About this opportunity
The Federal Aviation Administration is soliciting proposals for Safety, Analytical and Technical Support Services (SATSS) II under contract number 6973GH-25-R-00221, a five-year indefinite delivery/indefinite quantity (IDIQ) agreement providing administrative, analytical, and technical subject matter expert support to the FAA's Associate Administrator for Aviation Safety. The contract encompasses twelve major task areas including program and project management, safety management systems, surveillance and broadcast services, performance-based navigation, data communications, aviation weather programs, low visibility operations, flight procedures, flight simulation and safety analysis, and unmanned aircraft systems integration. The FAA will evaluate proposals using a best-value tradeoff methodology with three primary evaluation factors: Factor 1 (Technical Proposal/Business Approach and Strategy) weighted most heavily, Factor 2 (Past Performance and Experience), and Factor 3 (Cost and Price). Key requirements include submission of four separate proposal volumes with technical proposals limited to 75 pages (excluding Key Personnel resumes), past performance references from two to four contracts awarded within the past five years, a subcontracting plan allocating at least 25 percent of subcontract dollars to small businesses, and compliance with extensive FAA security and personnel suitability requirements. The proposal submission deadline is March 30, 2026, with anticipated award by February 19, 2027.
This procurement carries no set-aside designations and is open to all qualified contractors. The contract consists of a base period from August 20, 2026 to August 19, 2027, followed by four optional one-year periods extending through August 19, 2031, with a 30-day transition period beginning July 20, 2026. Work will be performed at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma, as well as FAA facilities in Washington D.C. and other FAA-designated locations, with the workforce predominantly based in the Washington D.C. area. The FAA will issue individual task orders as either Firm-Fixed Price or Time and Materials delivery orders, with approximately 90 percent of anticipated orders expected to be FFP. Contractor pricing must include fully loaded composite hourly rates for 21 distinct labor categories ranging from Aviation Analysts to specialized roles such as Human Factors Specialists and Regulatory Analysts, along with a fixed markup and handling rate applied to estimated other direct costs escalating from $50,000 in the base period to $150,000 in the final option year. Key personnel requirements include a Senior Program Manager and a Project Manager, each with specified education, experience, and Project Management Professional (PMP) certification credentials.
