About this file
This is a Department of the Army memorandum establishing training requirements for the Joint Fires Trainer (JFT), a new simulator system intended to replace the Call-for-Fire Trainer III (CFFT III). The memorandum is dated 25 February 2026 and is issued by the U.S. Army Field Artillery School, with routing through the U.S. Army Fires Center of Excellence and Fort Sill and U.S. Army Combined Arms Command and Fort Leavenworth to the Director of the Synthetic Training Environment (STE) Cross Functional Team in Orlando, Florida.
The JFT must meet threshold requirements including support for Fire Support Team (FIST) training and certification per TC 3-09.8 Chapter 6, compliance with the Joint Fire Support Executive Steering Committee Action Plan Memorandum of Agreement dated 20 February 2025, and support for Warrior Leader Skills Common Task #061-283-6003 (Adjust Indirect Fire). Threshold requirements specify that the JFT must emulate virtual military equipment including M22 Binoculars, Lensatic Compass, and Precision Fires-Dismounted (PF-D). The system must be compact, durable, and transportable, supporting a minimum of ten students and maximum of 30 students simultaneously with minimal instructor support, and must interface with the STE Training Management Tool scenario repository for scenario storage and soldier performance data export to current and future systems. Objective requirements include emulation of additional equipment such as Dismounted Assured PNT System (DAPS), AN/PSN-13 Defense Advanced GPS Receiver (DAGR), Joint Effects Targeting System (JETS), Enhanced Night Vision Goggle (ENVG), and compatibility with Advanced Field Artillery Tactical Data System (AFATDS). The institutional trainer configuration must provide simulated military equipment including M22 Binoculars and VECTOR 21 Binocular/Rangefinder for the Mission Simulation Center, which currently trains approximately 3,317 students annually. The system must support SBU-E networks and integration with One World Terrain, with no current requirement for classified data processing capability. The point of contact is Mr. Ryan Smith, Field Artillery Training Specialist at ryan.l.smith1.civ@army.mil, phone (520) 674-0809.

SUBJECT: Training Requirements for the Joint Fires Trainer
1. REFERENCES:
a. TC 3-09.8 Joint Fire Support and Field Artillery Certification and Qualification, Chapter 6, dtd 02 June 2025.
b. Joint Fire Support Executive Steering Committee Action Plan Memorandum of Agreement (JFO MOU) dtd 20 February 2025.
c. STP 21-24-SMCT (Soldier's Manual of Common Tasks) dtd September 2008.
2. PURPOSE: The purpose of this memorandum is to identify the following training requirements for inclusion in the development of the Joint Fires Trainer (JFT). JFT will refer to any temporary Fire Support Training Simulator or the Program of Record replacement for the Call-for-Fire Trainer Ill system.
3. BACKGROUND: The rapidly approaching development of the JFT will be synchronized with the divestiture of the Call-for-Fire Trainer Ill (CFFT Ill). Identification of training capabilities that support Joint Fire Support Specialists and Joint Fires Observers (JFO) will aid the design effort toward a simulator capable of sustainment training and certification / qualification requirements.
4. JOINT FIRES TRAINER - THRESHOLD REQUIREMENTS.
a. The JFT must support Fire Support Team (FIST) training and certification IAW TC 3-09.8 Chapter 6 (dtd 02 June 2025) Table V Fire Support Team Fire Missions.
b. The JFT must support Joint Fire Support Executive Steering Committee Action Plan Memorandum of Agreement (JFO MOU) dtd 20 February 2025.
c. JFT must support Warrior Leader Skills Common Task #061-283-6003 Adjust Indirect Fire.
ATSF-A
SUBJECT: Training Requirements for the Joint Fires Trainer
d. The JFT must emulate the following as Virtual Military Equipment (VME):
1) M22 Binoculars
2) Lensatic Compass
3) Precision Fires-Dismounted (PF-D)
e. The JFT must be compact in size, durable, and transportable to support operational forces at the point-of-need. JF_T must support at a minimum ten students at a time and support a maximum of 30 students with minimum Instructor support. If the JFT is to be used by Soldiers, it is critical that operation of this device and instructor training require minimum train up.
f. The JFT must utilize the STE Training Management Tool (TMT) scenario repository, which can store all training scenarios and Soldier data for future use. In addition, this repository must support the digital export and maintenance of Soldier training performance data for advanced individual training and individual certification to current and future STE TMT systems for analysis and integration into Army training management systems, en-suring that individual training records are accurately maintained and updated.
5. JOINT FIRES TRAINER - OBJECTIVE REQUIREMENTS.
a. It is important that a Joint Fire Support Specialist should have some familiarity with fire support modified table of organization and equipment (MTOE) before departing the Field Artillery School. It is desired that the JFT emulate the following as Virtual Military Equipment
(VME):
1) Dismounted Assured PNT System (DAPS)
2) AN/PSN-13 Defense Advanced GPS Receiver (DAGR)
3) Joint Effects Targeting System (JETS) to include AN/PED 6
4) PF-D and Precision Fires-Mounted (PF-M)
5) AN/PSQ-20 Enhanced Night Vision Goggle (ENVG)
6) Advanced Field Artillery Tactical Data System (AFATDS) Joint Variable Messaging Format (JVMF) and Artillery Execution Suite (AXS) compatible.
7) Full Motion Video to replicate close air support (CAS) aircraft and unmanned aircraft systems (UAS) video sensors, Video Downlink capable for type 1-3 CAS, and First-Person Viewer (FPV) UAS CFF.
ATSF-A
SUBJECT: Training Requirements for the Joint Fires Trainer
b. Request JFT be capable of supporting digital sensor-to-shooter training for current and future command and control systems, targeting systems, type 1-3 GAS and FPV UAS CFF.
6. INSTITUTIONAL TRAINER. FCOE currently maintains an Institutional Call for Fire Trainer Three (CFFT3) system in Jared Monti Hall (Mission Simulation Center (MSC)), BLDGs 3560 and 3608 supporting Advanced Individual Training and professional military education (PME) instruction, Summerall Hall and I-See-Oh Hall supporting both institutional and operational training. Current system configurations include multiple Adaptive Full Spectrum Modules (AFSM) and Close Air Support Modules (CASM). Institutional systems interface with current field artillery mission command systems and support Program of Instruction (POI) requirements for the Field Artillery and Air Defense Artillery Schools. Marine Detachment, and Non Commission Officer Academy (NCOA) resident courses, which equates to an average of 3317 students annually.
a. As CFFT Ill systems are decommissioned and replaced by the Solder Virtual Trainer - JFT (or future program of record replacement), the institutional training capability in the MSC needs to be maintained, to include a basic load of Simulated Military Equipment (SME) equipment.
b. The JFT must provide the following as Simulated Military Equipment (SME) for the institutional system:
1) M22 Binoculars
2) VECTOR 21 Binocular/Rangefinder
4) All other devices, documented in the capabilities development document (COD), can be emulated via iPad type device located at each student station.
7. At present, FCOE has no hard requirement for the Joint Fires Trainer to possess the capability to process classified data. Simulation must be able to integrate with the STE, One World Terrain, and support operations on Secure but Unclassified - Encrypted (SBU-E) networks.
8. The POC for this memorandum is Mr. Ryan Smith, Field Artillery Training Specialist (TADSS) at email ryan.l.smith1.civ@army.mil, Phone (520) 674-0809.
