Responses to Questions:

69. Inclusion of the Transition Costs as part of the evaluated cost provides an unfair cost advantage to an incumbent. Recommend the Government require offerors to provide fully resourced transition plans to be evaluated for realism and performance risk, but not include the transition costs as part of the evaluated cost.

(M.D.4.(c).3)

Response: The transition cost shall be submitted IAW PWS, paragraph 1.6.58.1., Part 1 of the Phase-In.

70. With two key personnel and a 254 at the TS level does the Government want to state a TS facility clearance?

Part 4 para 4.2. states Secret.

Response: The DD 254, TE R has been removed and not required for this RFP. See FAR Clause 52.204- 2, Security Requirements.

71. Is there a forecasted list of anticipated test support actions and locations that can be provided?

Response: No, a forecasted list is not available.

72. "The PM and SM shall possess a Top-Secret clearance. The IT Lead shall possess a Secret clearance. Other personnel may require clearances based on classification of test events… and positions held…" "In the absence of the PM, the Logistics Manager shall be designated as the acting PM... The PM or Logistic Manager shall have full authority to act for the Contractor on all contract matters relating to daily operation..." Given that the PM requires a TS clearance and the Logistics Manager is designated as the acting PM in the PM's absence, please confirm that the Logistics Manager should also possess a TS clearance? (General Information (1.6.15.1, and 1.6.29)

Response: The Logistics Manager shall have a Top Secret clearance.

73. "Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information. A sample consent letter is attached as Attachment 08.""The completed consent forms should be submitted as part of your Past Performance Volume III proposal." Please confirm that consent letters are not included in the Volume III page count. (Submission Requirements)

Response: Consent letters are not included in the page count for Volume III

74. The PWS section 1.6.29.1 states: "The PM shall possess a minimum of a Bachelor’s degree plus ten (10) years’, as well as the Fort Bragg Site Manager, shall possess a Bachelor’s degree with 5 years of test and evaluation experience." experience with military systems and five (5) years’ experience in operational testing." The requirement for 5 years of experience in Operational Testing makes the current incumbent personnel about the only qualified individuals who would be qualified for these positions. The Army's Test and Evaluation Basic Course (TEBC) provides all the key knowledge parameters that these individuals should ever need and should be considered an adequate alternative for otherwise qualified individuals to obtain. Will the Government accept a PM with 5 years of testing gained from New Equipment Fielding experience as well as completing the approved Operational Test and Evaluation (OT&E) Course (e.g. the Army's Test and Evaluation Basic Course (TEBC) within 6 months of hiring?

Response: NO, the Government will not accept a PM with 5 years of testing gained from New Equipment Fielding experience as well as completing the approved Operational Test and Evaluation (OT&E) Course (e.g. the Army's Test and Evaluation Basic Course (TEBC) within 6 months of hiring. See PM qualification at 1.6.29.

75. Reference: Volume III – Past Performance – Factor 2 Question: Are the required Consent Letters and Client Authorization letters excluded from the 50-page limit for Volume III?

Response: For the Past Performance Evaluation Factor, Consent Letters and Client Authorization Letters are excluded from the 50 page limit.

76. Section L states, "Each volume of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file." Please confirm that the Table of Contents and the Summary Section are excluded from the Volume II page count. (Section L, pg 124)

Response: Section L paragraph C.2.f states that the page limit does not include table of contents. The Summary Section is not excluded from Volume II page count.

77. Please revise the solicitation to include the advisement that the Wage Determination rates for all positions will align with the most current Wage Determination listings for Bell County. The Wage Determination rates included in the solicitation have already been updated since RFP issuance. (Technical Exhibit T)

Response: Technical Exhibit T has been updated to include the new WD revisions.

78. The RFP states in Section L.C.3.B(2)(c) [page 113] “(c) The offeror's proposal shall provide an approach and schedule to assume full contractual responsibility without disruption or degradation of performance during the 30-day transition period IAW 1.6.57.1. The transition cost will be listed separately and include the key personnel and staffing with labor categories and hours.”

The RFP states in Section C.1.6.58.1 [page 35]: “1.6.58.1. Phase-In. … As part of the phase-in period, the Contractor shall meet with the incumbent Contractor and coordinate an effective orderly transition of all work in progress pursuant to the provisions specified in FAR clause 52.237-3. Upon completion of this joint meeting, the Contractor shall provide the KO and COR a transition plan that incorporates the appropriate number and skill level of personnel to include key personnel, supplies, equipment, and government furnished property within this 30 day phase in period.”

Section L.C.3.B(2)(c) requires a transition approach and schedule to be developed, proposed, and submitted with the proposal. Section C.1.6.58.1 requires the awarded bidder (i.e., after contract award) to coordinate with the outgoing contractor, then develop and present a transition plan to the KO and COR. Q1: Will the Government please clarify the directions in Sections L.C.3.B(2)(c) and C.1.6.58.1? Q2: Is the Government requiring a transition plan to be included with the bidder’s proposal? Q3: If the direction is to work with the outgoing contractor after award to coordinate transition activities and then develop a transition plan and present it to the KO and COR, how does the Government intend for bidders to price the transition period prior to the post-award meeting with the outgoing contractor?

