Employed on AFTC/PZIOA contract for Base Supply Services at Edwards AFB.

Collective Bargaining Agreement between contractor: J.K. Hill, and union: International Brotherhood of Teamsters Local 87, effective 7/2/2012 through 7/1/2015.

In accordance with Section 2(a) and 4(c) of the Service Contract Act, as amended, employees employed by the contractor(s) in performing services covered by the Collective Bargaining Agreement(s) are to be paid wage rates and fringe benefits set forth in the current collective bargaining agreement and modified extension agreement(s).

Schedule B

Position Descriptions

J.K. Hill & Associates. Inc. and Teamsters Local 87 have negotiated and used the following position descriptions/labor categories. It has been further agreed that when an individual is hired into a Position Description/labor category and there is no work in his current assigned area he may be assigned duties in any position description of an equal or lesser pay grade, while still receiving their current pay grade if assigned to a lesser pay grade. If asked to work in a higher pay grade he will be paid for the hours worked in that higher pay grade at the higher grade. Should he be asked to perform work for which there is no negotiated pay grade he will be paid in accordance with the higher current wage determination for the area (Los Angeles or Kern County) unless something else is negotiated. All attempts will be made to negotiate new work according current CBA practice.

Supply Superintendent

Will be directly responsible for the production of any personnel of a lower pay grade determined by company management. ., Be able to perform all aspects of technical supply management work, to include, inventory management, storage management, cataloging, property & personnel utilization in relation to depot, local or other supply activities, with minimal refresher research. Know, interpret, and implement Supply directives. Analyze processes and develop improvements. Research problems, develop corrective actions, and develop processes to prevent reoccurrence. Work is normally limited by function, and controlled in terms of difficulty, complexity or responsibility. Assignments usually relate to standardized or stable segments of technical supply management operations, or to functions or subjects that are narrow in scope. Supply Superintendent should be able to expand out of their primary function into any area of Supply/Inventory/ warehouse management. The work generally involves individual case problems or supply actions. This work may require consideration of process requirements, together with specific variations in or from standardized guidelines.

Assignments require (a) a good working knowledge of the governing supply systems, programs, policies, nomenclature, work methods, manuals, or other established guidelines: (b) an understanding of the needs of the organization serviced, and (c) the analytical ability to define or recognize the dimensions of the problems involved, to collect the necessary data to establish facts, and to take or recommend action based upon application or interpretation of established guidelines. Perform proficiency training when and where deemed necessary. Evaluate training progress. Evaluate trainees’ performance. Make recommendations to supervisors as a result of evaluations. Perform all functions using hardware/software provided (i.e., SBSS/CAMS/FEDLOG/SATS/ESS). Maintain, review and analyze information contained on related reports/listings. Take actions as required as a result of reviews/analyses of reports & listings. Make recommendations as a result of review of reports/listings. Ensures the smooth flow of property between (and within) work/functional areas. Prepares reports/presentations and makes presentations as necessary.

Maintains the housekeeping of assigned functional areas. Receive specific guidance from supervisors, or other officials for performance of non-routine tasks. Analyze, interpret, implement newly assigned tasks or duties. May direct and coordinate the activities of other workers. May work irregular schedule with the concurrence of his Flight Manager, or the Contract Manager. May direct the flight in the absence of the Flight Manager.

Supply Technician

Be able to perform all aspects of technical supply management work, to include, inventory management, storage management, cataloging, property & personnel utilization in relation to depot, local or other supply activities, with minimal refresher research. Know, interpret, and implement Supply directives. Analyze processes and develop improvements. Research problems, develop corrective actions, and develop processes to prevent reoccurrence. Work is normally limited by function, and controlled in terms of difficulty, complexity or responsibility. Assignments usually relate to standardized or stable segments of technical supply management operations, or to functions or subjects that are narrow in scope. Supply technicians should be able to expand out of their primary function into any area of Supply/Inventory/ warehouse management. The work generally involves individual case problems or supply actions. This work may require consideration of process requirements, together with specific variations in or from standardized guidelines.

