About this file
This is an evaluation scorecard template for Commercial Off-the-Shelf (COTS) Weapons Skills Device (WSD) proposals submitted to the Soldier Virtual Trainer program. The scorecard is structured in three sections: screening questions that serve as mandatory prerequisites, a general scoring section, and a detailed Tier 1 requirements evaluation section.
The screening section requires all proposals to include an executive summary, COTS catalog with pricing and volume discounts, completed evaluation scorecard, and company information and assertions documentation. Failure to provide any of these documents results in rejection without further evaluation. The scoring section assesses whether proposals clearly articulate how the offering meets COTS requirements and evaluates the completeness and accuracy of submitted materials. The Tier 1 requirements section contains 15 threshold criteria that vendors must meet, including: support for 5 lanes of small arms or 1 lane of mounted unstabilized training (WSDT01); network capability for up to 3 systems with 15:1 student-to-instructor ratio (WSDT02); transportability in a 1-ton truck (WSDT03); 30-minute setup time (WSDT04); 20' x 40' x 8' system footprint (WSDT05); dual 110V/220V power plugs requirement (WSDT06); intuitive user interface (WSDT07); secure data persistence and backup (WSDT08); dual voltage operation (WSDT10); shore power loss capability (WSDT11); integrated cybersecurity protections (WSDT12); support for multiple weapons systems including M17, M18, M4, M249, and crew-served weapons with appropriate scoring and courses of fire (WSDT13); tetherless small arms capability (WSDT14); recoil replication with measurements in PSI (WSDT15); and M4 support via drop-in kits (WSDT17). Each criterion includes space for contractor remarks and separate sections for both contractor self-evaluation and government verification.
