About this opportunity
The Naval Warfare Center Corona Division is seeking to procure a 60' Dive Support Boat for US Navy diving operations, with a focus on conducting market research to identify potential small business contractors. The boat will be used for underwater ship maintenance, repair, and salvage operations, primarily to be delivered to NSSF NEW LONDON in Groton, Connecticut. Potential vendors must submit a Capability Statement by February 4, 2025, at 9:00am PST, which includes company details, business size for NAICS code 336612, estimated unit pricing, lead time, and industry commentary on the draft purchase description. Interested companies must have a valid Defense Logistics Agency Joint Certification Program (JCP) registration to access controlled attachments. The government will use the submitted information to determine the appropriate acquisition method, including evaluating whether a small business, socio-economic set-aside, competitive, or non-competitive approach is most suitable.
The pre-solicitation notice indicates no specific set-aside has been predetermined, leaving potential for various business size categories to compete. While no specific award value is mentioned, the comprehensive documentation suggests a complex procurement with detailed technical requirements, including specific specifications for vessel dimensions, performance parameters, and systems information. The contract includes a 545-day delivery timeline from contract award, with provisions for a one-year warranty period. Vendors must provide technical data rights information, past performance references, and a detailed spare parts list covering one year or 2000 hours of operation. Critical components like Cummins engines, Kohler generators, and HP Bauer dive compressors will require specific documentation and parts inventory. The procurement process emphasizes comprehensive technical compliance, with potential contractors required to demonstrate precise technical capabilities and readiness to meet the Navy's specialized diving support vessel requirements.
