About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 is procuring surgical lights, booms, and video integration equipment for the Black Hills VA Healthcare System (BHVAHCS) in Fort Meade, South Dakota. The solicitation requires comprehensive medical equipment including six surgical lights with specific LED characteristics, three equipment booms, three anesthesia booms, and three video integration systems that must integrate with existing Karl Storz Video Integration equipment and VA electronic medical records. Vendors must be original equipment manufacturers, authorized dealers, distributors, or resellers with proper authorization documentation, and must provide extensive proposal materials including signed forms, price schedules, Buy American Certificate, specification sheets, and a pre-recorded live demonstration of the video integration system. The procurement follows FAR 13.5 procedures with a comparative evaluation approach based on technical specifications and capabilities outlined in the Statement of Work. Questions must be received 72 hours before the proposal deadline of July 3, 2025, at 4:00 PM Central Time, with all proposals submitted electronically via email to the contracting officer.

This solicitation is designated as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing. The procurement involves replacing end-of-life surgical equipment across three operating rooms at the Black Hills facility, with specific quantities including six surgical lights, six equipment and anesthesia booms combined, and three video integration systems. The contract includes comprehensive implementation services such as site assessments, design services, installation, training, technical support, maintenance, and a one-year warranty period. Vendors must demonstrate cybersecurity compliance by adhering to VA national site-to-site VPN requirements or working with VA Office of Cyber and Information Security to establish appropriate network connections. The anticipated contract award date was originally scheduled for June 6, 2025, though this has been extended with the amendment, and performance will take place at the Black Hills VA Healthcare System facility in Fort Meade, South Dakota.
