SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RESPONSES TO QUESTIONS SET 4

Questions/Comments received from Solicitation with responses.

86. Solicitation requires "separate proposals" for each TAR. Request confirmation that Subfactor 1 constitutes this separate proposal requirement and that Subfactor 2 may be addressed as one consolidated response and not separated out by TAR…the information in Tab 2 applies across TARs?

Response 2: Subfactor 1 – The Government is requesting a separate methodology for each TAR and not separate proposals. Subfactor 2 shall not be separated out by each TAR. The response shall be in accordance with the requirements in the PWS.

87. Two of the TAR documents require cost or pricing information. Will the Government please confirm that it is acceptable to include this information within Volume II, Mission Capability? (TE V Base TAR, TE Q ABNSOTDTD Tech Services)

Response: Costing information shall NOT be provided in Volume II. The cost for TAR 1 (Base Operations) and TAR 2 (Airborne) shall be provided on Attachment 5 which is a part of Volume IV. The Attachment 5 Summary TAB grand total shall match Section B.

88. States in part, “For Scenario TAR 3 -Multi-Requirement only” For Scenario TAR 3, is only the information in

Section L.C.3.B(1)b required or are offerors to also address all requirements in L.C.3.B(1)a as well?

The offeror shall address section L.C.3.B(1)b for Scenario TAR 3 – Multi Requirement only.

89. Attachment 5 - Proposal Template, INSTRUCTIONS, All Tabs; (8) If an offeror has an overhead rate it may insert the necessary columns to calculate the overhead. However, a narrative must be provided to support the proposed overhead rate. Since many offerors will have an OH rate, could the Government consider adding an OH column to the standardized template? Any offeror that doesn’t need the OH column could just leave this blank. (14) Any labor costs provided by a sub-contractor shall be proposed in detail on the spreadsheet just as the prime contractor would. This means that the sub-contractor shall fill in columns A through U. It is unclear if the Government is requiring the Prime to submit a unified response and thereby include any subcontractors' proprietary information such as indirect rates. As this is highly unusual to require this sharing of proprietary information, it is recommended that a subcontractor tab for each period be added to Attachment 5 which represents the Fully Burdened Rates for any subcontractors. The subcontractor period tabs should integrate into the existing period tabs. Missing M&S (Material and Subcontractor) Rate- Since many offerors will have an M&S (Material and Subcontractor Handling) rate used for ODCs or Subcontractors, could the Government consider adding an M&S column to the standardized template in Attachment 5. Any offeror that doesn’t need the M&S column could just leave this blank.

Response: Proposal Template is provided simply as a template for Offerors. Any modification to the template that is needed to be made by Offerors to adhere to their cost estimation methodology is the responsibility of the individual Offeror, and ensure that all resulting formulas correctly map cells in calculating overall cost. See response to question 90 below for submission of proprietary information such as indirect rates

90. Section L.C.D.(3)(b), pg 128: The Offeror shall ensure the information submitted in this volume is consistent with, and fully supports, the amounts and information set forth in the SF 33 including continuation sheets and the information contained in other proposal volumes. The Basis of Estimate (BOE) shall clearly demonstrate a crosswalk to the technical proposal. This submission requirement also applies to all proposed subcontractors. It is unclear if the Government is allowing for subcontractors to submit their proprietary information directly to the Government rather than reveal this to the Prime. Would the Government clarify if proprietary subcontractor information can be sent directly to the Government? If answer is that subs may submit proprietary information to the Government, please specify exactly which items are required for a compliant subcontractor submission of their information.

Response: Subcontractors shall submit cost and/or proprietary information on Attachment 5 to the following link https://safe.arl.army.mil/ and follow the instructions in Section L, paragraph a.1 in the same manner as the prime contractor. Any modification to the template that is needed to be made by Offerors to adhere to their cost estimation methodology is the responsibility of the individual Offeror, and ensure that all resulting formulas correctly map cells in calculating overall cost.

91. The Instructions tab to Att 5-Proposal Template indicate that "(14) Any labor costs provided by a sub-contractor shall be proposed in detail on the spreadsheet just as the prime contractor would. This means that the sub-contractor shall fill in columns A through U." Based on this statement, it appears that sub-contractors will be required to submit sealed bid cost data to the Government. Can the Government confirm that sub-contractors will be required to submit sealed bid cost data to the Government? (Attachment 5)

Response: Yes, subcontractors will be required to provide a detailed spreadsheet of their proposal information, same as the prime contractor.

