This document is a Pre-Proposal Conference meeting minutes for the AVS Safety, Analytical and Technical Support Services solicitation (SIR 6973GH-25-R-00221). The conference was conducted on March 4, 2026, via teleconference by the FAA, with Cynthia Cooper serving as the Contracting Officer and Deborah Getz as Program Manager. Twenty-two companies attended the conference, representing a diverse range of contractors including LS Technologies, Objectstream Inc., Metis Technology Solutions, The Noblis Inc., Science Applications International Corporation, and others. The Contracting Officer highlighted key clarifications resulting from 60 pre-conference questions, including revisions to SIR Provision L.7 requiring teaming arrangements to be included in Volume I and addressed in the technical proposal; clarification that Key Personnel Resumes supporting Sub-Factor 1.3 are excluded from the 75-page limitation and given a separate 3-page limit per resume; confirmation that Volume III Past Performance Information has no page limitation; and removal of the requirement for a single compensation plan across prime contractors and teaming partners. Amendment 0001, containing the complete minutes, Questions and Answers 1-60, and the revised SIR reflecting these changes, was scheduled for posting by the weekend following the March 4, 2026 conference date.
