About this file
This is a Commercial Off the Shelf (COTS) self-evaluation scorecard for the Soldier Virtual Trainer (SVT) Joint Fires Trainer (JFT) program. The scorecard is designed for contractors to assess their own proposals against government requirements before formal evaluation. It serves as both a contractor self-assessment tool and a government verification checklist.
The evaluation is structured in three sections. Section 01 contains mandatory screening questions requiring submission of a company COTS Executive Summary, COTS catalog, completed evaluation scorecard, and company information and assertions sheet; failure to provide any of these documents results in proposal rejection. Section 02 evaluates four foundational elements: the clarity of the Executive Summary in articulating COTS offerings, completeness of the catalog with item descriptions and pricing including volume discounts, completeness of the scorecard itself, and accuracy of company information submissions. Section 03 addresses Tier 1 requirements including support for FIST certification per TC 309.8 Chapter 6 (dated 2 June 2025), compliance with the JFO MOU (dated 20 February 2025), support for Warrior Task 0612836003 (Adjust Indirect Fire Support), and emulation of specific military equipment including M22 Binoculars, Lensatic Compass, PFD, DAGR, TL/TD devices, IR Pointer (IZLID), and Full Motion Video (FMV) from close air support and unmanned aircraft systems. The scorecard distinguishes between threshold requirements and objective requirements, with provisions for contractor remarks and government verification across all evaluation criteria.
