About this file
This document is a technical specification manual for the WIN EBTS 4.1.0 (Western Identification Network Electronic Biometric Transmission Specification) produced by Aware, Inc. for the FBI. The manual provides comprehensive field rules and requirements for processing and transmitting biometric data records, including fingerprints, palmprints, facial images, and latent prints, across the Western Identification Network member agencies. The specification defines the structure and validation requirements for Type 1 header records, Type 4 and Type 7 fingerprint image records, Type 8 signature records, Type 9 minutiae records with extensive feature extraction data, Type 10 facial image records with detailed feature points and quality metrics, Type 13 latent print records, Type 14 rolled and plain fingerprint records with segmentation quality indicators, and Type 15 palmprint records. Each record type contains dozens of standardized fields specifying image dimensions, compression algorithms, scanning resolutions, character encoding, agency identifiers, quality scores from multiple algorithms, geographic coordinates of sample acquisition, and annotation information documenting processing methods and personnel.
Technical support for WIN members is provided through the NECAM National Support Center at 844-632-2247 or necam@servicenowservices.com, with additional contacts available for specific technical inquiries. The manual was generated on November 11, 2024, and represents the current standard for biometric data exchange within the WIN system, with field specifications accommodating both traditional fingerprint and palmprint submissions alongside advanced latent print analysis features including minutiae coordinates, ridge flow patterns, pore locations, and distinctive feature polygons. Quality metrics are integrated throughout to support both automated processing and manual examiner assessments.

1.001 T1 LEN 1 - Type 1 Record Length
This field contains the Type 1 record header. The record header contains information particular to the encoding format chosen, in order to enable proper reading of the record. This field is automatically generated and should not be altered by the user.
Subfield Item Character Type Characters
1 1 N 1 to no limit
Notes
Note : Although it will not always be explicitly repeated in the remainder of this standard, use of separators within the Type-1, Type-2, and Type-9 through Type-99 logical records shall always be observed.
WIN V3.4
ANSI/NIST has expanded it’s Maximum Record Length of “*” to field size, which means no limit. WIN still maintains the maximum 3 character maximum length in order to comply with FBI EBTS. This limitation could be problematic when the CNT and DCS sets are fully populated.

1.002 T1 VER - Version Number
This field shall be used to specify the current version number of the standard implemented by the software or system creating the transaction. The first two characters shall specify the major version number. The last two characters shall specify the minor revision number.
This mandatory four-character ASCII value shall be used to specify the current version of the base ANSI NIST standard implemented by the software or system creating the transaction. This version of the WIN specification is based on ANSI/NIST-ITL 1-2011.
Subfield Item Character Type Characters Example Data

Notes
FBI/Other SSO Translation Rules The WIN Outbound Server will pass the Version number of the ANSI NIST Standard specified by the input device, unless the receiving AFIS is only prepared to accept an older version number. In that event, the WIN outbound server will adjust the version number to the latest version number the AFIS is prepared for.

The TOT sent last from the CCH interface should be used to do a TOT/Priority SSOFORWARD table lookup, and the WIN outbound server will replace the outbound submission with the priority for the outbound TOT when forwarded onto the FBI/Other.

1.008 T1 ORI - Originating Agency Identifier
This field shall contain the identifier of the administration or organization originating the transaction. The size and data content of this field shall be user-defined and in accordance with the application profile.
This mandatory field shall contain the identifier of the administration or organization originating the transaction.
For EBTS purposes, this field shall be a nine-byte alphanumeric field. The first two characters shall be a valid POB code and the entire ORI shall validate to an authorized FBI ORI. Note: In a submission to the FBI, the submitting agency (usually the CJIS Systems Agency (CSA)) is the ORI and the FBI is the DAI, while the FBI’s response to the submission will show the FBI as the ORI and the submitting agency as the DAI. (See also Appendix C for the definition of CRI.)
Subfield Item Character Type Characters Special Characters
1 1 AN 9 Any 7-bit non-ctrl characters
Notes
Note : In a submission to the FBI, the submitting agency (usually the State CTA) is the ORI and the FBI is the DAI, while the FBIs response to the submission will show the FBI as the ORI and the submitting agency as the DAI.
FBI/Other SSO Translation Rules The WIN Outbound Server uses the input DAI for a table lookup to confirm the input DAI can be forwarded onto the requested DAI, if input DAI is not found in the table, the WIN outbound server will populate the ORI with the default ORI for the owner agency appropriate for tenprint, image request or latent type submission, otherwise the input DAI is moved into the outbound ORI. This is set up to support transition of WSP to WIN submissions and still support future FBI requirements of accepting more than one ORI from WIN agencies over the WIN CJIS
WAN.
WIN Special Description This field is checked by SWFM on submissions arriving from the input device.

FBI/Other SSO Translation Rules The WIN Outbound Server will populate the outbound TCN with the TCN as submitted by input device.
