SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

L-1 INTRODUCTION

This is a full and open competition with a NAICS Code of 541511. The Government intends to award a single award indefinite-delivery/indefinite-quantity contract from this solicitation. If no viable proposals are received, the

Government may not make an award.

Offerors shall not submit more than one offer in response to this solicitation, and only written offers in accordance with the proposal submission instructions will be accepted. The proposal shall be complete and clear in all respects without the need for additional explanation or information. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in Section M of this RFP.

Section M contains a two-step evaluation process.

The Government intends to evaluate proposals and award contract(s) without discussions with Offerors (other than communications conducted for purposes of minor clarifications). However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary (see paragraph (4) of FAR

52.215-1(f)). Therefore, each initial offer should contain the Offeror’s best terms for all factors.

Proposals shall be valid for 260 calendar days after the proposal submission due date.

This is an unclassified solicitation. No classified information shall be submitted in response to this solicitation.

Government Furnished information is available for this solicitation and must be requested using Attachment 4 to the solicitation. The request for GFI must be received not later than 18 June 2018 in order to receive it in an adequate amount of time to ask questions. L-2 NOTIFICATION OF POTENTIAL ORGANIZATIONAL CONFLICT(S) OF INTEREST (OCI)

(a) Any Offeror that has an identified Organizational Conflict of Interest that is unable to be mitigated to the satisfaction of the Government will not be eligible for award. If an Offeror believes or later discovers a potential conflict of interest exists, the Offeror shall notify the Contracting Officer within seven (7) calendar days of the date of this solicitation or if afterwards discovered, within 48 hours of the initial discovery.

(b) Offerors are reminded that certain existing contractual arrangements may preclude, restrict or limit participation, in whole or in part, either as a subcontractor or as a prime Contractor under this competitive procurement. Of primary concern are those existing contractual arrangements in which a Contractor provides support to programs, operations or related activities for Marine Corps Systems Command or Program Manager Enterprise Information

Systems (PEO EIS) General guidance may be found in FAR 9.5 and DFARS 209.5; however, this guidance is not all-inclusive. The Offeror‘s attention is directed to any "Organizational Conflict of Interest" (or similar) requirement which may be contained in current or completed contract(s) that prohibits the prime or subcontractor from providing certain supplies or services to the Government during the prescribed period contained in the

Offeror’s or its subcontractor’s current "support" contract(s) or for a period after completion of a "support" or other type of contract(s). Notwithstanding the existence or non-existence of an OCI clause or similar requirement in mailto:clinton.wells@usmc.mil mailto:suzanne.blagg@usmc.mil current or completed contract(s), the Offeror shall comply with FAR 9.5 and identify within the proposal whether any potential or actual OCI exists, and not rely solely on the presence of an OCI requirement.

(c) If a potential OCI exists, at any tier, the potential prime Offeror shall notify the Contracting Officer and provide:

(1) the contract number and name and phone number of the Contracting Officer for the contract which gives rise to a potential OCI; (2) a copy of the requirement; (3) the statement of work (or technical instruction) from the existing contract; (4) a brief description of the type of work to be performed by each subcontractor under the competitive procurement; (5) a proposed mitigation plan and (6) any additional information the Contracting Officer should consider in making a determination of whether a conflict of interest exists. The Government may independently verify the information received from the Offeror.

(d) Notwithstanding the above, the Government reserves the right to determine whether a conflict of interest exists based on any information received from any source. Any Offeror who is determined to have an OCI that cannot, in the Government’s opinion, be mitigated, may be deemed ineligible to participate in the current competition. The

Offeror’s participation in this competition is contingent upon their acceptance of the contracting officer’s decision regarding any OCI as final.

(e) The Government will attempt to notify an Offeror of any conflict of interest within fourteen (14) calendar days of receipt of all required information. Those Offerors deemed to have a conflict of interest may be ineligible for award.

Failure to provide the information in a timely manner does not waive the Government's rights to make a conflict of interest determination. The Offeror is notified that proposal preparation and any expenditure is at its own risk and will not be reimbursed by the Government if it is determined that an OCI exists.

(f) Any Offeror that proposes a subcontractor that is later determined to have a conflict of interest and deemed ineligible to participate in the current competition, may not be granted the opportunity to revise its proposal to remove the ineligible subcontractor. The Government reserves the right to determine which Offerors continue as part of the evaluation through the normal source selection process.