Material Coordinator/Material Expediter

Fully knowledgeable in all phases of receiving, storing, and shipping material by all modes. May also perform receiving, storage, and shipping operations including operation of powered and manual material handling equipment as required. May review completion of GBL’s, CBL’s, TCMD’s, shipping manifests, purchase orders and DOD documentation to insure proper receipt. Responsible for documentation for over, short, and damaged material and processing frustrated receipts.

May be responsible for monitoring stock selection, packing and packaging, staging, segregation of shipments by marked destination, and shipment of goods of all kinds. Coordinates and expedites the flow of material, parts, and assemblies within or between departments IAW production and shipping schedules, or department supervisors’ priorities. Reviews production material requirements and confers with maintenance supervision to determine material required or overdue and to locate material. Requisitions material and establishes delivery sequences to department according to job order priorities and anticipated availability of material. Validate, monitor, and coordinate as necessary, the status of parts ordered and/or received, to include (but not limited to) due-in-from-maintenance (DIFM) assets. Arranges for receipt/transfer of materials to meet production schedules. Examines/inspects material delivered to verify accuracy. May monitor and control movement of material and parts along conveyor system. Monitors and compiles reports of quantity and type of material on hand. May move or transport material from one department to another using hand truck or industrial truck. May compile perpetual production records in order to locate material in process of production, using manual or computerized system.. Process all 2- Level Maintenance and Lean Logistics Due-In-From-Maintenance (DIFM) assets IAW prescribed directives and time frames. Process and warehouse all Deficiency Report assets (MDR, QDR, PQDR, etc.)

IAW applicable directives. Monitor Time Compliance Tech Order (TCTO) and Time Change (TOC) assets, to include participating in related meetings, requisitioning applicable assets, monitor, and validate all related requisitions. Upgrade/downgrade requisition status as necessary. Report status of TCTO requisitions. Process shipments to the Defense Reutilization and marketing Office (DRMO). Process and monitor local manufacture requests. Monitor the status of DIFM assets using all related reports and listings (i.e., D23, D19, etc.). Validate/update status of DIFM assets. Perform the operations necessary to ensure the validity of DIFM status. Attend related meetings as necessary. Process Maintenance Turn-Around (TRN) transactions. Operate Supply Points. Use related reports/listings (i.e., Q13, etc.) to manage supply point assets. Administer the Air Force Critical Items. Use applicable reports/listings (R29/D23, etc.) to manage Critical Items. May be required to train customers, and coworkers. Will provide proficiency training when necessary.. Perform all functions using available hardware/software (i.e., SBSS/CAMS/ FEDLOG, ESS , SATS, etc.). Maintain, review, analyze reports and listing and take necessary required actions. Take logistic actions as deemed necessary by data contained on reports/listings.

May make recommendations based on data contained on reports/listings. Perform necessary housekeeping.

Process turn-ins of property when required. Receives specific guidance from supervisors, lead personnel, or other officials for performance of non-routine tasks. May be required to work with no supervision in the general area.,. Responsible for hazardous material identification; internal movement, and staging; schedules and dispatches vehicles for packing and delivery of material;

ensures established procedures and work schedules are adhered to. May lead, guide, direct and train personnel assigned to receive, store, stage, and ship material; contributes to performance evaluations of subordinate employees. Also may perform all duties required as workload demands, including MHE operation. Performs random quality control reviews.

Lead

*Lead personnel may assign duties and tasks as directed by supervisor(s).

General Clerk II

Fully knowledgeable in the clerical aspects of ordering, and shipping material by all modes. Primarily involved in customer service operations, with direct customer interaction. May be responsible for stock number loading, item record research, and records maintenance. May review GBL’s, CBL’s, TCMD’s, shipping manifests, purchase orders and DOD documentation to insure appropriate action.

Responsible for documentation for over, short, and damaged material and processing frustrated receipts. Coordinates and expedites the flow of material, parts, and assemblies between depots IAW production and shipping schedules, or department supervisors’ priorities. Reviews material requirements and confers with customers to determine material required or overdue and to locate material. Requisitions material according to job order priorities and anticipated availability of material. Validate, monitor, and coordinate as necessary, the status of parts ordered and/or received, to include (but not limited to) due-in-from-maintenance (DIFM) assets. Arranges for receipt/transfer of materials to meet production schedules. Monitors and compiles reports of quantity and type of material on hand. May compile perpetual production records in order to locate material in process of production, using manual or computerized system. May be required to train customers, and coworkers.

