About this opportunity
This pre-solicitation notice seeks proposals to provide base and test support services to support operational testing missions for the Department of the Army Materiel Command Mission and Installation Contracting Command. Services will include administrative support, field test support, data collection and management, technical input to test planning documents, preparation and maintenance of test sites and government furnished property, maintenance and operation of test support vehicles and generators, provision of data tools and test support tools, and operation of government instrumentation. Proposals will be evaluated based on technical approach, past performance, and price, with award of an indefinite delivery indefinite quantity contract anticipated in November 2019.
The solicitation is set aside for total small business and has a NAICS code of 541715 with a PSC code of R499. The current contractor has held the contract since April 2013, with an estimated total value of $78 million over a five year base period from March 2019 through March 2024. Services will be provided at locations including Fort Hood, Fort Bliss, and Fort Bragg, covering historical test events of 12 to 15 annually and a total inventory valued at $23 million including over 30,000 items and 208 vehicles.

The Contractor shall be required on an intermittent basis to perform administrative, field test support, data collection, data base management, data entry, and technical input to some test planning documents in support of operational test mission that includes:
• Involving the preparation and maintenance of test sites, supplies, and use of Government Furnished Property (GFP).
• Maintenance, dispatch services, and operators for test support vehicles and generators.
• Provide data entry tools, data visualization tools, and test support tools.
• Operate Government-provided off the shelf instrumentation.
• Perform supply actions in support of the contracted mission and testing.