(g) The Offeror shall in its Letter of Transmittal in response to this solicitation warrant, that to the best of its knowledge and belief, that either no OCI exists that would inhibit the performance of this contract in accordance with FAR 9.5 or if a conflict exists, the Offeror has fully reported as instructed above and the Offeror accepts that a mitigation plan, as required in FAR 9.5, will be submitted and approved by the Contracting Officer prior to any actual award of this contract to an Offeror with an OCI. Exchanges between and offeror and the Government to allow approval of an OCI mitigation plan are clarifications and not considered to be discussions.

L-3 QUESTIONS

Offerors may ask questions related to the solicitation documents. All questions are due not later than 1:00 pm EDT on 25 June 2018 to Suzanne Blagg (suzanne.blagg@usmc.mil) AND Clinton Wells (clinton.wells@usmc.mil) based on the following instructions.

Question Submission Instructions:

1. Questions shall only be directed to the points of contact above. Questions submitted to other personnel will not be answered.

2. Multiple questions shall not be bundled into a single question.

3. All questions shall be submitted via e-mail to the email address listed above. No telephone, fax, or other methods of question submission will be accepted.

4. The subject line of the e-mail shall read “M67854-18-R-7600 Question Submission”.

5. Submission of proprietary information in questions is highly discouraged.

6. Questions received after the due date and time may not be answered.

7. Questions shall be submitted in the format listed in Table 1 below. Any attachments must be compatible with Microsoft Office 2013 or newer.

L-4 PROPOSAL DELIVERY INSTRUCTIONS

Proposals must be delivered to the applicable address listed below by 2:00 pm EDT on Wednesday, 5 September

2018. Any Offer, in whole or in part, received after the solicitation’s closing time will be handled in accordance with FAR Part 15.208.

Telegraphic offers, facsimile offers, or offers submitted by electronic commerce will not be considered.

Furthermore, telegraphic, facsimile, or electronic commerce modifications of offers, or withdrawals of offers, will not be considered.

There are two methods of submission: mailed or hand-carried. All boxes shall be numbered to make sure that correct number of boxes are received (e.g. Box 1 of 3).

A. Mail: Proposals sent by conventional US Mail service are not routed directly to the address below and may result in delivery delays. The Government will not be responsible for late deliveries caused by the delivery service.

A proposal that arrives after the closing date/time at the delivery location—whether via USPS, FEDEX, Other

Carrier, or hand delivery—will be considered a “late submission.”

For proposals being hand delivered to the above address, the following additional instructions apply:

1. Notify the points of contact by email at least two (2) business days prior to the time that you intend to deliver the proposal and an approximate time for delivery to ensure someone is available to receive it.

2. The Contracting Officer will provide email confirmation of availability to receive proposals.

3. Upon the submission of the request, the Contracting Officer will provide further instruction for hand delivery.

4. Plan delivery to allow for any potential delays and it is highly encouraged to deliver well before the time specified.

L-5 GENERAL PROPOSAL PREPARATION INFORMATION

Offeror shall submit a concise and comprehensive proposal addressing the Offeror’s complete response to Section L.

The Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its proposal.

Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. The inclusion of general, vague, or unsubstantiated statements which prevent or render difficult the

Government’s evaluation of the proposal shall not be used. Statements such as "will comply," or "noted and understood" without supporting narrative to define compliance are not acceptable.

Offeror must have an active registration in the System for Award Management (SAM) (https://www.sam.gov).

This request for proposals is written in the Uniform Contract Format described in FAR 15.204-1. All Offerors are responsible for reading and understanding the terms and conditions of the model contract.

By the Offeror’s proposal submission, the Offeror is representing that the Offeror will perform all the requirements specified in the Solicitation.

Offeror must submit a written paper (“hard”) and electronic (“soft”) versions of its proposal. The electronic version contents shall be the same as the paper version.

In the event that there is a conflict between the paper proposal and the electronic proposal, the written paper version identified as “original” shall take precedence.

L-6 PROPOSAL FORMAT

The Offeror shall submit its proposal in both written paper and electronic format, in accordance with the following instructions.

A. Binders: Offerors shall submit their proposal materials in three-hole, loose-leaf binders, with each section of information under a separate tab divider. The Volumes shall be submitted in separate binders.

B. Compact Discs (CD): All CDs must be placed in a holder within the binders that prevent it from falling out when the binders are opened or moved. A separate CD shall be submitted for each Volume.

C. Volume Cover Page(s): Each volume must contain the following information on the front to identify the

1) Name, Address, phone number of the Offeror

2) CAGE and DUNS clearly visible

3) Name and full contact information (including phone and e-mail) for primary and secondary points of contact who are authorized persons responsible for interaction during the solicitation.

