About this file
This is a Solution Paper Template for the Army Open Solicitation Call for Solutions addressing Soldier Virtual Trainer (SVT), Weapons Skills Device (WSD), and Joint Fires Trainer (JFT) requirements. Contractors responding to this solicitation must submit a Solution Paper following this prescribed format across eight sections. The template requires companies to provide company information including UEI, CAGE code, and Foreign Ownership, Control or Influence (FOCI) status, and certify compliance with base agreement terms and that solutions remain valid for two years from solicitation close.
The Solution Paper must include: (1) a Technical section addressing background, industry experience with similar projects within the past five years, proposed milestones with decision points, technical strategy and key innovations, current technology maturity level, success metrics, and implementation/transition details; (2) a Cost and Pricing Breakdown section with fixed-price amounts linked to clearly defined milestones, and licensing/pricing models for prototype pilot solutions; (3) a Rough Order of Magnitude for potential follow-on production activities; (4) a Participants section identifying sub-vendors, their roles, UEI numbers, FOCI status, and organizational conflict of interest mitigation; (5) an Integrated Master Schedule with resource-loaded tasks and predecessors; (6) Technical Data Rights assertions tables identifying restrictions and basis for assertion; (7) Traceability Matrices if applicable; and (8) Acronym Definitions. This template is a standardized response format and does not specify particular products, services, response dates, or pricing structures.

SECTION 1: TECHNICAL Provide a detailed response tracing requirements back to the SOW (Attachment 4), and explaining how the Company plans to successfully deliver a completed prototype.
Section 1.1: Background/Problem to be Addressed This section provides a summary of what problem the proposed technology addresses.
Section 1.2: Industry Experience Describe company’s or team’s recent and relevant previous experience with similar projects. This experience should also include test, evaluation, and fielding that is similar to the required work of this prototype project. Projects worked in the last five years are considered recent.
Section 1.3: Proposed Milestones Provide an overview of key milestones and deliverables. A tabular presentation of this information may be used to provide this information. Milestones. Milestones will be developed in such a way that allows the Government to evaluate progress. These identified decision point milestones will conclude with a determination as to whether the project will or will not move to the next phase. The Government will be using an agile iteration cycle allowing for additional decision points throughout each phase to be determined at SOW and Milestone collaboration. Company shall identify these points in the milestone schedule submitted with their solution.
Section 1.4: Technical Strategy/Solution and Key Innovations Provide a brief overview of how the project will approach the problem, and the key innovations expected from the project. If the proposed effort is follow-on work to a previously funded effort, include a brief synopsis of what was accomplished, the previous project’s results, and how the proposed effort builds upon previous work.
Section 1.5: Technical Maturity Provide a summary of the current level of maturity of the technology your project intends to address.
Section 1.6: Success Metrics Provide the performance improvement metrics (e.g. capability, affordability, weight, etc.) that will be developed for the project and how they will be measured.
Section 1.7: Implementation and Transition Provide details of how the technological solution proposed will be implemented as an end item and/or brought to market in a commercial application.
SECTION 2: COST AND PRICING BREAKDOWN
Company shall submit a fixed price amount price for its solution, further divided into severable milestones in Attachment 6 – Cost and Pricing Breakdown. The Government is not dictating a specific price mechanism. However, proposed payments should be linked to clearly definable, detailed milestones in each milestone. It should be clear, with sufficient detail, what is being delivered at each milestone. The Company’s pricing milestones may vary from the defined decision points, depending on the proposed solution. Each milestone price should reflect the anticipated value the Government will receive toward accomplishment of the OTA goals and objectives at the time the milestone is completed. The price volume has no page number limitation. In addition, Company shall describe their licensing/pricing model(s) for their described Prototype Pilot solutions.
SECTION 3: ROUGH ORDER OF MAGNITUDE (ROM)
Company shall provide a ROM pricing for potential follow-on production activities.
Please note, the Follow-On ROM will assist in future planning efforts for potential follow-on efforts. The Follow–On ROM is not part of the evaluation.
SECTION 4: PARTICIPANTS
Section 4.1: Sub-Vendor List Provide a brief overview of the project team, and their roles and responsibilities for the project. Include a discussion of any potential Organizational Conflicts of Interest (OCIs) from the sub-vendors and any mitigation measures to address those OCIs.
