About this opportunity
The Air Force Sustainment Center is soliciting Amendment-1 to RFP FA8119-25-R-0011 for Multi-platform Sustainment Engineering Services Support from The Boeing Company, a sole-source requirement. The contract provides engineering assistance and solutions for structures, avionics, accessories, ground support, and commodity items used on B-1, B-52, C-17, E-3, F-15, KC-135, KC-46, and AGM-86 weapon systems. The contractor must have access to Boeing's proprietary internal data systems and specialized analytical tools to perform Operational Safety, Suitability, and Effectiveness (OSS&E) analysis and address technical inquiries that cannot be resolved using existing government data packages. Key contract requirements include responding to Technical Inquiries with 85% completion within 5-10 workdays depending on urgency, maintaining a Commodities Engineering Data Management System with government read-only access, delivering minimum 500 sheets of releasable engineering data within 64 workdays, and ensuring greater than 85% on-time delivery of technically acceptable responses. The solicitation proposal due date is February 11, 2026, with the posting date of February 2, 2026.
This is a sole-source procurement with no set-aside designation, and The Boeing Company is identified as the sole contractor for this requirement based on its exclusive access to OEM proprietary systems and data. The contract encompasses a comprehensive set of 16 data item deliverables specified in the Contract Data Requirements List, including technical design data, test plans and procedures, status reports, management plans, and meeting documentation, all to be delivered in specified electronic formats. Performance thresholds require greater than 88% completion of Defense Logistics Agency Form 339s on time, 95% submission of all CDRL deliverables, and no more than one revision per Engineering Assignment due to contractor error. The period of performance and award value are not explicitly stated in the amendment, which serves solely to add all 20 attachments to the original January 12, 2026 solicitation. Work performance will be conducted at Tinker Air Force Base in Oklahoma City, Oklahoma, where the 848 Supply Chain Management Group manages the contract.

Amendment- 1 is to add all solicitation Attachments_2 February 2026
This multi-platform contract provides the 848 SCMG engineering with a vehicle to receive engineering assistance and solutions from the Original Equipment Manufacturer (OEM). This support is critical for issues affecting structures, avionics, accessories, ground support, and commodity items for which the Government’s existing data package, even when including Government Purpose Rights (GPR), Form, Fit, and Function (FFF), or Operation, Maintenance, Installation, and Training (OMIT) data, is insufficient to perform the required Operational Safety, Suitability, and Effectiveness (OSS&E) analysis. This contract addresses tasks that require access to the OEM's proprietary internal data systems, detailed design data, or specialized analytical tools not delivered to the Government. These commodity items are used on B-1, B-52, C-17, E-3, F-15, KC-135, KC-46, AGM-86 and other weapon systems. The Contractor must have access or can obtain access, and the rights to access, B-1, B-52, C-17, E-3, F-15, KC-135, KC-46 and AGM-86 OEM internal data systems to retrieve weapon system design data.
