RESPONSES TO QUESTIONS SET 2
52. Attachment 5 implies an accounting process that may be contrary to accounting system disclosures made by companies with approved accounting systems to DCAA. Suggest that the government describe this as a template to be modified by the contractor consistent with their established and approved accounting practices. For example, very specific accounting practices are required for compliance with the Fair Labor Standards Act and Service Contract Labor Standards, but Attachment 5 as currently drafted does not address certain statutory costs.
Response: Attachment 5 is a template. Offerors are responsible for manipulating it how they see fit to conform to their estimating and accounting practices. Offerors must ensure that if Attachment 5 is modified, that all formulas and cross‐references are clearly identified and correctly inputted throughout the template, to ensure that proper and consistent analysis can be conducted on their proposal.
53. Given the bulk of labor is in CPFF CLIN, request confirmation that offered Labor Category rates are not considered caps for the rates but rather are used for price reasonableness & realism analysis and for building overall price? (Section M D.4)
Response: Offerors need to propose the most accurate labor rates as possible, when preparing their proposal. They will NOT be able to bill the Government for rates higher than proposed during the contract period of performance.
54. We understand the Government has GFP at Fort Hood, Fort Bliss, and Fort Bragg. What is the location of the GFP listed in the TE S GFP Listing? Request the Government provide the GFP/GFE/GFI listings for all locations for which the contractor is responsible.
Response: Technical Exhibit S has been updated to show the GFP at each
55. Two of the TAR documents require cost or pricing information. Will the Government please confirm that it is acceptable to include this information within Volume II, Mission Capability? (TE V Base TAR, TE Q ABNSOTDTD Tech Services)
Response: Costing information shall not be provided in Volume II. The cost shall be included on Attachment 5 with its own labeled TAB and included as part of Volume IV. In addition, cost for each Tab shall be included in the overall cumulative total on Attachment 5. Costing information shall be provided for each CLIN in Volume I.
56. States in part, “For Scenario TAR 3 ‐Multi‐Requirement only” For Scenario TAR 3, is only the information in Section L.C.3.B(1)b required or are offerors to also address all requirements in L.C.3.B(1)a as well?
Response: The offeror shall address section L.C.3.B(1)b for Scenario TAR 3 – Multi Requirement only.
57. For CR CLINs, the pricing shall be based on the NTE amounts provided by the Government in Schedule B. If a handling rate, General and Administrative (G&A) rate, or any other indirect rate will be added to the NTE CLINs (e.g. ‘plug numbers’), the Offeror shall provide the rate with the cost proposal, as such rate will then become part of the contract. If no material handling rate, G&A rate, or other indirect rate is proposed for the CR CLINs, it will be assumed that no such indirect rate is applicable and the resulting contract will state that only direct costs will be reimbursed, and that no other indirect costs such as material handling or G&A will be allowed. Please confirm that only the Government provided NTE plug numbers are to be placed into the Schedule/Section B and that any indirect rate that would be applied to these numbers (i.e. G&A or M&S) need only be stated in the Narrative section of the contract and not actually applied to the plug numbers for the Schedule/Section B input. (Section L.C.D.(5)(b), pg 129
Response: Correct, on the Schedule B/Section B, the CR CLINs will be based on the Government provided NTE amounts. However, for evaluation purposes only, if a G&A or any other indirect rate is proposed on top of CR CLINs, those rates will be applied to the NTE amounts in calculating the Most Probable Cost (MPC) amount.
58. 52.242‐4 Certification of Final Indirect Costs pg 128: (1) This volume shall consist of all information required to support proposed costs. Certified cost and pricing data is not anticipated for the award of this contract due to expected adequate price competition. Since the Government has stipulated that Certified cost and pricing data is not required due to expected adequate price competition, would the Government consider removing clause 52.242‐4 requiring the certification of Indirect Rates considering Indirect rates are a major subset/component of pricing/cost data which again is not required? (Section I, pg 89; Section L.C.D.(1), pg 128)
Response: FAR clause 52.242‐4, Certification of Final Indirect Costs (Jan 1997), will remain in the solicitation. Subject clause requires certification of an indirect cost proposal submitted by the contractor to establish final indirect rates during contract administration. Please see FAR 42.703‐2.
59. The last sentence states, "The Oral TIP shall include the information identified in paragraph 3 above." Paragraph 3 of the Draft Solicitation is Government‐Furnished Property, Equipment, and Services. Please clarify where the information required to be covered in the Oral TIP can be found in the solicitation? (Page 56, Para 4.10.12.7)
Response: This sentence has been removed from paragraph 4.10.12.7 of the PWS.
60. Given the forecasted start date of March 2019, will there be another bridging contract prior to the BTSS RFP release?
Response: The anticipated award date of March 2019 will be extended until November 2019.
61. The FY 2017 data, while having somewhat similar labor hours as the two previous years, has significantly different ODC , Travel and labor costs than the two prior years. Can the Government explain what would cause these sharp declines in FY 2017? (Attachment 2) Response: Attachment 2 has been deleted and is no longer applicable.
62. Attachment 5 does not have a summary tab to show the roll‐up of costs by CLIN for each year.
Recommend the Government revise attachment 5 to include a Summary tab that captures all CLIN costs by year that will be reflected in the "Section B ‐ Supplies or Services and Prices" submission.
(Attachment 5 Proposal Template and RFP Section B ‐ Supplies or Services and Prices)
Response: The Government has added a “Summary” tab.
63. After the solicitation closing date of 26 December 2018, the Government will establish an account in ASSIST2Industry for each individual identified by the Offeror that has submitted a proposal in response to this solicitation. The draft RFP states that proposals are due on Dec. 26, 2018. Please verify that this date is a placeholder and the submission date will change in the final RFP. (Section L)
Response: The closing date has been changed to 22 Feb 2019.
64. The Offeror shall submit the proposal through AMRDEC. Hard copy submission will not be accepted.
Digital copies shall be provided in separate programs‐ one (1) copy for each volume title.
https://safe.amrdec.army.mil/sitedown/ The AMRDEC SAFE site was disabled as a preventative measure after agencies outside of AMRDEC identified potential security risks. At this point, we are uncertain if the site will be reinstated. Will the Gov provide an alternate means for proposal materials submission? (SF 33 Block 9 and Section L.C.2.a)
Response: Offerors will submit proposals through the following link: https://safe.arl.army.mil/

65. Non‐displacement of qualified workers. Wil Executive Order 13495 be in effect for this contract?
Response: FAR clause 52.222‐17 Non‐displacement of Qualified Workers is in the solicitation and Executive Order 13495 will be in effect.
66. The Government is currently experiencing a shut‐down. Will the Government shut‐down impact the timelines for submission, and if so, how?
Response: Our office is not affected by the Government shut‐down and the due date for proposals will be updated as needed.
67. Attachment 9 – Specific Relevant Contract References Q1: Are offerors required to use the provided Attachment 9 PDF form, or may we use our own format in response to the Attachment 9 requirements?
