60. Question: Reference Page 43 of 91 and 44 of 91: I would like to request clarification of formatting for the proposal submission for EDWARDS Base Supply Management and Operations, sol # FA9301‐13‐R‐ 0007. Is it correct that you would like verbiage double‐spaced on Volume II – Government Property Plan and Volume IV – Past Performance Information?

Answer: Yes.

61. Question: Reference RFP Section B, PWS Paragraph 1.3.1, and Site Visit Information: The briefer at the site visit stated that Contractor staff members could possibly deploy to crash sites to track accountable (equipment) items as they move in and out of the crash area. The Section B of the RFP does not include any reimbursable CLINs for travel costs associated with the crash site support. How does the Government intend to reimburse the Contractor for these costs?

Answer: Edwards will only be responsible for crash site within the local area. There should be no travel costs incurred, government transportation will be provided to and from the site.

62. Question: Reference PWS Paragraph 1.2.23 and PWS Appendix A: The paragraph outlines the different types of masks that are to be maintained; however, there is not a count associated with each type. Please provide a count of masks on hand for the M40, MCU, M45, and M50 masks referenced.

Answer: PWS 1.2.23 refers to JSMLT testing; it is expected of the contractor to test the above listed types of masks. Masks are normally not on hand.

63. Question: Reference PWS Paragraph 1.2.27 and Site Visit Information: The PWS paragraph describes duties to be performed by the Contractor for EAE support; however, the briefer at the site visit did not clarify what phase of the IUID process the Equipment Accountability Element (EAE) is in? Has the EAE completed the implementation of the IUID process, If not, what percentage of EAE assets requires tagging?

Answer: Marking of equipment is the only phase required to be completed at this time. All equipment belonging to equipment custodians has been tagged.

64. Question: Reference PWS Appendix A and Site Visit Information: The PWS appendix states the number of A, B, and C mobility bags to be maintained by the Contractor. The briefer at the site visit stated that all bags are built at the time of a deployment or exercise. Are C bags not maintained in a tariff, built‐up status as allowed in governing directives?

Answer: The current directive says the bags are not maintained in built up status.

65. Question: Reference PWS Appendix B, Appendix D, and Site Visit Information: The PWS indicates that there are 3, 4K forklifts; however, we believe we heard at the site visit that there were only 2 Government‐furnished forklifts available. Please confirm the quantity, size, and type of the Government‐furnished forklifts.

Answer: Appendix B Page 30/43 – these assets are walk behind electric lifts. Appendix D page 34/47 – these assets are Gov. Vehicles.

66. Question: Reference PWS Appendix B and Site Visit Information: The Government’s briefers emphasized the Contractor’s responsibility for items covered by FAR Clause 52.245‐2 during the period of performance. The Contractors bidding this effort expect that the equipment listed is serviceable in the quantities outlined. Please confirm that all items covered by FAR Clause 52.245‐2 will be turned over in a serviceable, operable condition at the beginning of the contract period.

Answer: Contractors are invited to inspect the equipment on Monday, 4 Oct 13 between the hours of 9:00 am and 12:00 noon. Please contact Tylan McBride by 30 Oct 13, 7:00 am PST if you are interested in attending. Note that FAR clause 52.245‐2, Government Property Installation Operation Services, paragraph a, which says: " This Government Property listed in paragraph (e) of this clause is furnished to the Contractor in an "as‐is, where is" condition. The Government makes no warranty regarding the suitability for use of the Government property specified in this contract. The Contractor shall be afforded the opportunity to inspect the Government property as specified in the solicitation."

67. Question: Reference PWS Appendix B and Site Visit Information: The Government’s briefers emphasized the Contractor’s responsibility for items covered by FAR Clause 52.245‐2 during the period of performance. The Contractors bidding this effort expect that the equipment listed is serviceable in the quantities outlined. Please confirm that all items covered by FAR Clause 52.245‐2 will be turned over to the new Contractor in the quantity indicated in the Appendix.

Answer: See question # 66.

68. Question: Reference PWS paragraph 1.2.8: Are the inventory accuracy rate expectation for line items or units?

Answer: Inventory accuracy is calculated using both line items and units.

69. Question: Reference PWS paragraph 1.2.12: Is there a reports feature in FASTPIC that enables warehouse staff to reconcile warehouse locations against SBSS locations?

Answer: PWS reference is 1.2.19.1 current systems will be used.

70. Question: Reference PWS paragraph 1.3.2: Is there one assigned work center for the maintenance supply support staff?

Answer: No, Maintenance supply support is a process not an office.

71. Question: Reference PWS paragraph 3.1. Please confirm the hours of operation for MICAP, Storage and Issue, and Pickup and Delivery. We understand all services in the PWS are required Mon‐ Fri, 0700‐1600 hours. However, in the columns below the referenced paragraph, the aforementioned sections are listed, yet there are no hours listed. Are we correct in our understanding that all services in the PWS are required Mon‐Fri, 0700‐1600 hours? What hours are required, other than Mon‐Fri, 0700‐ 1600 hours for MICAP, Storage and Issue, and Pickup and Delivery?

Answer: PWS paragraph 3.1 Function states those functions are to be provided at those specific hours of operation.

72. Question: Please provide a list of pickup and delivery locations and a map, so offerors may accurately estimate the driving times and number of vehicles required.

Answer: As answered on the site visit, delivery destinations are negotiated by the contractor and units. All offerors are required to deliver property identified in the Appendix A Workload Factors to the civilian (government and contractor) and military workforce of the Air Force Test Center (AFTC) and associate units supported via the Interservice/Intergovernmental Support Agreement (ISA).

73. Question: The incorporated CBA is incomplete and therefore offerors other than the incumbent and their teaming partner, are unable to properly estimate this requirement. The CBA discusses Position Descriptions in Article XXXVII beginning on page 21, yet the description are not available. These are mandatory IAW the terms of the CBA, and to be fair and to compete on a level playing field, all offerors must have this information. Offerors must have the full terms of the CBA, including these descriptions, so they may construct the appropriate labor for this effort. Please obtain and incorporate these descriptions into the solicitation.

74. Question: Reference 52.212‐1 Instructions to Offerors (Amendment 0002) paragraph 9 – Offerors are instructed to submit no more than two pages, double spaced, Times New Roman 12 pt font of their Government Property Plan. A plan with such limitations would be reduced to no more than an outline and will not provide the Government with a true picture of the offeror’s plan. Will the Government consider expanding the number of pages for the submittal of offeror’s Government Property Plan?

Answer: No. Please format per the RFP.

75. Question: [Concerns gasing up contractor vehicles at the Government Gas Station (not AAFES)] We have an existing T‐DoDacc fuel key on another contract, can we use it to gas our contractor vehicles on the Base Supply contract?

Answer: Absolutely not. According to FAR 51.101 a firm fixed price contract such as Base Supply cannot use “Government Sources of Supply” such as the Government Gas station. T‐DoDacc fuel keys are contract‐specific. In addition; when T‐DoDacc fuel keys are used, the government incurs an administrative burden ‐‐‐ must track fuel disbursements to the contractor and must follow‐up that the contractor pays for the disbursed fuel.
