About this file

This is a DFARS clause 252.227-7017 attachment requiring offerors to identify and assert any restrictions on the Government's use, release, or disclosure of technical data or computer software that will be delivered under the contract. The document provides a detailed table format where offerors must list any technical data or computer software to be furnished with restrictions, the basis for the assertion, the asserted rights category, and the name of the person asserting the restrictions.

The attachment includes two main parts: Part 1 requires completion of the rights assertion table, with instructions stating that if no restrictions are being asserted, "NONE" should be entered. Part 2 requires offerors to provide a narrative explanation if they are offering other than Unlimited or Government Purpose Rights, specifically detailing how the Government will still be able to maintain and repair vessels and systems with the restricted rights being proposed. The document emphasizes that leaving the table blank, unchanged, or unsigned will be interpreted as not asserting any rights restrictions.