92. The Instructions tab to Att 5-Proposal Template indicate that "(14) Any labor costs provided by a sub-contractor shall be proposed in detail on the spreadsheet just as the prime contractor would. This means that the sub-contractor shall fill in columns A through U." However, this pricing build-up information (fringe, G&A, OH, fee, etc.) is corporate proprietary information that prime offerors are unable to provide for their subcontractors. The template provided by the Government does not provide a methodology for prime offerors to report their sub-contractor costs. Can the Government revise their pricing spreadsheet to clearly define how prime offerors should report their subcontractor costs without violating their subs proprietary pricing build-up data? (Attachment 5)

Response: Subcontractors can submit their detailed proposed cost data to the Government, as to protect their proprietary information. The prime contractor should receive fully loaded rates from their subs and input that information into the prime contractor’s proposal, applying any subcontractor fees that are applicable.

93. Tab 3 Section K (Representation, Certifications, and Other Statements of Offerors)-- The Offeror shall include a statement confirming that all representations and certifications are current, complete, and accurate in the System For Award Management (SAM) as of the date of the proposal submission. Please verify that a completed Section K is not required if all company information is up to date in SAM and all that is required is a statement that SAM is current, complete, and accurate. (Section L)

Response: Offerors are required to submit a statement in Volume I- General, Tab K confirming that all representations and certifications are current, complete, and accurate in the System For Award Management (SAM) as of the date of the proposal submission. If the information in SAM is not up to date at time of proposal due date, all representations and certifications are required to be submitted under TAB K.

94. TAB.All information shall be confined to the appropriate volume. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each volume of the proposal shall consist of a Table of Contents, Summary

Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Please confirm that the Summary Section is not included in the Volume II page count. (Section L)

Response: The Summary Section will count towards the page count in Volume II and has been updated in Section L, paragraph C.2.e.

95. (2) TAB 2 – Subfactor 1 – Personnel Qualification, Management, and Authority/Employee Recruitment and

Retention. The offeror shall propose an organizational staffing approach with job descriptions that demonstrates adequate oversight, and promotes flexible utilization of contractor personnel. Given the significant amount of pages that providing full job descriptions will require, we request that the full job descriptions be provided as an appendix to Volume II. (Section L)

Responses: Job descriptions for the key personnel shall be provided as an Appendix to Volume II with a limit of 10 pages. These 10 pages will be added to the page limit for Volume II increasing the limit to 85.

96. The Contractor shall not house its own servers in Government facilities. The Contractor shall not acquire facilities or other real estate interest that will be charged to the contract without the prior, written authorization of the KO. Does the Government require the contractor to have an office off base?

Response: No, the Government does not require the Contractor to have an office off base.

97. TAR 3 provides limited information regarding the test described. Is it the Government’s intent that offerors describe a Test Support Contractor’s comprehensive approach in supporting all anticipated test requirements (e.g., Requirements specified in the Solicitation Part 5 Specific Tasks: 5.2. Test Support Services, 5.3. Planning Phase, 5.4. Test Execution Phase, 5.5. Recovery Phase, and 5.6. Technical Support) or limit our response to the specific requirements specified in TAR 3. If a comprehensive response is desired, it will be necessary for offerors to provide assumptions (e.g., instrumentation requirements and the implementation of those requirements) because of the lack of information in the TAR. Request Government guidance/clarification regarding the desired response for TAR 3.

Response: No comprehensive report is required in supporting all anticipated test requirements specified in Part 5 Specific Tasks. The Government’s desired response for TAR 3 is to provide your methodology and understanding of requirements.

98. TAR 1 provides limited information regarding the base operations described. Is it the Government’s intent that offeror addresses all base support tasks in the IDIQ PWS or only the tasks specifically identified in TAR 1?

Response: The offeror shall address only the tasks specifically addressed in TAR 1.

99. TAR 2 provides limited information regarding the base operations described. Is it the Government’s intent that offeror addresses all base support tasks in the IDIQ PWS or only the tasks specifically identified in TAR 2?

Response: The offeror shall address only the tasks specifically addressed in TAR 2.

100. There is inadequate information to independently develop hours per LCAT. Request the Government provide the LOE to be priced in either Attachment #5 or Attachment #7. (L.3.D.5.(c)(1))

Response: Attachment 7 is now obsolete. Attachment 4 has been updated to provide baseline staffing.

101. Attachment #5 does not provide instructions for Column D “Number of Employees”, nor does the solicitation provide adequate information to develop those numbers. Request the Government provide guidance and data for Attachment #5 Column D Number of Employees. Draft Attachment #7 had Columns for the government to provide FTE per LCAT, but final Attachment #7 eliminated this information. This leaves offerors with no basis to develop or guidance on the number of FTE to use per LCAT. (L.3.D.5.(c)(1))

Response: Attachment 4 has been updated to provide baseline staffing

102. Mismatch in LCAT. Is Automotive Mechanic in Attachment #4 & #7 the same as Motor Vehicle Mechanic identified on page 76. If so, does the government want the offeror to price this LCAT at both Fort Hood, TX and Fort Bliss, TX?

