About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is conducting market research for a comprehensive mobile chiller system for the James A. Haley VA Healthcare System in Tampa, Florida. The procurement involves a 1000 Ton Dunham Bush modular magnetic bearing chiller with refrigerant 513A, housed in a modified 40-foot shipping container and delivered on a 48-foot step deck trailer, along with two 100 HP pumps and supporting equipment. This mobile solution is critical to prevent hospital operational disruptions and potential patient relocations that could occur if the facility's current chillers fail during repairs, as the system is currently operating at maximum capacity due to facility expansion. Vendors must demonstrate capabilities in design and engineering services, mechanical and electrical analysis, and provide comprehensive warranty coverage including five years on compressor parts and one year on all parts and labor. Response packages must be submitted electronically to Contracting Officer Marcus Lewis by September 3, 2025, and should include company information, capability statements, previous project experience, delivery timelines, certifications, and product distribution authorization.

This opportunity is designated as a set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 333415 for Air-Conditioning and Warm Air Heating Equipment Manufacturing. The mobile chiller system must accommodate interchangeable use between Building 100 Bed Tower and Building 39 Central Energy Plant, with delivery scheduled to the Facility Maintenance Central Energy Plant Building 39. Key technical specifications include 460V/3/60 electrical requirements, five magnetic bearing compressors, BACnet compatibility, and onboard non-proprietary controls. The system must be capable of replacing the functionality of two 500-ton chillers, which are not acceptable due to spatial constraints at the facility. This sources sought notice serves market research purposes only and does not constitute a commitment to issue a future solicitation, though it indicates the VA's urgent need to address critical infrastructure vulnerabilities at this healthcare facility.

Delivery of two 100 HP VFDs for pumps.

Provision and installation of a package air conditioning unit to be mounted on a closed container.

Purpose: The purpose of this requirement is to ensure backup chiller capability in case of failure, thereby maintaining continuous patient care.