4) Proposal Volume

D. Page Format: Pages shall be standard 8.5x11 inch paper. Each side of a page counts as a single page in the overall page count. The text margins shall be no less than one inch and formatted for/printed on standard 8.5 x 11 inch paper.

E. Page Numbering: All pages shall be numbered with Volume, Section, and page numbers. Page numbering shall be consecutive within each section, starting at 1 with the next section (factor or other section)

F. Font: The text font type shall either be Times New Roman or Arial Narrow, no smaller than 12-point. Text used in charts, figures, and graphics shall also be no smaller than a 10-point font and be Times New Roman or Arial

Narrow.

G. Chart/Foldouts Pages: When foldout pages are used they must not exceed 11 x 17 inches; each printed side will be counted as two (2) pages, and shall fold down to approximately 8.5 x 11-inch standard size. This includes drawings such as illustrations, organizational charts, and process flow charts.

H. Electronic Format: All electronic documents shall be submitted in Microsoft Office 2013 or newer and/or

Adobe Acrobat Portable Document Format (PDF). Do not lock, password protect, or encrypt any of the documents.

Pricing spreadsheets shall be in Excel and unlocked and show the formulae, if applicable, used to calculate the proposed pricing.

I. Page Limitation Exclusions: The following documents are excluded from the page count: executive summary, cover page(s), letter(s) of transmittal, title pages, tables of contents, tabbed index divider pages, glossaries, cross reference matrix, ACRONYM listing, Past Performance Information Retrieval System Summaries, Small Business

Subcontracting Plan, and Individual Subcontracting Reports.

J. Cost and Pricing Information. No cost or pricing information of any kind shall be included in any volume except Volume I.

K. Requirements Cross-Reference Matrix. Proposals shall include a reference matrix with the page and paragraph number within the Technical and Management Volume where an evaluator will find the detailed discussion of a particular requirement outlined in the PWS and its relationship to the Offeror’s Proposal.

L-7 FINAL PROPOSAL REVISIONS

If discussions are held with Offeror(s) determined to be in a competitive range, upon completion of the round of discussions, the PCO will request that the Offeror provide a Proposal Revision for any Offerors that remain in the competitive range. Revisions to all the Volumes shall be submitted with a resubmission of the full Volumes that include change pages with “revision bars,” printed on a different color of paper than the original proposal. Once all discussions are completed, the Offeror selected for the resulting contract award shall provide an original plus one copy as a “conformed” copy, and a matching electronic copy of the revised proposal.

The Contracting Officer will establish a common due date and time for submission of the proposal revisions.

Revised proposals are not expected to be requested unless discussions are held after Step 2 of the evaluation process discussed in Section M.

When the requested proposal revisions are submitted, any non-compliance with the solicitation terms and conditions may render the revised offer unacceptable to the Government. This provision is not intended to restrict the Offeror’s opportunity to revise figures, e.g., prices, discounts, or percentage rates. Rather, it is intended to preclude any misunderstandings by the Government, which could result if new or revised terms and conditions are submitted in the proposal revision that have not been fully disclosed, discussed, and understood during discussions. Hence, if such new or revised terms and conditions are not solicited and, if submitted in the final proposal revision, the offer may be unacceptable to the Government.

L-8 PROPOSAL CONTENTS

L-8.1 - VOLUME I- BUSINESS DOCUMENTS - PART 1

A. LETTER OF TRANSMITTAL - The proposal shall be accompanied by a cover letter (letter of transmittal) including:

1) Full Name and contact information of the individual(s) authorized to act on behalf of the Offeror

2) If exceptions are taken, or the proposal is submitted with conditions, they shall be clearly set forth and shall be explained by the Offeror. By submitting exceptions or alternate terms and conditions, the prime Offeror understands that the exceptions or alternate terms and conditions may render the

Offeror’s proposal unacceptable to the Government.

3) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set.

4) Statement regarding any potential Organizational Conflict of Interest.

5) Statement that the proposal contents are firm for 260 days from the submission due date.

6) Statement that By the Offeror’s proposal submission, the Offeror is representing that the Offeror has the resources and will perform all the requirements specified in the Solicitation if awarded a contract.

7) Any relevant assumptions on the development of the proposal

8) Full point of contact information for the cognizant Defense Contract Management Agency and/or

Defense Contract Audit Agency. If no there is no existing relationship, include this as a statement.

9) Signature of the authorized submitting individual.