Response: Labor category changed to Motor Vehicle Mechanic. The Offeror can propose its own methodology and labor categories to the Baseline Staffing Attachment 4.

103. Years of experience and education missing from Attachment. Please provide the years of experience and educational level for each position listed within Attachment #4, Job Descriptions.

Response: The Offeror can propose its own methodology and labor categories to the Baseline Staffing Attachment 4.

104. The TAR 1—Base Operations asks for cost information in Section 3.3. Q1: Where are bidders to show the pricing detail for the TARs? Q2: Does the Government want bidders to provide pricing information in volumes other than in Volume IV: Cost? Q3: Will the Government be providing an updated Attachment 5: Cost Volume Spreadsheet to include detailed instructions for pricing TARs?

Response: Q1- The cost for the TARs are included in Attachment 5 under each year. Q2- This attachment is submitted in Volume IV for Cost. Costing information will also be provided for all CLINs in Section B of the solicitation and this will be included in TAB 2 of Volume I. Q3- TAR information has been included in each year on Attachment 5 and an Instruction TAB is included.

105. This section states: "Offerors are required to submit a completed SF 33 (including acknowledgment of

Amendments), Section B and Section K." Tab 2 Section B (Supplies or Services and Costs) - Section B shall be submitted fully completed and error free. It shall contain the offeror’s costs for the established Contract Line Items (CLINS). Can the Government confirm that it wants pricing data (Section B information) submitted in the General Documents volume? Can the Government confirm that it wants Section B pricing information only submitted in the General Documents volume and not the Attachment_5_-_Cost_Volume_Spreadsheet?

Response: Each CLIN shall have a cost filled in for Section B and submitted in the General Volume.

Attachment 5 shall be submitted in Volume IV- Cost. No cost information shall be submitted with Volume II.

106. "Sealed offers in original and 1 copies for furnishing the supplies or services in the Schedule will be received at the place specified in Item 8, or if handcarried, in the depository located in AMRDEC until 10:00 AM local time 22 Jan 2019". States in part, Proposals shall be sent through AMRDEC SAFE to the Contract Specialist (CS) and Contracting Officer (KO)... "No hard copies or CDs will be accepted." Q12. Which is correct?

Response: All proposals shall be submitted to the link provided in Section L, paragraph A, Proposal Submittal and Inquiries. Block nine (9) of the SF 33 has been changed from 1 to 0 copies and AMRDEC to

ARL SAFE.

107. Section M, Paragraph C.c., states CR CLINs (X002 and X004) "are based on the NTE amounts provided by the

Government. The Government has provided the estimated value for CR CLINs." A plug number has not been provided in Section B for CLINS 0004, 1004, 2004, 3004, and 4004 Contractor Acquired Property (CAP).

Please provide the plug numbers/NTE amounts for these CLINs.

Response: CLINs X004 are NTE CLINs and Section M, paragraph C has been updated. The plug number for CAP- Materials is $15,000 per year and for CAP- Special Tooling, Equipment, and Special Test Equipment is $35,000 per year.

108. The paragraph entitled "Specific Technical Requirement" includes the following statement: "The Contractor shall identify costs by each month and segregated by fiscal years." The Government typically prohibits inclusion of pricing information in the Technical Volume. Please confirm that there should be no cost information included in the technical volume. Please verify that the requested cost information that is required.

If the Government verifies that the requested cost information is required, please identify the location where it should be placed within the proposal. (Technical Exhibit Q, page 2, paragraph 4)

Response: All costs shall be included in Section B for all CLINs within Volume I and the Cost Section in Volume IV. Cost information for TARs 1 and 2 should be included on Attachment 5, which has been updated.

109. Attachment 7 information does not match Attachment 4 information. Q1: Would the Government please clarify the discrepancies between the two attachments? Q2: Is the Government going to provide a complete labor category list and labor category description for each labor category listed? Q3: Is the Government going to provide a labor mix for the base operations TAR that will allow the Government to perform a true cost comparison between bidders or a true evaluated cost?

Response: Q1- Attachment 4 has been updated and Attachment 7 has been deleted. Q2- There are labor category descriptions for each labor category listed in Attachment 4. Q3- The Offeror can propose its own methodology and labor categories to the Baseline Staffing Attachment 4.

