About this opportunity

The Department of Veterans Affairs Network Contracting Office 8 is seeking a mobile chiller system for the James A. Haley VA Healthcare System in Tampa, Florida, through solicitation number 36C24825Q1093. The procurement involves providing a comprehensive 1000-ton modular magnetic bearing chiller package that includes design and engineering services, a modified 40-foot shipping container to house the equipment, a 48-foot step deck trailer for transportation, two 100 HP base mount pumps, variable frequency drives, and associated components. The mobile chiller will serve as critical backup equipment for Buildings B39 (Central Energy Plant) and B100 (Bed Tower), addressing the hospital's current chiller capacity limitations where existing systems are operating at maximum capacity. The government will evaluate offers based on technical acceptability and price using a comparative evaluation methodology, with past performance considered as part of contractor responsibility determination. A mandatory site visit was scheduled for September 16, 2025, and quotes were due by September 24, 2025, at 10:00 AM Eastern Time.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 333415 and Product Service Code 4120. No current contractors or incumbents are identified in the solicitation documents, though the procurement emphasizes the critical need for rapid deployment capabilities to prevent hospital operational disruptions that could require patient relocation. The contract will be awarded as a firm-fixed-price arrangement with delivery expected 30 weeks after receipt of order, and the chiller system must include specific technical specifications such as 460V/3/60 electrical configuration, refrigerant 513A, and BACnet compatibility. The place of performance is the James A. Haley VA Hospital located at 13000 Bruce B Downs Boulevard, Tampa, Florida 33612, where the mobile unit must be capable of connecting to either building location through existing water connections (12-18 inch diameter flanged connections) and electrical infrastructure (480V, 1800 AMPS available). While no specific contract value is disclosed, the solicitation includes comprehensive warranty requirements of five years on compressor parts and one year on all parts and labor.

STATEMENT OF NEED

James A. Haley VA Healthcare System

Mobile Chiller for B39 and B100

GENERAL: The James A. Haley Veterans Hospital (JAHVH) Facilities Management Service (FMS), Maintenance and Operations Team, has identified a critical need for this requirement to ensure uninterrupted climate control in both B39 and B100 buildings. To address this need, the Engineering team proposes the purchase of a Mobile Chiller that offers the flexibility to be deployed at either location as needed. This mobile chiller will serve as a backup to mitigate the risk posed by faulty or broken chillers, ensuring the hospital's climate control system remains operational during repairs to the main chillers. The mobile unit can be rapidly relocated to any building experiencing chiller failure, thereby preventing any disruption in climate control and maintaining a comfortable and safe environment for patients and staff

BACKGROUND: With the expansion at JAHVA, the current number of chillers is running at maximum compacity. If one chiller goes down for repairs, it will impact water temperatures to critical levels in areas of the hospital. Causing a major devastation to hospital operations and patient care. Possible relocation of patients.
