The first step will be a go/no-go evaluation.  Those proposals passing the go/no-go evaluation will then advance to the Full Proposal Evaluation.  Those not passing the go/no-go evaluation will no longer be evaluated.  The awardee will be selected on the basis of best value using trade-offs in the full proposal evaluation.  The NAICS Code for the PDSS procurement will be 54511 (Custom Computer Programming Services) with a size standard of $25 million.  All organizations capable of providing the requirements contained in the solicitation are encouraged to submit a response to the solicitation.  Any firm interested in this planned procurement is advised to monitor the Federal Business Opportunities (FBO) website at http://www.fbo.gov.  The solicitation will consist of the RFP (SF 33) and all associated Attachments and Exhibits.

All previous notices are null and void. This RFP is to be considered a wholly new effort, and any previously submitted questions or recommendations that remain unaddressed must be resubmitted in response to the upcoming solicitation, and shall not reference any previous solicitation.
