About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) is soliciting proposals for a 60-foot aluminum Dive Support Boat to be delivered to Naval Submarine Base New London in Groton, Connecticut. This combined synopsis/solicitation is an all-or-none commercial item procurement seeking a single purchase order from a responsible offeror. Vendors must be registered in the System for Award Management (SAM) and have a valid Defense Logistics Agency Joint Certification Program (JCP) registration to access controlled attachments. The solicitation will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, with quotes due by April 17, 2025, and award criteria detailed in sections L and M of the solicitation. Offerors must submit comprehensive electronic quotes in PDF or MS Word format, including detailed technical specifications, past performance information, and required attachments.
The procurement is set aside for HUBZone-certified businesses and will require the contractor to provide a new 60-foot dive support boat with specific capabilities, including an aft deck extreme cold weather enclosure, crew training, spare parts, and a one-year warranty. The contract includes multiple contract line items (CLINs) covering the boat itself, engineering services, and shipping, with a notional delivery timeline of 545 days after contract award. The boat must meet extensive Navy technical specifications, including unique electrical load requirements, mechanical and electrical system standards, and specialized documentation like Unique Item Identification (UID) marking. Payment will be structured through 15 progress events ranging from 2-18% of contract value, with final acceptance tied to successful builder's trials and government inspection. The place of performance is Groton, Connecticut, and the boat is intended to support submarine base dive operations with specific technical capabilities and equipment requirements.
