Attachment 14: Questions and Answers
THE GOVERNMENT’S DEADLINE FOR QUESTIONS HAS ENDED. NO FURTHER QUESTIONS
SHALL BE ACCEPTED AT THIS TIME
Question 1: Requesting to confirm that the subject Solicitation is a HUBZone set-aside?
Answer 1: Yes, subject solicitation is a 100% HUBZone set-aside.
Question 2: Per 5.3.6 Delivery - There is a stated requirement for engines to have no more than 350 hours.
[Redacted] has concerns about the length of transit from [….] to the final destination as the vessel will be delivered under its own power. Taking into account builders' trials etc, the window of 350 hours will be chipped away rather quickly during its delivery voyage. We are interested in knowing if there is an alternative requirement that could be put in place regarding engine hours at delivery?
For reference - 5.3.6 DELIVERY The Contractor shall safely deliver the boat to the awarded location, as defined in Section F of this contract. The Contractor shall be responsible for ensuring the boat is delivered fully assembled, operational, in original condition and still meets the Specification (Attachment 1 - DS Boat Specification Rev) requirements upon delivery. The boat may be delivered on the water, under its own power, to the final destination. Main engine hours at final delivery should be less than 350 hours per engine. If delivered in this manner, all periodic maintenance shall be conducted (oil changes, filter changes, cleanings or any other item or action required by the equipment’s OEM/manual), logged along with date, hours of the equipment or other relevant data, and any spare liquids, filters, etc., that are used, shall be replaced prior to final acceptance of the boat. The boat shall be properly cleaned and restored to like-new condition following the delivery trip. The boat shall be hauled-out and the hull shall be pressure washed, hull paint touched up, repairs made if necessary, and made available for inspection by the Government at a location not more than approximately a 4-hour drive from the final destination. A log of the trip shall be made, including passage descriptions, speeds, engine RPMs, all stop-overs, any equipment failures and remedies, or any other significant issues arising. The log shall be presented to the Government at final delivery. The boat shall be inspected in accordance with Section E and all PDIR discrepancies must be resolved prior to acceptance by the Government.”
Answer 2: No, the Navy will not deviate from the 350 hour requirement at this time.
Question 3: Can this vessel be constructed of ABS spec fiberglass?
Answer 3: No. Configuration management/commonality across the fleet is a primary objective.
Question 4: CLIN 1001 Engineering and Industrial Services – How are we to cost this out? In the past an Excel sheet was provided with estimated engineering and production hours as well as estimated material cost. Then we would fill out the blocks in the Excel sheet and it would calculate what gets entered into CLIN 1001.
Answer 4: Attachment 13 – CLIN Pricing Chart will be added to the solicitation via Amendment 0002. Directions to Offerors for this attachment will also be provided in Section L – Instructions to Offerors.
Question 5: The Request for Quote (RFQ) mentions 252.243-7002 Requests for Equitable Adjustment – Is this strictly for change orders or would this cover the possibility of tariffs for metals and other goods? If this does not cover the possibility of tariffs for goods would the government entertain putting something in the contract to cover these possible tariffs or would this be at risk that the builder must account for in its proposal?
Answer 5: The clause is required in accordance with (IAW) the prescription held at DFARS 243.205-71. As this requirement is set as Firm Fixed Price (FFP), it is the Contractor’s responsibility to account for all costs in their offer under this RFQ.

Question 7: Would you accept a bid from a shipyard that has filed for Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13) status? Our partner is in the process, but we do not know when the approval would be made.
Answer 7: In accordance with (IAW) FAR 19.1303(d) "To be eligible for a HUBZone contract under this section, a HUBZone small business concern must be a HUBZone small business concern at the time of its initial offer."
