About this file
This is a Statement of Work (SOW) template document for the Army Open Solicitation Call for Solutions regarding Soldier Virtual Trainer (SVT) Weapons Skills Device (WSD) or Joint Fires Trainer (JFT) programs. The template provides standardized language and structure for contractors to develop their SOW submissions, with sections addressing background, scope, technical requirements, government-furnished information (GFI), progress reporting, data rights, security classification, place of performance, and success criteria.
The template establishes that contractors must describe technical tasks using a hierarchical numbering system (up to three sublevels) and submit Technical and Business Status Reports quarterly (March, June, September, and December) plus a final report within 30 days of project completion. Government-furnished information includes network infrastructure documentation, user information from PBX systems, facilities management requests, and life cycle management plans. The template reserves sections for security classification details (requiring DD254 if classified work is involved) and success criteria to be defined by the Government upon selection for award. The document explicitly references 10 U.S.C. 4022(f) authority, indicating that successful prototype completion may lead to follow-on production contracts or Other Transactions (OTs) without competitive procedures. The default data rights position is Government purpose rights, with deviations requiring written justification based on development expense allocation (private, partial private, or government funding).

11.0 Follow on Production
Pursuant to 10 U.S.C. 4022 (f), if competitive procedures were used for the selection of parties for participation in the transaction for a prototype pilot and the participants in the transaction successfully completed the prototype project, follow-on activities and production OTs are authorized and offer a streamlined method for transitioning into follow-on production without competition. Upon successful completion of the prototype, the Government anticipates a follow-on production contract or transaction may be awarded to the Performer without the use of competitive procedures. The Government requires the development of a varying number of test models to support test, verification, and validation of the prototypes. It also anticipates potential follow-on production.
