About this file

This document is an Amendment to a Previous Combined Solicitation for a Mobile Chiller issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) for the James A. Haley Veterans' Hospital in Tampa, Florida. The solicitation (36C24825Q1093) seeks a mobile chiller for Buildings B39 and B100, with a critical need to ensure uninterrupted climate control and serve as a backup for the hospital's existing chiller system. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), with a response deadline of September 24, 2025, at 10:00 Eastern Time.

The procurement stems from the hospital's expansion, which has pushed existing chillers to maximum capacity, creating a risk of operational disruption if a primary chiller fails. The mobile chiller must be capable of rapid deployment to either B39 (Central Energy Plant) or B100 (Bed Tower) to maintain critical water temperatures and prevent potential patient relocation. The solicitation uses NAICS code 333415 and product service code 4120, with the point of contact being Contracting Officer Marcus Lewis, who can be reached at Marcus.Lewis2@va.gov or 813-940-0316.

STATEMENT OF NEED

James A. Haley VA Healthcare System Mobile Chiller for B39 and B100

GENERAL: The James A. Haley Veterans’ Hospital (JAHVH) Facilities Management Service (FMS), Maintenance and Operations Team, has identified a critical need for this requirement to ensure uninterrupted climate control in both B39 and B100 buildings. To address this need, the Engineering team proposes the purchase of a Mobile Chiller that offers the flexibility to be deployed at either location as needed. This mobile chiller will serve as a backup to mitigate the risk posed by faulty or broken chillers, ensuring the hospital's climate control system remains operational during repairs to the main chillers. The mobile unit can be rapidly relocated to any building experiencing chiller failure, thereby preventing any disruption in climate control and maintaining a comfortable and safe environment for patients and staff

BACKGROUND: With the expansion at JAHVA, the current number of chillers is running at maximum compacity. If one chiller goes down for repairs, it will impact water temperatures to critical levels in areas of the hospital. Causing a major devastation to hospital operations and patient care. Possible relocation of patients.
