RFI: Questions regarding the Mobile Chiller Solicitation 36C24825Q1093
Question 1: Mechanical RFI – Chilled/Condenser Water Connections: Please confirm the size, type, and location of the water connection points at Building 39 (CEP) and
Building 100 (Bed Tower) for the mobile chiller. Specifically, what are the chilled water and condenser water connection sizes (e.g. 8″ flanged, 6″ cam-lock, etc.) and are matching valves/caps already in place at those buildings? This clarification is needed so we can provide compatible mating connections on the mobile unit. Additionally, confirm if Building 100’s condenser water is tied into Building 39’s cooling towers – i.e., does
B100 have a condenser water loop available or will the mobile chiller at B100 need to be connected via temporary hoses back to the CEP cooling towers? (This affects how we plan the condenser piping setup on the unit.)
Answer: Completely separate buildings, B39 12” chilled water 16” condenser water, B100 12” chilled water 18” condenser water. Building connections VA responsibility
Question 2: Mechanical RFI – Deployability at Bed Tower: If Building 100 lacks a cooling tower connection: does the VA intend for the mobile chiller to still be used at
B100 by running long hoses to Building 39’s cooling tower system, or is an air-cooled capability expected? We assume the mobile chiller will use the existing CEP cooling towers even when positioned at B100 (with quick-connect hoses spanning to B39).
Please confirm this assumption. (This is critical to ensure we do not need to include any ad-hoc cooling provision when at B100.)

Question 3: Mechanical RFI – Quantity of Chillers: Confirm that only one (1) chiller unit is required as the deliverable. The synopsis sometimes refers to “mobile chiller packages” (plural), but our understanding is the intent is a single 1000-ton chiller package (contained in one unit) to serve both locations as needed. There is no requirement for multiple units, correct? We will provide one complete mobile chiller system capable of backup for either building.1 ea 1000 Ton modular magnetic bearing chiller

Question 4: Electrical RFI – Power Supply Details: Please provide details on the available electrical service at the connection points. We assume a 480 V, 3-phase, 60
Hz supply is available at both Bldg. 39 and Bldg. 100 for this mobile chiller. What is the ampacity or breaker size dedicated for this connection at each location? (For example, is there a 2000A disconnect already installed at the CEP for a temporary chiller?) Also, confirm the connection method the VA prefers: Will the VA provide a cam-lock receptacle panel for our unit to plug into, or should our scope include cam-lock connectors on the mobile unit and the VA will hard-wire cables each time? Clarity on this will ensure our electrical hookup design matches the VA’s interface.

Question 5: Electrical RFI – Building 100 Power Connection: Related to the above, is there an existing high-voltage tie-in point at Building 100 for a temporary chiller? If not, would the VA plan to run a feeder from Building 39 to Building 100 when needed? (We are assuming B100 has no dedicated chiller tie-in, so power would likely come from the
CEP. We just want to confirm so we don’t, for instance, plan for a secondary connection on the unit.) Essentially, confirm that the mobile unit only needs one power input and the VA will handle any distribution to it at either location.

Question 6: General RFI – Delivery and Offloading: Clarify the delivery location and offloading responsibilities. The solicitation notes FOB delivery to JAH Hospital, Building
39 CEP. Upon arrival, will the VA provide any assistance or equipment (e.g. an on-site crane or forklift) to unload the unit from our transport, or is the contractor expected to offload and place the unit on their own? Additionally, if the unit is delivered already on its trailer, will it be acceptable to simply park it at the designated spot (e.g. a concrete pad near Bldg. 39) and leave it mounted on the trailer? We want to confirm if the VA expects the container to be removed from the trailer or if it stays on the trailer for use.
This will affect our delivery approach and any rigging plan.
Answer: Chiller should be mobile and left on trailer for use, VA will not provide assistance offloading
Question 7: General RFI – Placement at Building 100: If the chiller is to be deployed at Building 100, where would it sit? Is there a driveway or pad accessible for the 48′ trailer near B100’s chilled water tie-in? Any weight or clearance restrictions for bringing a large trailer to that area of campus? (We will need to know if special maneuvering is required.) This RFI ensures we account for site access in our plan.
Answer: There is space available at both building plants for Mobile Chiller storage next to the emergency connections
Question 8: General RFI – Exterior Finish and Markings: Please confirm if any specific paint color, logos, or markings are required on the exterior of the container/trailer. The spec does not mention any aesthetics or identification requirements. We plan to deliver the container in standard finish (e.g. VA gray or beige if available). If VA requires a certain paint (for example, to match facility or with “VA” lettering), we need to know to include that. (By default, none assumed.)
Answer: VA gray or beige (beige preferred) if available
Question 9: General RFI – Commissioning/Startup Expectations: Is the contractor expected to perform any on-site startup or performance testing of the chiller at the VA site? The scope is delivery-only, so we assume no formal on-site commissioning is required (i.e. VA staff will connect and test the unit when needed). We will of course demonstrate functionality at our factory. Please confirm that on-site startup support is not in scope, aside from perhaps a brief operational checkout during delivery (if power and water are available). This will ensure our proposal aligns with VA’s expectations and we include any required personnel for a site visit if needed at acceptance.
Answer: Power and water will be available upon notification of delivery date and operational checks will be expected during delivery.