B. MODEL CONTRACT – The proposal shall include the following for the model contract:

1. A signed copy of the SF33.

2. Completed Section B of the Solicitation – Section B shall be completed as described in Part 2 below in the CLIN submission descriptions.

3. All other fill-in’s required.

4. Section K – All certifications and representations are expected to be completed in the System for

Award Management (www.sam.gov). Offerors shall check the applicable box in paragraph (d) of

FAR 52.204-8 or complete and submit all the applicable certifications and representations, if necessary. If certifications and representations are completed online, include a statement saying this and the clause with the relevant paragraph checked in FAR 52.204-8.

5. If applicable, from Section K, separately submit the listings for Assertions of Restrictions and for previously delivered materials, per DFARS 252.227-7017 and 252.227-7028, respectively. If this is not applicable, include a statement in the proposal that no assertions are submitted.

C. ACKNOWLEDGEMENT OF AMENDMENTS – The proposal shall include a signed copy of all SF30s issued acknowledging all the Amendments and acceptance of changes from the original solicitation.

D. EEO PRE-AWARD. To expedite the Government’s EEO pre-award clearance request process, the prime contractor shall include a list of all proposed subcontractors with a proposed subcontract value estimated at

$10 million or more over the life of the contract (all years included), to include the following information:

Name, address, CAGE Code, individual’s name/point of contact information, place of performance, e-mail, and telephone number.

L-8.2 VOLUME I - PART 2 - FACTOR 5 – COST/PRICE

The contractor shall provide a completed price proposal in accordance with the following instructions. Proper presentation will ensure the cost/price proposal is efficiently evaluated and all assumptions are understood. All values shall be rounded to the nearest dollar. If not, the evaluation will round the values to the nearest dollar.

Any inconsistency between promised performances, the technical proposal, identified personnel resources and cost/price must be explained in the proposal. For example, if the intended use of new and innovative techniques is the basis for an abnormally low estimate, the nature of these techniques and their impact on cost shall be explained;

or, if a corporate policy decision has been made to absorb a portion of the estimated cost, that must be stated in the proposal.

This is a competitive acquisition with adequate price competition anticipated, so the price documentation requested is not considered to be certified in accordance with FAR 15.406-2. Should adequate price competition not exist after receipt of proposals, the PCO reserves the right to obtain other than cost or pricing data or certified cost and pricing data pursuant to FAR Part 15 and DFARS 252.215-7008.

All electronic documents must be Microsoft Office 2013 or later (Word and/or Excel compatible) and no PDF documents shall be used for the pricing factor submission.

A. Cost/Pricing Information Required by CLIN/SLIN

CLINs 0001, 1001, 2001, 3001, and 4001 Core PDSS Services – FPI: Each CLIN is separately priced for the five different years in the Ordering Period. Do not propose anything related to the Performance Incentive. In the event of award, the Performance Incentive will be based upon the Target Cost proposed. The proposal shall include the following in Section B:

1. Unit Price is the Target Price per Month.

2. Max Amount is the Unit Price times the Max Quantity.

3. Target Cost is the Total Target Cost for the Max Quantity.

4. Target Profit is the Total Target Profit for the Max Quantity with a required target of 5.5% for all offerors.

5. Total Target Price is the sum of Total Target Cost and Total Target Profit for the Max Quantity in

6. Enter in the total Ceiling price in terms of dollars for each CLIN.

Narrative/Spreadsheet Supplement: Provide a narrative of the general basis of estimate for the monthly Target

Price and list the Target Profit % for each CLIN and the total ceiling price for each CLIN. Include a spreadsheet that shows the breakdown of the monthly Target Cost, Target Profit, Target Price, and Ceiling Price for each CLIN.

Detailed other than cost and pricing data is not required for the initial proposal.

CLIN 0002/CLIN 4002 – Transition In/Out - FFP: Offeror is not required to provide other than certified cost and pricing data for the initial proposal. Offeror shall both provide the total unit price per month and the total for 3 months of transition in/out. No incentive is available for an accelerated successful transition. For Section B, include the unit price and the total proposed CLIN value.

CLINs 0003/1003/2003/3003/4003 - Solution Development Environment – Contractor Site - FFP: Offeror is not required to provide other than certified cost and pricing data for the initial proposal. The Offeror shall fill in the

Unit Price and Total for the CLINS in Section B.

CLINs 0004/1004/2004/3004/4004 – Reserved, do not price.