Response: Q1- Yes, Section L.C.3.B(2)(c) has been updated to provide clarifying directions. Q2- No, the plan is due during Part 2 of the transition period as outlined in PWS paragraph 1.6.58.1. Q3- The PWS has been updated.

1.6.58.1. Phase-In. There are two parts to this 30-day transition period.

Part 1- The successor Contractor shall provide the necessary personnel to begin transition immediately upon contract award. Costs associated with the immediate transition of necessary personnel upon contract award shall be included in section B, CLIN 0005 and in Attachment 5.

Pursuant to the property clauses in this contract, the plan shall address transition of property between contract organizations and a joint Government/Contractor inspection of all GFP to be completed during this phase-in period. This inspection is intended to establish a mutual agreement as to the condition of GFP provided to the Contractor for use in performance under this contract.

79. This section states: "(2) TAB 2 – Subfactor 2 – Personnel Qualification, Management, and Authority/Employee Recruitment and Retention. The offeror shall propose an organizational staffing approach with job descriptions that demonstrates adequate oversight, and promotes flexible utilization of contractor personnel. (a) The contractor shall propose a method of recruitment and retention that demonstrates its capability of obtaining the special skills required and how it intends to address the difficulty in retaining qualified personnel. Discuss how full performance of services will be maintained during employee absences.

Offerors should also address any potential personnel risks and provide mitigation plans for these identified risks. (b) The offeror shall provide resumes of Key Personnel with the clearance level, education, qualification, experience, and authority to support the requirement IAW PWS 1.6.29 as part of the management organization.

The resumes shall not exceed three (3) pages for each designated Key Personnel. The resumes shall be provided in the following format and include a letter of commitment:" Does the Government want offerors to address Subfactor 2, parts a and b, for all 3 TARs?

Response: No

80. Fort Bliss work - is this a stand alone operation fully staffed 40 hours per week? Does the Gov want a site lead or is the expectation that the PM at Fort Hood will manage this effort?

Response: Yes, standalone - fully operational staff of 40 hours per week. The contractor needs to propose its methodology for managing the operations at Fort Bliss.

81. Will the government provide a copy of OTC Memorandum 25-3, ITR Event Pool and Support Fee programs?

82. States in part, System /Functional Description. Three different configurations will be evaluated during the test.

Response: The Contractor shall use three (3) configurations of user devices.

83. Para 1.5.53 states, It is the responsibility of the Contractor to perform services only after necessary permits and/or clearances have been provided." Q14. Response: There is not a paragraph 1.5.53 in the Performance Work Statement (PWS).

84. RFP Section L.C.2.c (page 110 of 125) and RFP Section L.C.3.C(5), sixth bullet

Section L.C.2.c states “Volume III–Past Performance, … 5 pages for each major subcontractor.” Section L.C.3.C(5), sixth bullet (Specific Relevant Contract References) states “The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor,…” Q1: Would the Government please define “major subcontractor”?

Response: The word “major” has been deleted from Section L, paragraphs C.3.C.5 and paragraphs C.2.d and C.2.e.

Requirements will be issued in accordance with (IAW) the procedures set forth in the Government’s TAR/Task Implementation Plan (TIP) process (see section 4.10.12.).

1.2. Background. The OTC mission is to plan for, conduct, and report on independent operational tests, experiments, and assessments of Army materiel and information mission area systems to inform acquisition and fielding decisions for Army and select multi-service Warfighting systems.

1.2.1. OTC is headquartered at Fort Hood, Texas and is a subordinate command of the U.S. Army Test and Evaluation Command (ATEC) located at Aberdeen Proving Ground, Maryland.

1.2.2. Testing of materiel and major acquisition systems is complex. Operational testing involves a major effort in the integration of data management, data collection, logistics and field services documentation support. Operational testing requires the flexibility and depth of professional and technical expertise, professional managers with a technical staff capable of modifying and operating complex databases.

1.3. Objectives. The Contractor shall provide specific technical requirements in support of data management, data collection, logistics, and field operations to support the test missions of OTC to include Joint and Multi-Service tests, combined Developmental and Operational Test, training activities, and other Department of Defense (DoD) Organizations.

1.4. Scope. Base Period- 4 March 2019–3 March 2024

1.6. General Information.

1.6.1. Quality Control Plan (QCP). Quality control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services/supplies to the Government. The Contractor shall develop and maintain an effective QCP to ensure services are performed IAW this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which the Contractor assures its work complies with the requirement of the contract.

1.6.1.1. The Contractor’s QCP shall contain a systematic approach to monitor operations to ensure acceptable services/products are provided to the Government. The QCP shall be submitted to the Contracting Officer (KO) for review and approval within thirty (30) days of contract award. Changes to the QCP shall be submitted to the KO not later than five (5) calendar days prior to the effective date of the change. The KO make final review and acceptance of any subsequent changes. The basis of the plan is that the Contractor is responsible for quality. All methods, procedures, and forms shall support this concept. Deviation from the approved QCP based upon Government requirements shall be approved in writing by the KO in advance.

