.

50. Question: Reference PWS Paragraph 1.2.30: The paragraph outlines the setup, management, and control of the Logistics Readiness UCC; however, there are no specifics on the tasks to be performed and no workload data provided on this area. Please clarify what duties/responsibilities are to be performed by the Contractor.

Answer: Operations at the UCC are covered in Operations Plans listed in Appendix G.

51. Question: Reference PWS Paragraph 1.3.1: The paragraph states that the Contractor must be on site during crash recovery operations. Does this service apply to real world events or does it include support for exercises?

Answer: This service applies to only real world events.

52. Question: Reference PWS Paragraph 1.3.2: The paragraph states that we provide training for maintenance technicians on the use of the systems interface and that we also accept and process requests from maintenance technicians. These statements appear to be in conflict with each other. Is the Contractor responsible for the data entry associated with issue requests?

Answer: Yes, it is expected that the maintenance will use CAMS whenever possible, but the contractor must do whatever is necessary to ensure issue, request, or processed.

53. Question: Reference PWS Paragraph 1.4.2: The paragraph outlines the experience requirements for the Supply Systems Supervisor. Please confirm this person is to have a Base Supply Computer Operations background?

Answer: The contractor must ensure that the individual can meet the requirements in the paragraph.

54. Question: Reference PWS Paragraph 1.4.4: The paragraph calls for one qualified armorer being on duty during normal business hours. Does the Government provide initial and recurring qualification training to the Contractor at no expense?

Answer: No.

55. Question: Reference PWS Paragraph 3.1 and RFP Section B: The paragraph is not clear on which functions are to be performed on the second shift, third shift, and weekend shifts. Please provide a detailed listing of what functions are to be performed in each of the periods identified in Section B as separate CLINS.

Answer: Paragraph 3.1 explains the requirement. The primary focus on CLIN 2‐5 is maintenance support; however this does not negate the need to provide that support IAW normal supply chain operations.

56. Question: Reference PWS Paragraph 3.8.3: The paragraph references the fact that the items are furnished to the Contractor in an “as is condition”. Does the Government allow the Contractor to pick up additional items designated as excess to mission requirements from other organizations?

Answer: Yes, however all actions must be documented.

57. Question: Reference PWS Appendix A: The appendix shows entries of CWDE JLIST items listed as unserviceable. Are these items being used for training?

Answer: Yes.

58. Question: Reference PWS Appendix A: The appendix shows entries of CWDE JLIST items listed as unserviceable. Are these items being stored awaiting disposition instructions?

Answer: No.

59. Question: IAW the solicitation it states "5352.215‐9000 FACILITY CLEARANCE (MAY 1996) The offeror must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Security Classification Specification (DD Form 254) attached to this solicitation." Does this mean that only companies holding a Facility Clearance qualify to bid on this opportunity?

Answer: No. AFFARS 5352.215‐9000 is in the RFP. Contract award may be made prior to the issuance of a Facility Clearance (FCL). In those cases, the contractor will be processed for an FCL at the appropriate level and must meet eligibility requirements for access to classified information. However, the Air Force will address situations such that the contractor will not be afforded access to classified information until the FCL has been granted.