CLIN 0005 – Future Initiatives, RICECPW Reduction, and Service Transition - FFP: This CLIN is valid for all years in the ordering period and will be used to price labor for all projects involved in PWS Paragraph 3.9 Future

Initiatives, PWS Paragraph 3.12 RICECPW Reduction, and identified projects under PWS Paragraph 3.7 Service

Transition for Change Requests and Engineering Change Proposals. The Offeror shall provide a single fully burdened composite labor rate for each year within the ordering period for use in the negotiation of any labor for the identified CLIN, and including prime and subcontractor labor. The proposal shall show how the labor rate is calculated, providing details such as the labor category (ies), the fully burdened labor (rates), and the percentage of each labor rate that makes up the composite. Fill in the chart in Section B for each year under the potential contract.

At contract award, the rates will be the fixed for the duration of the contract ordering period.

CLIN 0006– Materials and Other Costs for Future Initiatives, RICECPW Reduction, and Service Transition

– Cost Reimbursement: This CLIN is valid for all years in the ordering period. The Offeror shall submit cost data demonstrating how the Offeror would cost the evaluation the existing RICECPW as discussed in PWS Section 3.12 in a cost reimbursement scenario. Provide data for an actual scenario, occurring after time of award, as if a task is ordered; it may be FFP, CR, or a combination. This cost scenario is for evaluation purposes only and will be used to determine the Offeror’s ability to provide a fully supported cost estimate based upon a Government task. For this scenario only, labor is considered within the scope of Materials and Other Costs.

1. List all labor categories including skills, education, and experience level)

2. For all labor categories, provide estimated hours for the entire task

3. For all labor categories, provide the unburdened labor rate

4. Indirect Rates –

a. Clearly show all indirect rates and how they are applied to the applicable base. This includes, but is not limited to, rates such as Fringe, Labor Overhead, General and Administrative, and

Material Handling.

b. Provide the basis of estimate for the indirect rates. This may either be an existing Forward

Price Rate Agreement, or show the proposed, plus actuals for the last three calendar years and the calculations that created the proposed and actual (s).

5. Show all material costs. Provide the basis of estimate for any materials (e.g. supplier invoices, catalog pricing)

6. Do not include fee.

Narrative/Spreadsheet Supplement: Include a narrative that describes the basis of estimate for each cost element.

Provide the overall cost on a spreadsheet that clearly shows all the steps and calculations to provide the final cost.

CLIN 0007 – Incentive – Do Not Price: This CLIN is valid for all years in the ordering period. This CLIN will be for the award and payout of any incentives under this contract. This includes the Performance Incentive under

CLINS X001 and for any incentives negotiated and awarded under CLINS 0005 and 0006. This CLIN is used at the

Government’s sole discretion.

CLIN 0008 – Travel – Cost Reimbursement: This CLIN is valid for all years in the ordering period. Do not propose any pricing. This CLIN will be used for actual costs with a NTE for approved travel in accordance with

Section G. See Section M for the evaluation value for all Offerors.

CLINS 0009/0010 - Reserved, do not price.

CLIN 0011 – Contract Data Requirements Listing Submissions – Do Not Price: This CLIN is valid for all years in the ordering period. All CDRLs are Not-Separately Priced and shall be included in the unit pricing for all

FPI or FFP CLINS.

CONTINUATION OF SERVICES UNDER FAR 52.217-8 - FFP: The solicitation and resultant contract contain the clause 52.217-8. The proposed values for the CLINs 4001 and 4003 will be used to calculate a total evaluated price for evaluation. See Section M for the calculation and evaluation process.

B. Approved System Verification - The Offeror shall list each of the following and clearly state if the Offeror does or does not have an existing system by DCMA or cognizant federal agency that has been deemed adequate or approved. If the system is approved or deemed adequate, provide the letter or other proof from DCMA or cognizant federal agency.

1. Property System: State if the Offeror has Government approval determination of adequacy of its

Government Property System and if so, provide evidence of such approval.

2. Accounting System: State if the Offeror has Government approval or determination of adequacy of its accounting system if so, provide evidence of such approval.

C. Compensation for Professional Employees – If offering professional services as defined by 29 CFR 541, Offerors shall submit a Professional Compensation Plan showing the salaries and fringe benefits proposed for professional employees. This shall include salary and fringe benefits for the five highest paid employees projected to perform under the contract. Individual name compensation disclosure is not required, and may be presented on a labor/job category basis. Submit supporting data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure.

This is required for the prime Offeror.

Submission of this information is in accordance with FAR 52.222-46. The purpose of this information is to ensure that the compensation is reasonable to attract and retain the level of skill necessary for this requirement.

