About this opportunity

The Department of Veterans Affairs National Acquisition Center is seeking a qualified contractor to provide comprehensive inspection, testing, maintenance, and repair services for fire safety systems at the VA Service and Distribution Center in Hines, Illinois. The scope of work includes servicing fire alarm detection systems, fire suppression systems, fixed chemical extinguishing systems, alarm devices, and monitoring components across Buildings 37 and 38, with the contractor also required to integrate the fire alarm system with the building automation system. Key contract requirements include annual testing of approximately 3,100 fire alarm devices, servicing eight fire alarm panels (Notifier and Pyro-Chem models), maintaining three FM-200 suppression systems, and a pre-action system, with all work performed in accordance with the latest NFPA codes and standards. Response time requirements are critical, with contractors expected to provide 4-hour response during normal business hours (Monday-Friday, 7:00 AM-3:30 PM) and 1-hour response for after-hours and emergency service requests. The solicitation closes on November 12, 2025, at 4:00 PM Central Standard Time, with a mandatory site visit scheduled for October 15, 2025, at 8:00 AM CST (maximum three company representatives permitted), and all contractor questions due by October 20, 2025, at 4:00 PM CST.

This is a total small business set-aside with a firm-fixed-price contract structure covering a base year plus four option years, with an unscheduled repair line item not to exceed $25,000. The contract falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC code 4240 (Safety and Rescue Equipment). Recent inspection reports indicate significant maintenance requirements, including replacement of faulty check valves in Building 37 (with 1942-vintage valves requiring immediate replacement), repair of fire department connection gaskets across all 10 FDCs, and replacement of 20 batteries in the fire alarm control systems. The facility includes buildings with 25-foot ceilings and networked fire alarm panels, with performance of all work located at 76 South 1st Avenue, Forest Park, Illinois 60130 (Hines, IL 60141). Contractors must comply with the Service Contract Act wage determination (WD 2015-5017) with hourly rates ranging from $14.00 to $53.98 depending on job classification, plus fringe benefits and hazardous pay differentials as applicable.
