227 Solicitation Section L Paragraph L-8.2A Reference to CLIN 4004
Please confirm Offerors are not to price CLIN 4004 and remove the reference to CLIN 4004 in the Continuation of Services description in Section L on pg 78 based on the following:Sec L-8.2A pg 78 (Continuation of Services Under FAR 52.217-8) –states, “The proposed values for the CLINs 4001, 4003, and 4004 will be used to calculate a total evaluated price for evaluation.” However, Section L-8.2 A on page 77 states, “CLINs 0004/1004/2004/3004/4004 Reserved, do not price.”
The reference to CLIN 4004 is removed from the Continuation of Services Under FAR 52.217-8 section. 0003
228 Solicitatoin Section L Paragraphs L8.4
Relative to questions 169 and 171 referenced below, please confirm that Offeror proposal response to the requirements of L.8.4 Volume III Factor 1 and L.8.5 Volume III Factors 2 and 3 will be compliant if we ONLY addresses the PWS items called out in section L.8.4 and L.8.5 (specifically PWS 3.2, 3.3, 3.8.2.1, 3.12, and 3.10) AND we include the statement as stated in Section L-8.1 A6• Ques #169 states:
Are offerors expected to respond to PWS items that are not evaluated?
Govt Answer: Offerors are required to submit their proposals in accordance with Section L of the RFP.
• Ques #171 states: The Government has included a number of PWS items that are not evaluated as part of the technical factors. Would it be sufficient for offerors to simply indicate the relevant capability in a checklist or chart in Volume III?
Govt Answer: See Section L-8.1 A6.
The awardee will be required to perform the entire requirements of the solicitation whether or not a specific requirement is evaluated during source selection. For proposal and evaluation purposes offerors are required to respond to the content requirements of Section L.
229 Amendment 0002 Question Clarification
1. Request the Government clarify the answers it provided to questions 49, 110, 153, and 197, summarized below, as they appear to contradict each other:
Question #49 - Will software licenses used for development purposes be provided as GFE. The response was no. Questi0n #110 - All available agreements can be provided contact Government contracting Question #153 - Will the Oracel Technology and Oracle Applicatoins agreements be included with the SDE? Response refers back to Question #110 Question #197 - Will sofware license include Oracle and non-Oracle cover the SDE build and on-going maintenance support. Respone refers back to Question #110.
Will all of the items liste din the "GCSS-MC_Provided_Software_SDE" be provided to the contracctor at the start of transition-in; or, will the contract be required to re-purchase and re-establish these items?
The items provided in "GCSS-MC_Provided_Software_SDE" referenced in Question #110 are for development capability directed by the Government in a "Support Instance" within the contractor provided SDE. These items will be provided at the start of the transition, if they are still required. If they are required beyond the transition, they will be negotiated with an additional task order.
230 Solicitation General Will the Government extend the proposal due date by one week? Yes. The proposal due date is changed to 5 September 2018. 0003
231 Section B Ordering Procedures
Please confirm CLIN 0003, the Solution Development Environment, will be awarded and funded with CLIN 0002, the Transition-In CLIN. Funding of CLIN 0003 at the beginning of the contract, will allow procurement of all required material associated with CLIN 0003, which is essential and must be stood up prior to the of the end of the transition period. Should the SDE CLIN be funded at a later date, it will result is substantial risk and schedule slips. Material would need to be procured in advance of authorization, resulting in pre contract costs
The Government's intention is for a 5 year period of performance for a fully functional SDE under CLIN 0003. If CLIN 0003 is ordered, the period of performance will not begin until the completion and exit of a successful "transition-in" period. It is the offeror's own business decision on how to account for any work that may be needed during the transition period to be ready to work on CLINS X001 and X003, if ordered.
