The contractor will provide recurring engineering services such as weapon system support, program management, onsite engineering support, configuration management, quality assurance, data management, and technical inquiries related to structures, avionics, accessories, ground support, and commodity items. Critical requirements include having access or the ability to obtain access to Boeing's proprietary Original Equipment Manufacturer (OEM) internal data systems to retrieve weapon system design data. Contractors must possess requisite security clearances, AS9110 certification, secure facilities, and cost accounting system capabilities. Performance will be evaluated based on metrics such as timely and technically acceptable responses to technical inquiries and engineering assistance requests. The due date for responses is September 14, 2025.
This procurement does not utilize any set-aside designations and is open to all qualified contractors. The contract structure will include a mix of cost-plus-fixed-fee, firm-fixed-price, and cost-plus-incentive-fee task orders, though specific award values or budget ranges are not disclosed in the available documentation. The estimated performance period spans 3 years with 3 additional option years, potentially extending the total contract duration to 6 years. No current incumbents or potential contractors are specifically named in the sources sought documentation. The Air Force is conducting market research to identify potential sources and is specifically seeking feedback from small businesses regarding their capabilities and experience, as well as information on the costs associated with obtaining Boeing's proprietary data access. Services will include qualifying new suppliers, analyzing design data, resolving obsolescence issues, developing repair procedures, and providing technical and risk analyses across multiple aircraft platforms.
