Reference Question/Answer 61: In this Q&A the government specifies they do not own the BMC ITSM license and the contractor is expected to supply the instance with the software. Question:
Based on our discussions with BMC, the program currently has BMC licenses associated with SPAWAR Atlantic. BMC indicates the licenses can be transferred from SPAWAR to the Marine Corps under the EULA. Transferring the licenses under the EULA will also include the migration of the GCSS‐MC’s knowledge artifacts. Implementing a new instance of BMC ITSM under the Contractor’s license will not include the migration of these knowledge artifacts. Will the government confirm the BMC licenses will not be transferred from SPAWAR, and that the Contractor should estimate the activities associated with migrating the GCSS‐MC knowledge artifacts?
BMC licenses will not be permanently transferred from SPAWAR. Offerors should estimate the activities associated with migrating the GCSS‐MC knowledge artifacts to whatever applicable software system the Contractor business plan dictates. The BMC ITSM licensing required for the transfer will only be provided by the Government during the transition period of the contract (CLIN0002).
