About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting multi-platform sustainment engineering services support through Request for Proposal FA8119-25-R-0011, with proposals due by February 11, 2026. The procurement covers engineering assistance and solutions for structures, avionics, accessories, ground support, and commodity items across multiple weapon systems including the B-1, B-52, C-17, E-3, F-15, KC-135, KC-46, and AGM-86. The contractor must possess access to Original Equipment Manufacturer (OEM) proprietary internal data systems, detailed design data, and specialized analytical tools to perform Operational Safety, Suitability, and Effectiveness (OSS&E) analysis when the government's existing data package—including Government Purpose Rights, Form/Fit/Function, and Operation/Maintenance/Installation/Training data—proves insufficient. A critical requirement is the contractor's ability to access OEM internal data systems for the specified weapon systems to retrieve proprietary design data. This is designated as a sole source requirement, indicating that evaluation will focus on the contractor's technical capability to meet these specialized engineering support needs.
This solicitation carries a sole source designation with The Boeing Company identified as the intended recipient, reflecting the specialized nature of the requirement and the contractor's unique access to proprietary OEM systems. The contract will be performed at Tinker Air Force Base in Oklahoma City, Oklahoma, and falls under NAICS code 541330 (Engineering Services) and PSC code 1560 (Airframe Structural Components). While no specific contract value or performance timeline duration is provided in the solicitation notice, the nature of the work indicates ongoing sustainment support across multiple complex defense platforms. The government's inability to perform required analysis with existing data packages underscores the critical nature of this OEM partnership for maintaining operational readiness across the identified weapon system portfolio. Interested parties should note the February 11, 2026 proposal deadline for submission of their technical capabilities and approach to delivering these specialized engineering services.

THIS IS A SOLE SOURCE REQUIREMENT TO THE BOEING COMPANY, INC.,
This multi-platform contract provides the 848 SCMG engineering with a vehicle to receive engineering assistance and solutions from the Original Equipment Manufacturer (OEM). This support is critical for issues affecting structures, avionics, accessories, ground support, and commodity items for which the Government’s existing data package, even when including Government Purpose Rights (GPR), Form, Fit, and Function (FFF), or Operation, Maintenance, Installation, and Training (OMIT) data, is insufficient to perform the required Operational Safety, Suitability, and Effectiveness (OSS&E) analysis. This contract addresses tasks that require access to the OEM's proprietary internal data systems, detailed design data, or specialized analytical tools not delivered to the Government. These commodity items are used on B-1, B-52, C-17, E-3, F-15, KC-135, KC-46, AGM-86 and other weapon systems. The Contractor must have access or can obtain access, and the rights to access, B-1, B-52, C-17, E-3, F-15, KC-135, KC-46 and AGM-86 OEM internal data systems to retrieve weapon system design data.
