About this file
This is a Cybersecurity Statement of Work (SOW) for the Soldier Virtual Trainer (SVT) program under the U.S. Army Program Executive Office Simulation, Training, and Instrumentation (PEO STRI). The document outlines cybersecurity requirements for contractors supporting the SVT Weapons Skills Development (WSD) and Joint Fires Trainer (JFT) initiatives, which seek to replace the aging Engagement Skills Trainer 2 (EST2) system.
The SOW establishes two primary requirement areas. First, it mandates a Cybersecurity Lead Integrator role responsible for overseeing and coordinating cybersecurity efforts across multiple software development teams, including DevSecOps leadership integration into the software development lifecycle (SDLC), vulnerability management processes, compliance and accreditation with Risk Management Framework (RMF) standards, and continuous monitoring. The Cybersecurity Lead Integrator must develop comprehensive cybersecurity strategies, oversee implementation of automated and manual vulnerability scans using tools such as evaluateSTIG, ACAS/Nessus, and SCAP, ensure Authority to Operate (ATO) certification and Security Technical Implementation Guide (STIG) compliance, maintain required documentation (System Security Plan, System Contingency Plan, Plan of Action and Milestones), and facilitate stakeholder communication on cybersecurity status. Second, the SOW requires all vendor personnel with privileged access, including cybersecurity workforce, network and systems administration, and developers (excluding COTS products), to maintain expertise per NIST SP 800-53 revisions 4 and 5, NIST SP 800-171 R2/R3, and Army Regulation 25-2. Vendors must integrate DevSecOps principles, automate security testing within CI/CD pipelines, conduct secure software development with code security tools, implement vulnerability detection and remediation, report emerging vulnerabilities within 72 hours, develop incident response and spillage response plans, and support annual testing and updates of security measures. All cybersecurity documentation must demonstrate DevSecOps practices compliance for products delivered under the contract.
