About this file
This is a Questions and Answers document compiled by the Nevada Department of Public Safety's Records, Communication and Compliance Division in response to bidder inquiries regarding the procurement of LiveScan Machines for 23 locations across Nevada. The solicitation seeks to replace existing livescan devices with new machines compatible with Windows 11 and modern authentication requirements at sheriff's offices, parole and probation offices, detention centers, and police departments. The procurement requires vendors to deliver systems capable of electronic fingerprint submission, mugshot and palm print capture, and compliance with FBI Electronic Biometric Transmission Specification (EBTS) standards. Bidders must submit proposals through the NevadaEPro online platform by September 15, 2025, with delivery expected within several months of contract award, contingent on funding availability. The contract will include onsite installation, testing, and operator training at each of the 23 locations, with vendor presence required at all sites. The anticipated contract term extends up to two years with potential annual extensions if deemed in the state's best interest.
Key technical requirements clarified in the Q&A include that the state will accept Microsoft Graph Mail REST APIs or SMTP with TLS for data transport and either Microsoft Graph API authentication or OAuth 2.0 with OpenID Connect (OIDC) for authentication, with the state recommending Microsoft Graph API for .NET applications. Vendors must provide pricing separately for ruggedized cabinet and desktop configurations, as most of the 23 devices will be placed in jails with ruggedized cabinets, while four locations in Parole and Probation offices may utilize smaller desktop options. All devices must include a standard monitor with separate pricing provided. Bidders are required to submit a completed cost sheet available in the ePRO Attachments tab, which must include pricing for the equipment with and without cabinets, annual support and maintenance costs, and any applicable extended hardware warranties. The current devices are Windows 10 systems approaching end of life, and the state has indicated no regular internet access is expected at the sites, with network configurations manageable through Windows Defender Firewall restrictions.