L-8.3 VOLUME II – GO/NO-GO CRITERIA

This solicitation uses a Go/No-Go criteria for the initial screening of all offerors. The Go/No-Go Criteria is an initial qualification criteria and is a separate evaluation from the Full Proposal Evaluation. The Criteria is only used for the initial screening of offerors. No information in this section will be used in the full evaluation, if conducted.

The proposal shall include a separate volume for the Go/No-Go Criteria. The information in this Volume must stand alone with no cross-referencing to other Volumes. If the criteria references or mirrors information required for submission in other parts of the proposal, the proposal shall duplicate that information in this section and not refer to the primary section.

GO/NO-GO CRITERIA– SCENARIO SUBMISSION

Scenario Submission (RFP Attachment #6) - A case scenario is included in Section J, Attachment 6 to this

RFP. The Offeror shall read and understand the scenario and submit a proposed solution to the scenario. The proposal shall provide a narrative of a viable solution that is complete and demonstrates the technical capability to meet or exceed long term performance expectations. The Offeror shall identify and describe their approach in, and use of processes, procedures, tools and personnel used to identify, evaluate, and resolve the issue. The

Offeror’s solution shall incorporate as many areas of the PWS as necessary to demonstrate an understanding of the PWS requirements. Only the PWS sections selected by the Offeror needs to be incorporated. There is no requirement to incorporate all sections of the PWS.

L-8.4 VOLUME III – FACTOR 1 – TECHNICAL APPROACH. The Offeror shall demonstrate its understanding of, and approach to, the contract performance requirements. The Technical Approach factor shall address the Offeror’s proposed method of meeting the requirements and of mitigating risks. This factor will be evaluated as stated in Section M 6.1 This factor is comprised of the following elements:

i. TECHNICAL APPROACH TO SERVICE OPERATIONS: The Offeror shall document their approach and capabilities to execute Service Operations in PWS Paragraph 3.2 and 3.3 as well as their approach and capabilities to meet or exceed the performance metrics in PWS Paragraph 3.2.2.4.

ii. SOFTWARE DEVELOPMENT PLAN: The Offeror shall provide a narrative that describes their approach and capability to develop, deliver, and execute the Software Development Plan (CDRL H002) in accordance with the requirements of PWS Paragraph 3.8.2.1. A draft of the CDRL shall not be submitted with the proposal.

iii. RICECPW REDUCTION INITIATIVE: The proposal shall include a complete and technically detailed narrative on the Offeror’s approach and capabilities the Offeror will use to evaluate the existing

RICECPW discussed in PWS Section 3.12. Section L.1 provides instructions for the Offeror’s request of the

GFI needed for the offeror’s proposal, related to current RICECPW initiatives using Section J, Attachment 4.

There is a cost/pricing scenario associated with this element in Factor 5 Price. The Cost/Price scenario shall be submitted in the offeror’s Vol I, and will be evaluated under, Factor 5.

L-8.5 VOLUME III – FACTORS 2 AND 3

FACTOR 2 – PROGRAM MANAGEMENT - The proposal shall include the Offeror’s plan to perform the

Program Management requirements in accordance with PWS Paragraph 3.10. This Factor will be evaluated as stated in Section M-6.2 Factor 2. The response shall include the following elements:

i. Organizational Structure: The proposal shall recommend an organizational structure for the offerors contract performance that identifies the chain of responsibility(ies), the locations and number of personnel, job titles, and roles and responsibilities. This shall also clearly identify where any proposed subcontractors are to be located for performance.

ii. Subcontractor Management: If the proposed performance structure includes subcontractors, the proposal shall include a narrative that describes the Offeror's subcontractor management approach to ensure subcontractor performance.

iii. Task Execution: The proposal shall describe the Offeror’s techniques and processes that will be used to identify, assign, execute and control tasks during performance of the contract to maintain project cost, schedule and performance.

iv. Key Positions: The proposal shall describe how the Offeror will recruit and retain qualified personnel to staff the identified the Key Positions as identified in paragraph 3.10.11 of the PWS. The Offeror shall identify the Education & Years of Experience, Certifications, and Qualifications/Experience for the full time Key Positions of Program Manager, Chief Engineer, Information Systems Support Lead, Operations and Support Lead. The proposal shall provide and warrant the skill-sets and qualifications proposed that will meet the required or desired level of qualifications as required by the PWS. If the offeror proposes to exceed the required standards and/or meet or exceed the desired standards, then those standards will be incorporated in any awarded contract.