Will provide proficiency training when necessary. Performs all functions using available hardware/software (i.e., SBSS/CAMS/FEDLOG, ESS, SATS, etc.). May be required to work with no supervision in the general area, for short period of time. Performs random quality control reviews.

Light/Medium Truck Driver

Drive a motor vehicle, to transport materials, merchandise, documentation, equipment, or workers between various types of establishments such as, repair facilities, freight depots, warehouses, or between retail establishments and customers’ places of business. May also load or unload truck with or without helpers, perform normal user maintenance (i.e. oil, water, tire pressure, etc), and keep truck in good working order.

Document vehicle condition on forms provided. Trucks driven are straight trucks, under 1 ½ tons, usually with 4 wheels and straight trucks 1 ½ to 4 tons inclusive, usually 6 wheels. Deliver property to customers within prescribed time limits. Have delivered property receipted for. Pick up property from various locations and return this property for further disposition. Ensure that only authorized personnel receive delivered property. Ensure that property picked up has appropriate documentation. Document reasons that property couldn’t be signed for within prescribed time limits, when applicable. Ensure that documentation is forwarded to appropriate work centers/shops within prescribed time frames. Properly secure all property in the truck prior to placing vehicle in motion. Observe all local, state and federal safety requirements (i.e., seat belts, etc.). Provide proficiency training to co-workers as assigned. Perform general housekeeping.

Know and perform basic warehousing duties. Receive specific guidance from supervisors, lead personnel, or other officials in order to perform non-routine tasks. Use software/hardware provided (i.e., SBSS/SATS, etc.). Use Material Handling Equipment (MHE) when necessary to perform these duties. May perform Vehicle Control Officer (VCO) duties.

Lead

Heavy Truck Driver

Performs the Delivery Driver tasks assigned above utilizing a truck over 4 tons.

Warehouse Specialist

Performs a variety of warehousing duties, which require an understanding of Air Force/DOD storage requirements. Work includes, but is not limited to: verifying materials (or merchandise) against receiving documents to validate quantity and that the item matches documentation, noting and reporting discrepancies and obvious damage, routing materials to prescribed storage locations within prescribed time frames, storing, stacking, or palletizing materials in accordance with prescribed storage methods, re-arranging and taking inventory of stored materials, examining stored materials and reporting deterioration and damage, removing materials from storage and preparing it for issue or shipment, routing property to delivery and transportation functions as necessary. May operate hand/power trucks, forklifts and various other Material Handling Equipment (MHE) in performing warehousing duties. Will review reports and listings that provide various data on materials stored to ensure all property is warehoused IAW prescribed procedures/directives. Validate and otherwise monitor data on reports. Use available hardware/software to perform duties (i.e. SBSS, SNUD, ESS, ASNUD, FEDLOG, SATS, etc.). Perform general housekeeping.

May be required to drive general purpose vehicles and or forklifts not requiring special licensing. Prepares reports when necessary. Routes property not authorized to be stored to appropriate work center/shop.

Receives property turned in. Validates the condition of property turned in (i.e., serviceable, unserviceable, repairable, etc.). Receives specific guidance from supervisors, lead personnel, or other officials for performance of non-routine tasks.

Performs clerical tasks in connection with shipping receiving, storing and issuing material support of a supply or warehouse operation. The work requires a basic knowledge of proper office procedures, and ability to follow prescribed procedures or steps to process paperwork and to perform routine office support work such as typing, filing and operating a keyboard, personal computer or data entry device..

Involved in, but not limited to, the handling, processing, inventorying, loading, unloading, packing, unpacking, stowing, pulling, labeling, transporting, picking, or placing supply materials, this activity includes, the use of manual and powered transport devices such as but not limited to carts, hand trucks, roller conveyors, wheelbarrow, pallet jacks, forklifts, pulleys, hoists, and the use of electronic counting devices, bar code scanners, readers, printers and the application of bar code labels to material and/or locations and such other manual requirements as necessary to store, issue, document or otherwise process supply materials . Preparation, assembly, disassembly, and refurbishment of storage aids and/or devices is also a part of this classification.