1.6.1.2. The QCP, at a minimum, shall address the following:

1.6.1.2.1. Inspection Program. Included shall be a quality control inspection program covering all general and specific tasks included in the PWS. It shall specify tasks or areas to be inspected on a scheduled or unscheduled basis, the manner in which inspections are to be conducted, the titles of the individuals who will perform the inspections, and the percentage of the work that will be inspected on a recurring basis. In developing this inspection program, the Contractor shall identify the key activities and associated characteristics in each process that have a significant influence on specific services and provide for methods for evaluation of the selected characteristics.

1.6.1.2.2. Deficiency Identification. The QCP shall include a method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable as defined in the Performance Requirements Summary (PRS),(TE A). This shall contain processes for corrective action without dependence upon KO direction.

1.6.1.2.3. Deficiency Correction. The QCP shall contain process control and process performance measurement procedures that shall include how the Contractor shall implement preventive corrective actions. The Contractor shall demonstrate that it has designed quality into the delivery of services thereby mitigating the risk(s) associated with delivery of deficient or nonconforming services.

1.6.1.2.4. Documentation and Enforcement. The QCP shall include a method of documenting and enforcing quality control operations of both prime Contractor and subcontractor work, including inspection and testing.

1.6.1.2.5. Trend Analysis. The QCP shall include a method of performing trend analysis and assessments with metrics.

1.6.1.2.6. Surveillance Methods. The QCP shall contain specific surveillance techniques for all contract services.

The surveillance methods shall be comprehensive and adaptable to the reporting system of the plan.

1.6.1.2.7. Complaints. The Contractor shall document all customer complaints and report the complaint to the COR within one (1) workday after receipt of complaint. The Contractor shall use electronic mail or other written memoranda as notification. Each customer complaint reported to the COR shall have a scheduled completion date subject to COR approval. The QCP shall be updated, at no additional cost to the Government, as required to preclude a recurrence of the complaint.

1.6.2. Non-Conforming Performance. All Government discovered non-conformances will be documented at the time of discovery by the COR using DA Form 5479. Documentation will include the contract and task order number, reference to the specific TAR requirement, the specific deficiency to the requirement, where it was discovered, the date and time it was discovered, focal point for the Contractor who was notified and suspense date for Contractor response. The COR will notify the Contractor, in writing, each time a non-compliance is observed.

The Contractor will be given a timeline after notification to correct the deficiency IAW requirements of the TAR.

Deficiencies that cannot be corrected within the identified time-line will be reported to the KO. Non-conformance will be tallied for Contractor Performance Assessment Rating (CPAR) reporting periods and the results of the data will be used to substantiate objective ratings of Contractor performance in coordination with the PRS. Non-conformances shall be classified in one of three categories: Level I (Minor), Level II (Major), or Level III (Critical):

1.6.2.1. Level I (Minor). Nonconformance is defined as a nonconformance that is not likely to materially reduce the usability of the supplies or services for their intended purpose, or is a departure from established standards having little bearing on the effective use or operation of the supplies or services. The Contractor will receive a verbal notification from the KO describing the deficiency.

1.6.2.2. Level II (Major). Nonconformance is defined as a nonconformance, other than critical, that is likely to result in failure of the supplies or services, or to materially reduce the usability of the supplies or services for their intended purpose. The Contractor will receive a written notification from the KO deficiency.

1.6.2.3. Level III (Critical). Nonconformance is defined as a nonconformance that is likely to result in hazardous or unsafe conditions for individuals using, maintaining, or depending upon the supplies or services; is likely to prevent performance of a vital mission; is for a repeated or uncorrected level II Contract Deficiency Report (CDR); or is for a non-responsive Contractor to a level II CDR. The COR will document the CPARs, and the Contractor shall provide a corrective action plan to mitigate the recurrence of the deficiency.

1.6.3. Quality Assurance (QA). Quality assurance is the responsibility of the Government. The COR will evaluate the Contractor’s performance under this contract IAW the Performance Requirements Summary (PRS). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed IAW the performance standards and that contract quality requirements are met. “Contract quality requirements” means the technical requirements in the contract relating to the quality of the product or service and those contract clauses prescribing inspection, and other quality controls incumbent on the Contractor, to ensure the product or service conforms to the contractual requirements. It defines how the performance standards will be applied, the frequency of surveillance, the performance threshold, and deductions, if applicable.

The Contractor will not be reimbursed when the Government facility is closed for the reasons above. Continuous Contractor service may be required for one or more test operations, running sequentially or concurrently, day or night, or in any combination.

The Government may require the Contractor to provide services on weekends or holidays and may require an extended workday that could require two or more work shifts or adjusted workweeks. Overtime may be required for one or more of the shifts. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons in section 1.6.4.

However, the Contractor, mission permitting and approved by the KO, may use their own system of time off (e.g., compensatory time, time off awards, vacation time, personal time, or leave without pay) IAW company policy as a result of the closure. This time shall not be charged as a direct charge to the contract.

1.6.7.1. In all cases, the Contractor shall perform requirements as directed by the KO. In the case of actual test execution, the Contractor shall coordinate with the cognizant COR or KO for guidance before dismissing employees involved in the test.
