About this file
This is a marketplace purpose and description document for the Soldier Virtual Training (SVT) program under the Army Open System Cloud Federal Services (AOS CFS) framework. The marketplace serves as a post-competition procurement hub designed to rapidly acquire Commercial Off-the-Shelf (COTS) solutions for the Weapon Skills Development (WSD) and Joint Fires Trainer (JFT) programs. The WSD program focuses on weapon-level proficiency training with integrated analytical capabilities, while the JFT program addresses artillery and joint fire support coordination training. By leveraging the AOS CFS framework as a pre-competed environment, the marketplace enables individual military units to bypass lengthy solicitation periods and execute purchases directly through Purchase Orders via their local contracting offices or the Soldier Virtual Trainer (SVT) team through ACC-Orlando.
The marketplace is designed to address two primary objectives: providing immediate interim training solutions to meet congressional mandates while the WSD program undergoes reset, and collecting live market data and feedback on COTS purchases to inform the development of permanent replacement systems under Other Transaction Authorities (OTAs). The contracting office does not require re-competition if vendors and solutions are already listed in the AOS CFS catalog. The marketplace is planned for operational status by the fourth quarter of the fiscal year, with maintenance and support handled through contractor warranties rather than direct government life-cycle oversight. This approach leverages the commercial industrial base to reduce development time and lower life-cycle costs for the Army while maintaining unit-level flexibility in vendor selection.

WSD and JFT Marketplace Purpose and Description
The marketplace established under the Army Open System Cloud Federal Services (AOS CFS) framework serves as a streamlined, post-competition procurement hub for modernizing tactical training environments. Its primary objectives focus on rapid acquisition, unit-level flexibility, and long-term program data collection.
Core Objectives of the Marketplace
· Interim Military Solutions: Provides a rapid response to congressional demands for immediate, interim training capabilities for the Weapon Skills Development (WSD) and Joint Fires Trainer (JFT) programs using Commercial Off-the-Shelf (COTS) items.
· Post-Competition Efficiency: Operates as a "pre-competed" environment, meaning the necessary federal competition requirements have already been satisfied. This allows individual units to bypass lengthy solicitation periods.
· Direct Unit Procurement: Enables units to select vendors that specifically meet their mission needs and execute purchases via standard Purchase Orders (PO) through their local contracting offices or by contacting the SVT team to purchase using ACC-Orlando.
· Market Research for Future Programs: Serves as a live testing ground; the data and feedback from marketplace COTS purchases inform the development of more permanent systems under Other Transaction Authorities (OTAs).
Key Program Components
· WSD (Weapon Skills Development): Training system focused on weapon-level proficiencies utilizing integrated analytical capabilities.
· JFT (Joint Fires Trainer): Training systems focused on the coordination of artillery and joint fire support.
· COTS Strategy: Leverages the commercial industrial base to reduce development time and lower life-cycle costs for the Army.
Note: Because the marketplace is post-competition, our supporting contracting office does not need to re-compete the requirement if the vendor and solution are already listed in the AOS CFS catalog.
