About this file
This document contains questions and answers regarding solicitation M67854-18-R-7600 for the Global Combat Support System - Marine Corps Increments 1 and 2 program. The Marine Corps seeks proposals for sustainment of the Production and Program Support Sites environments, including maintenance for hardware such as storage devices. Offerors were asked to provide pricing for ongoing maintenance of the Production and Program Support Sites hardware and any embedded software licenses. However, the Marine Corps will not disclose current annual maintenance costs or hardware serial numbers, citing competitive disadvantages. Offerors may propose alternative sustainment solutions but require the annual renewal dates and escalation terms for accurate pricing. Responses provide clarification on the contract line items for sustainment and direct offerors to the solicitation for response timing. The release of the full solicitation has been delayed until the third week of January 2018.

M67854‐18‐R‐7600 Questions and Answers Amendment 0006
Question Number Document/Section Paragraph/Reference Question/Issue/Concern Government Answer Amendment #
M67854‐18‐R‐7600_‐ _Request_for_Proposa l Amendment 0005, Question 233
In order to provide an accurate quote for the Production and PSS maintenance, referencing question and response #233, the Government would need to provide details on the annual renewal date(s) for such agreements, prices paid at last renewal, and annual year‐over‐year escalation permitted for future maintenance payment renewals? Since maintenance costs are a function of the original price(s) paid for the hardware and any accompanying embedded software licenses for storage, etc., without this additional information offerors will be unable to provide pricing for ongoing PDSS operations. Will the Government consider not including Production and PSS maintenance quotes as part of the overall pricing but if it is required, provide all of the aforementioned information?
The Build of Materials (hardware) for PSS and PROD has been provided as GFI within this RFP. The next annual renewal for warranty of this hardware will take place in August 2019. The Government will not disclose the current annual cost of the warranty of this hardware, as the offeror can propose multiple different solutions to warranty this hardware and is not required to follow the current sustainment strategy that the Program Office currently utilizes.
M67854‐18‐R‐7600_‐ _Request_for_Proposa l Amendment 0005, Question 233
Since CLINx003 only includes the SDE costs, and CLINx006 seems to be restricted to other costs related to specifically CRs/ECPs above the PWS limits, Futures and RICECPW, will the government please identify which CLIN the Production and PSS maintenance costs should be included in?
CLINx001
236 Solicitation General ‐ Questions How close to the due date will the Government respond to submitted questions? Please refer to Section L‐3 of the solicitation.
237 Amendment 005 Q. 233 of Amendment 0005 Questions and Answers
Can the Government please share (1) the Customer Service Identifier (CSI) for unique Production/PSS hardware vendors, (2) the list of Production/PSS hardware serial numbers, and (3) the expiration date of the existing maintenance support contracts?
In order to quote R12 Production and PSS hardware maintenance agreements, the offerors will need this information for accurate pricing of maintenance support for Prod and PSS hardware and currently there is only one company/team that has this information which is a competitive disadvantage to all other offerors.
See response to Question #234.
238 Amendment 005 Question 233
The Government has given the direction in Amendment 5 for offerors to price the HW maintenance agreements. We have attempted to do so following the release of Amendment 5 and this clarification and have discovered the pricing cannot be obtained without, at a minimum, the serial numbers or CIS#, of the HW covered under the existing maintenance agreements. Would the Government provide a list of the hardware serial numbers or CIS#s for all HW for which offerors have been instructed to obtain maintenance agreement pricing . We also ask that the due date for the response be adjusted to provide for a full one week period from the date this information is provided. If this information cannot be provided, we ask the Government to recognize that only the incumbent would be able to develop accurate pricing for these elements, and therefore request that the Government remove this requirement to mitigate the risk of a potential OCI.
See response to Question #234.
