About this file

This is a Data Item Description (DID) template for a Service Engineering Report (SER) used in federal contracts. The DID, identified as DI-MISC-81384, was approved on April 3, 1990, and is maintained by the Office of Primary Responsibility (N/PMA(F)-227). The document establishes the format and content requirements for Service Engineering Reports that contractors must prepare to document contract status, technical progress at significant milestones, and work performed during contract performance.

The SER shall contain a status letter with special markings per security regulations and a technical section detailing project identification, progress during the reporting period, problems encountered, comparison of actual versus scheduled progress with variance explanations, and plans for subsequent periods. A budgetary section is required that includes cost reviews for each task and subtask, cost-to-scheduled expenditure comparisons, total estimated completion costs, and forecasts of contract extensions or overruns. Interim engineering progress records must include a title sheet, abstract, table of contents, main body with significant investigation results, step-by-step instructions for repeating investigations, investigation status, materials sections where applicable, graphs and exhibits, conclusions, and recommendations. Final engineering reports require a cover, title sheet, prefatory section with foreword and executive summary, main body with introduction and findings section, summary and conclusions, recommendations, and supplemental sections including appendices and materials data as applicable. The document specifies that contractor format is acceptable, with reference documents specified in the contract, and notes that the SER provides technical progress documentation only and does not represent recommendations or conclusions of the requesting agency.