v. Cyber Security Workforce Capability: Offeror must demonstrate that they have the ability to identify and obtain cybersecurity personnel compliant with Appendix 4 in SECNAV M-

5239.2 CYBERSPACE INFORMATION TECHNOLOGY AND CYBERSECURITY WORKFORCE

MANAGEMENT AND QUALIFICATION MANUAL. PROVIDE A

Provide a recruiting and retention plan that details how the Offeror will obtain the following:

1. At least three personnel with a proficiency level of Journeyman

2. At least two personnel with a proficiency level of Expert (not overlapping with Journeyman)

3. At least five personnel with (may overlap with #1 and #2) that have active and current certifications of Security+ AND certification in CISSP or CISM

FACTOR 3 SMALL BUSINESS PARTICIPATION STRATEGY: All Offerors shall address their strategies for using small businesses in performing the requirement. For this solicitation, the term small business includes the Small Disadvantaged Business (SDB) subcategories; Service-Disabled Veteran-Owned

Small Business (SDVOSB), Women-Owned Small Business (WOSB), and HUBZone Small Business

(HUBZone). The SBPS dollar commitments are based on a total anticipated acquisition value of the contract ordering ceiling of $249,960,831.00.

The overall small business goals for this requirement are in the following chart. This is total contract dollar value goal and not limited to subcontracting. If a particular category is not listed, then there is no specific goal for that category.

SMALL BUSINESS PARTICIPATION STRATEGY (ALL OFFERORS): Every prime Offeror shall submit a Small Business Participation Strategy (SBPS) that demonstrates how the Offeror will use small businesses during performance. Participation includes a prime small business’s own proposed effort, and/or subcontractors or material suppliers to the prime contractor. This does not have to result in subcontracting for a prime small business. The Strategy shall include the following:

1. Name, Address, and DUNS (or CAGE) for all projected organizations for participation. This includes the prime Offeror, teaming partners, joint ventures, subcontractors, material suppliers, or other organizations involved in the proposed performance. This includes the prime Offeror’s information

(small or large) and any small or large businesses as proposed subcontractors.

2. For all organizations listed in #1, include the business size status and the % of total contract dollars and total estimated dollar amount to be allocated to each organization, including the prime.

3. For all organizations listed in #1, identify the appropriate NAICS for the work and a summary of the work to be performed and/or materials to be delivered. The summary of the work shall include any relevant supporting information demonstrating individual commitments to the identified organizations.

LARGE BUSINESSES ONLY: In addition to the SBPS, each prime large business under the listed NAICS for this solicitation is required to submit two additional types of information in response this Factor, 1) Small

Business Subcontracting Plan and 2) Subcontracting Plan Past Performance.

1. Small Business Subcontracting Plan: Each Large Business Offeror shall provide a Small Business

Subcontracting Plan conforming to the requirements of FAR 19.7 and DFARS 219.7. The Plan shall address the subcontracting goals specific to this effort, be consistent with the SBPS, and the stated goals for small business use for all small business categories.

2. Subcontracting Plan Past Performance: Large businesses are required to submit past performance on the ability to meet or exceed subcontracting goals on previous contracts. Past performance information shall be submitted on a minimum of two contracts, but not more than three contracts for the prime large business Offeror where a subcontracting plan was required. All must be started or completed within the last three years from the date of the solicitation. Provide the following in the proposal:

a. Identify the contracts for subcontract past performance. This includes contract number, total value, name of the awarding agency, and a point of contact for the agency.

b. Provide a brief narrative of the subcontracting strategy and the success and/or inability to meet the proposed goals. Explain how success was obtained. If goals were not met, explain corrective actions taken to meet the goals and their outcomes.

c. Provide the proposed % goals for each small business category and the actual % goals achieved for each small business category.

d. Offerors shall provide the most recent Individual Subcontracting Reports (ISRs) for the identified contracts.

*Note: If the Offeror has not had a subcontractor plan in previous contracts, the proposal shall state this.

L-8.6 VOLUME IV – FACTOR 4 – PAST PERFORMANCE This factor shall contain the prime Offeror’s past performance information.

There are two parts to past performance; recency and relevancy. For the purposes of this solicitation, the definitions of both terms are as follows:

Recency: Work that was completed under contracts with a completion date not earlier than three years from the date of the solicitation. Work with a start date within the three year time limit must have been in the performance of the named contract for at least 365 calendar days (one full year) in order to be considered recent. Performance on an IDIQ contract is only acceptable at the Task Order/Delivery Order level, but two or more consecutive orders for the same work can be combined to meet the requirements of $10M or greater and two consecutive years.