Warehouse Specialist II

Same as above (Warehouse specialist), with the addition of: ,andcoworkers.Willprovideproficiency
trainingwhennecessary.Willevaluatetrainees’performanceandprogress.

Shipping/Receiving Clerk

Perform clerical and physical tasks in connection with shipping goods of the establishment in which employed and receiving incoming shipments and turn-ins. Follow established guidelines/directives in performing day-to-day tasks. Receives specific guidance from supervisors, lead personnel, or other officials for non-routine tasks. Shipping duties involve verifying that orders are accurately filled by comparing items and quantities of goods gathered for shipment against the applicable documentation, ensuring that shipments are properly packaged and identified with shipping information, and loaded into transportation vehicles, and preparing and keeping records of goods shipped, e.g., manifests, bills of lading, etc. Receiving duties involve verifying the correctness of incoming shipments and turn-ins by comparing items and quantities unloaded against bills of lading, manifests, invoices, or any other documentation, checking for damaged goods, ensuring that goods are appropriately identified and routed to the proper departments within the establishment, preparing and keeping records of goods received. Reports and listings will be reviewed and data will be validated as necessary. Will operate hand/power truck, forklifts, and all other Material Handling Equipment (MHE) as necessary. Available hardware/software will be used (i.e., SBSS, SNUD, ASNUD, FEDLOG, SATS, et al).

Perform general housekeeping.

Shipping/Receiving Clerk II

Perform all of the functions/tasks of a Shipping/Receiving Clerk. Perform general warehousing functions.

Pick up, deliver and transport property via light and medium trucks. Ensure that only authorized personnel receive property delivered. Maintain documents, document files and all other applicable records. Operate forklifts and various other Material Handling Equipment (MHE). Arranges for transfer of materials to meet production schedules. Arranges with department supervisors for repair and assembly of material and its transportation to various departments. Examines material delivered to verify type if it is the specified. May monitor and control movement of material and parts along conveyor system. May move or transport material from one department to another using hand truck or industrial truck. Process excess consumable turn-ins of property when required. Receives specific guidance from supervisors, lead personnel, or other officials for performance of non-routine tasks. May be required to work with no supervision in the general area,. Validate, coordinate on and update data on reports/listings. Perform general housekeeping. May be required to train customers, and coworkers. Will provide proficiency training when necessary. Employ available hardware/software, to include, but not limited to, SATS, SBSS, FEDLOG, SNUD, and CAMS.

Stock Clerk

Receives, stores and issues equipment, supplies, materials, merchandise, tools, and compiles stock records of items is stockrooms, warehouses and storage yards. Counts, sorts or weighs incoming articles to verify receipt of items from requisitions, invoices, etc. Examines received items to verify conformance to specifications. Store articles in bins, on floor, on shelves, etc. according to storage/work requirements/necessities or identifying information, such as style, site or type of material. Routes assets to proper workshop, storage area. Fills orders or issues property form stock. Prepare periodic special or perpetual inventory of stock. Requisitions articles to fill requirements. Compiles reports on use of stock handling equipment, adjustments of inventory counts and stock records, spoilage of or damage to stock, location changes and refusal of shipments. Perform organizational refusals when applicable. Reviews reports and listings. Validates, monitors, coordinates and otherwise tracks status of items ordered/received.

Reports status of requisitions as necessary. Process excess consumable turn-ins of property when required.

Performs all functions using hardware/software provided (i.e., SBSS/CAMS/FEDLOG/SATS/ESS, etc.

Assist with the preparation/presentation of reports, briefings, etc.

May mark identifying codes, figures, or letters on articles. May distribute stock among production/shop workers, keeping records of material issued. May make adjustments or repairs to articles carried in stock.

May cut stock to site to fill orders. Perform general housekeeping. Receive specific guidance from supervisors, lead personnel, or other officials for performance of non-routine tasks.