110. From TE-V: TAR 1 Base Operations: 3.3. Specific Technical Requirement: The contractor's TIP response shall describe the technical approach and methodology with associated labor and reimbursables for each of the below sub-paragraphs. Costs shall be separately identified by each month and segregated by fiscal years. Unless otherwise specified by a TIL or other government official document, test-specific requirements (e.g., costs attributed to pre-test events or test-preparation events such as Temporary Duty (TDY), test supplies, and aspects of security, etc.) shall not be charged to this TAR. Separately identify all “Core” personnel in the “Base TIP” and give an estimated percentage of how much if any, of their time is spent in support of operational testing.

3.4. Contract Management and Staff (Core personnel): The Contractor shall identify all personnel required to operate the subject PWS regardless of testing workload. Personnel identified as contract management and staff, comprise the core personnel and shall include as a minimum:

From RFP, Section B - Supplies or Services and Prices (same date specification also occurs in ITEM NOs 0005, 1001, 2001, 3001, and 4001) “ITEM NO 0001: Provide all labor, management, supervision, supplies, materials, equipment, training, and tools, not otherwise provided as GFP, required to support operational test missions for OTC. The Contractor shall be required to perform data management, data collection, and logistics in support of Operational Tests, Joint and Multi-Service Tests, training activities, and other DoD organizations, IAW Performance Work Statement (PWS) Part 5 Specific Tasks; Year 1, Period of Performance 4 March 2019 through 3 March 2020.”

RFP Section B (ITEM NOs 0001, 0005, 1001, 2001, 3001, and 4001) [unnumbered pages] requests our costing by contract year “Year 1, Period of Performance 4 March 2019 through 3 March 2020”; Section L.C.3.D(4)(d) [page 115] says to “match Section B”; and Section L.C.3.D(5)(a) [page 116] refers to “the 60-month ordering period.” Attachment TE-V: TAR 1 Base Operations, Section 1.2 says “4 March 2019 – 3 March 2020” and Section 3.3 requests “Costs shall be separately identified by each month and segregated by fiscal years.”

Attachment TE-Q: TAR 2 ABNSOTD Tech Services Section 1.2 says “4 March 2019 – 3 March 2020” and Section 3.4 requests “The Contractor shall identify costs by each month and segregated by fiscal years.” For the Base TAR 1, this covers 6 fiscal years. For the ABNSOTD TAR 2, this covers 2 fiscal years. Q1: Does the Government expect us to provide costs broken down by both Contract Year and Fiscal Year and Month? Q2:

Does the Government expect costs to be included in the Volume II: Mission Capability (Technical). Q3: If it is the intention of the Government to have “costs” included in the TAR responses in Volume II: Mission Capability (Technical), will the Government please consider increasing page count for the Volume?

Response: Q1- No, The Base TAR TE V- the verbiage “Costs shall be separately identified by each month and segregated by fiscal years” has been removed. Q2- No, cost will be submitted in Volume II.

Q3- The page count will not be increased since costs will be provided in Section B and Volume IV- Attachment 5.

111. Will the Government provide the list of HAZMAT so that a labeling determination can be made?

Response: The HAZMAT inventory is provided as Technical Exhibit AC

112. Paragraph 5.4.4 IT Support notes that the Contractor will be responsible for IT equipment identified in the GFP listing. TE S GFP listing does not include any Information Technology equipment, software nor any location information. Is the listing just for Fort Hood? Will the Government provide a listing of IT GFP to include hardware and software and location information to assist in completing CDRL A011 IT Inventory?

Response: An updated GFP listing was provided which includes Fort Bragg and Fort Bliss. The IT is listed in the GFP listing TE S and the Inventory Management List.

113. States in part, “3.3. Specific Technical Requirement: The contractor's TIP response shall describe the technical approach and methodology with associated labor and reimbursables for each of the below sub-paragraphs.” However, there are no sub-paragraphs to paragraph 3.3. (Solicitation, Section L.C.3.B(1)a and TE_V_TAR__1_Base_Operations) Q1. Will the Government please identify the sub-paragraphs of TAR 1 paragraph 3.3?

Response: Q1- Updated verbiage in paragraph 3.3 in TE V Base TAR. The verbiage, “for each of the below paragraphs”, was removed and the number sequence was corrected.

114. States in part, “3.3. Specific Technical Requirement: "Costs shall be separately identified by each month and segregated by fiscal years."Q2. Is the Government expecting cost information to be included in the Technical Volume? (Solicitation, Section L.C.3.B(1)a and TE_V_TAR__1_Base_Operations)

Response: No. Cost information shall not be submitted in Volume II. Attachment 5 will have separate tabs for each year and cost shall be entered there and this attachment is submitted in Volume IV. The verbiage, “by each month and segregated by fiscal years”, has been removed.