Relevancy

Relevant: Work experience in sustaining Enterprise Business Suite software and hardware systems within the

Federal, state, and local Governments, and private industry with an annual contract value of $10M or greater for at least two consecutive years.

Not Relevant: Any past performance that does not meet the definition of Relevant.

The Offeror shall submit the following:

A. Past Performance References. The proposal shall include information for references for up to three of the most relevant recently completed or currently active federal government contracts, for the prime Offeror.

Department of Defense (DoD) references are preferred before other Government agencies. Each reference shall include the following:

1. Project Identification: Project Name, Awarding Agency/Organization, Award Date, Total Periods of

Performance (Dates), Total Award Value, Contract/Agreement Number, and identify if the organization was a prime or a subcontractor.

2. Point of Contact: Name and current phone number of customer(s) to whom the service(s) were provided,

3. Performance: Describe the nature of the work and the primary responsibilities of the contractor.

4. Recency: Clearly identify how this reference complies with the recency definition.

5. Relevancy: Clearly describe how this reference meets the relevancy definition.

B. Customer Assessment/Past Performance Questionnaires: The Offeror shall send past performance questionnaires to all of the contract references listed in Past Performance References. The questionnaire is

Section J, Attachment 5 to the solicitation. They shall be completed by the reference that has knowledge of the contractor’s performance and returned directly to the Government point of contact. Questionnaires must be received by the proposal due date. The Offeror is responsible for the tracking and timely submission of the questionnaires. Within the proposal include a list of the questionnaires sent out and the point of contact name and contact information for the prime Offeror. Up until two (2) business days prior to submission proposal due date, prime Offerors are permitted to ask the contracting point of contact if past performance questionnaires have been received prior to the actual proposal due date.

C. Past Performance Information Retrieval System (PPIRS): If the Offeror has recent and relevant information within PPIRs, include a copy within the proposal.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

The Government reserves the right to incorporate by reference, some or all of the Offeror’s proposal under this solicitation. Statements in the Offeror’s proposal that exceed the requirements in the PWS will become the new standard for the requirement. No statement within the Offeror’s proposal will grant the awardee relief from the existing requirements.

M-1 EVALUATION OF OFFERS

The Government will evaluate each Offeror’s proposal based upon its response to the information requested in the

Solicitation, the Solicitation requirements, and the process described in here in Section M. Award will be made to the responsible Offeror whose proposal represents the best value to the Government. The Government reserves the right to not award if an awardable proposal is not submitted.

M-2 – COMPLIANCE REVIEW

Prior to evaluation, all proposals will be reviewed for compliance with the submission terms and conditions:

Compliance Review will include removing any pages above the page limit and checking for the required submission information and format as required by Section L.6, L-8.1, L-8.2, L-8.3, L-8.4, L-8.5, and L-8.6.

Any proposal that is missing information for an evaluation criteria or factor may be removed from the competition.

M-3 - EVALUATION STEPS

For the proposals that are in compliance with the submission terms and conditions, the process will occur in two steps:

1. Go/No-Go Criteria (Volume II)

2. Full Proposal Evaluation (Volumes I, III, and IV)

M-4 STEP 1 – GO/NO-GO CRITERIA

GO/NO-GO CRITERIA – SCENARIO SUBMISSION: The Government will evaluate the Offeror’s response to the Scenario Submission (Attachment 6) to the degree that the response provides a viable solution that is complete and demonstrates the technical capability to meet or exceeds long term performance expectations. The following evaluation standards apply to the Scenario Submission.

PASS FAIL

The proposal Scenario Submission clearly demonstrates viable solution that is complete and demonstrates the technical capability to meet or exceed long term performance expectations.

The proposal Scenario Submission does not clearly demonstrate a viable solution that is complete and demonstrates the technical capability to meet or exceed long term performance expectations.

A proposal receiving a “Fail” rating will not be further evaluated.

All Offerors will be notified of their proposal’s status at the conclusion of Step 1.

M-5 STEP 2 – FULL PROPOSAL EVALUATION

Evaluation Factors and Relative Order of Importance

The evaluation of remaining proposals will be conducted on a Best Value basis, using the trade-off process. The

Government will apply the following evaluation factors, in descending order of importance, to identify the best value proposal. All Factors are listed in descending order of importance. Elements within the factors are not weighted and will not be individually evaluated.