Stock Clerk II

Same as above (Stock Clerk ), with the addition of: Mayberequiredtotraincoworkers.Willprovide

Order Clerk I

Coordinates and expedites the flow of material, parts, and assemblies to customers for support of their material requirements. Reviews schedules and confers with customers to determine material required or overdue and to locate material. Requisitions material according to job order priorities and anticipated availability of material. Validate, monitor, and coordinate as necessary, the status of parts ordered and/or received,. Arranges issue of materials to meet production schedules. May monitor and control movement of material and parts through the Supply chain pipeline. Monitors and compiles reports of quantity and type of material on hand. May move or transport material from one department to another using hand truck or industrial truck. May compile perpetual production records in order to locate material in process of production, using manual or computerized system. May be required to train customers, and coworkers on basic supply functions in a one-on-one basis. .. Perform all functions using available hardware/software (i.e., SBSS/CAMS/ FEDLOG, ESS , SATS, etc.). Maintain, review, analyze reports and listing and take necessary required actions. Take logistic actions as deemed necessary by data contained on reports/listings.

May make recommendations based on data contained on reports/listings. Perform necessary housekeeping.

Order Clerk II

Will provide proficiency training when necessary. Will evaluate trainees’ performance and progress. Perform all functions using available hardware/software (i.e., SBSS/CAMS/ FEDLOG, MASS, SATS, etc.). Maintain, review, analyze reports and listing and take necessary required actions. Take logistic actions as deemed necessary by data contained on reports/listings. Process all 2-Level Maintenance and Lean Logistics Due-In-From- Maintenance (DIFM) assets IAW prescribed directives and time frames. Process and monitor local manufacture requests. Monitor the status of DIFM assets using all related reports and listings (i.e., D23, D19, etc.). Validate/update status of DIFM assets. Perform the operations necessary to ensure the validity of DIFM status. Attend related meetings as necessary. Process Maintenance Turn-Around (TRN) transactions. Operate Supply Points. Use related reports/listings (i.e., Q13, etc.) to manage supply point assets. Administer the Air Force Critical Items. Use applicable reports/listings (R29/D23, etc.) to manage Critical Items. May make recommendations based on data contained on reports/listings. Perform necessary housekeeping.

Process turn-ins of property when required. Receives specific guidance from supervisors, lead personnel, or other officials for performance of non-routine tasks. May be required to work with no supervision in the general area.,.

General Clerk IV (*Lead)

Performs primarily Material Coordinator and General Clerk III duties, but may be assigned supervisory duties over lower pay grades, or may perform alternate duties as a Equipment Custodian or Weapons Custodian. . May routinely or /daily brief 0-6 or higher level personnel on supply status or problems.

*Lead personnel may assign duties and tasks as directed by supervisor(s).

Computer Operator II

Processes a range of scheduled routines. In addition to operating the system and resolving common error conditions, diagnoses and acts on machine stoppage and error conditions not fully covered by existing procedures and guidelines (e.g., resetting switches and other control or making mechanical adjustments to maintain or restore equipment operations). In response to computer output instructions or error conditions, may deviate from standard procedures if standard procedures do not provide a solution. Schedules, processes distributes computer products. Refers problems which do not respond to corrective procedures to Supervision or management. Develops routine reports and queries to the computer. Employs the Automated Stock Number User directory (ASNUD) and Transaction History User Directory (THUD) programs to develop requested reports.

Computer Operator III

In addition to Computer Operator II duties, the Computer Operator III adapts to a variety of nonstandard problems, which require extensive operator intervention (e.g., frequent introduction of new programs, applications, or procedures). In response to computer output instruction or error conditions, chooses or devises a course of action from among several alternatives and alter or deviates from standard procedures if standard procedures do not provide a solution (e.g., reassigning equipment in order to work around faulty equipment or transfer channels); then refers problems. Typically, completed work is submitted to users without supervisory review. Coordinates and executes the loading of software releases. Employs and maintains the Automated Stock Number User directory (ASNUD) and Transaction History User Directory (THUD) programs. Works as the first level of review to assess and repair computer and computer peripheral equipments and coordinates repairs as required . Performs system administrator duties to ensure operational capability of SATS, MICAS, and AMCS data bases or other standard supply systems in support of the SBSS operating environment. May perform initial research Supply systems problems for submission to the Supply Systems Manager. Under the oversight of the Supply Systems Manager may perform duties as the primary scheduler and maintains all supporting documentation.
