About this file
This file is a Commercial Off-The-Shelf (COTS) Tier 1 requirements document for the Soldier Virtual Training (SVT) Weapons Skills Development (WSD) system. It establishes the essential, nonnegotiable baseline capabilities that must be demonstrated at Technology Readiness Level (TRL) 6 for system viability, deployability, and Army Minimum Viable Product (MVP) compliance. The Tier 1 requirements encompass 16 threshold specifications that define the minimum viable system before any enhancements are considered, including support for five lanes of small arms or one lane of mounted unstabilized training, network capability for up to three systems with a 15:1 student-to-instructor ratio, transportability in a one-ton truck, and setup within 30 minutes. The system must fit within a 20' × 40' × 8' footprint, operate on dual voltage (120/240V) with no more than two power plugs, withstand shore power losses, and feature an intuitive user interface requiring minimal operator training.
Additional Tier 1 requirements mandate secure data persistence with backup and recovery capabilities, integrated cybersecurity protections per the attached Cyber Statement of Work, support for individual and crew-served weapons including M17, M18, M4, M7, M249, M250, M2, M240, M320, MK19, and LEWTAQ with specified scoring, courses of fire, timing, and range markers. The system must provide tetherless small arms training with tethered capability for crew-served weapons, include recoil replication with vendor-provided measurements in pounds per square inch, and support M4 training via drop-in kits. These requirements establish the core operational baseline necessary for the system to deliver safe, reliable, and certifiable training before consideration of optional features or enhancements.

Tier 1 - WSD Tier 1
| Tier 1 capabilities are the essential, non‑negotiable requirements the system must meet to function, be deployable, and satisfy Army MVP expectations. These items form the core operational baseline—without them, the system cannot deliver safe, reliable, or certifiable training. TRL 6 - System/subsystem model or prototype demonstration in a relevant environment. Representative model or prototype system, which is well beyond that of TRL 5, is tested in a relevant environment. Represents a major step up in a technology’s demonstrated readiness. Examples include testing a prototype in a high-fidelity laboratory environment or in a simulated operational environment. |
| They include fundamental elements such as power, transportability, system availability, cybersecurity, required weapon support, mandatory training tasks, and all certification‑driven requirements. Tier 1 defines the minimum viable system that must be delivered before any enhancements or optional features are considered. |

Tier 2 - WSD Tier 2
Tier 2 capabilities are important enhancements that significantly improve training realism, interoperability, and instructional value, but they are not required for the system to meet its minimum viable product baseline. These capabilities expand what instructors and Soldiers can accomplish, increase scenario complexity, and strengthen integration with other training systems. While not mission‑critical, Tier 2 features provide meaningful operational advantages and should be prioritized once Tier 1 foundational requirements are met.
