About this file

This document is a Scope of Work for a Livescan Replacement Project for the Nevada Department of Public Safety (DPS) Records, Communications and Compliance Division (RCCD), involving the Western Identification Network (WIN). The project aims to replace existing livescan machines across multiple Nevada law enforcement and judicial agencies with new devices compatible with Windows 11 and modern authentication requirements. The project will deploy livescan devices to 25 different locations, including sheriff's offices, parole and probation offices, detention centers, and police departments across various Nevada counties. The new livescan solutions must meet specific technical requirements, including FBI certification, Microsoft Exchange online authentication, ability to submit fingerprints electronically, and capabilities for mugshot and palm print capture.

The project is driven by technological modernization needs, specifically the recent Nevada Criminal Justice Information System (NCJIS) replacement and the requirement to upgrade from legacy hardware. Vendor requirements include mandatory fingerprint-based background checks, CJIS training, and strict adherence to state and federal security policies. The livescan devices must comply with current FBI Electronic Biometric Transmission Specification (EBTS) standards, support nightly table updates from state webservices, and have future-proofing capabilities such as potential iris scan integration. The scope indicates a comprehensive technology refresh focused on maintaining Nevada's electronic criminal history recording and reporting infrastructure with enhanced security and interoperability.

Scope of Work

Livescan Replacement

BACKGROUND

The Nevada Department of Public Safety (DPS) Records, Communications and Compliance Division (RCCD) is the Central Repository for Nevada Records of Criminal History. RCCD is statutorily required to collect and maintain records of criminal history for the state of Nevada and subsequently forward arrest data to the FBI for inclusion in the Next Generation Identification (NGI). Additionally, Nevada is a member of the Western Identification Network (WIN).

DPS RCCD has historically procured a majority of the livescan machines for local booking facilities within the state of Nevada that are responsible for booking and fingerprinting arrested individuals, as well as providing standard maintenance for the livescan equipment through a contract with the vendor. To date, DPS RCCD receives 99.99% of its criminal history booking records electronically via livescan submission, allowing for accurate and timely records of criminal history.

PROBLEM PROJECT WILL ADDRESS

The current livescans to be replaced need to be upgraded to Windows 11. However, the hardware is not compatible with the new operating system, therefore a complete livescan replacement is necessary. Additionally, the Nevada Criminal Justice Information System (NCJIS) has recently undergone a complete replacement. As part of these modernization efforts, DPS RCCD has moved its livescan and computerized criminal history system into the cloud. As part of this modernization, the livescan solution now requires modern authentication. To be compliant with the new system requirements, the livescans must be able to provide for modern authentication to provide end-to-end encryption.

PROJECT OVERVIEW

It is the goal of the DPS RCCD to ensure that the livescans supported and maintained by the state meet all security standards to ensure compliance with state and federal policy standards.

The contractor will provide livescans with a Windows 11 or newer operating system that also provides for modern authentication.

1. Required Features

a. The livescan solution must be able to submit using Modern Authentication via Microsoft Exchange online.

b. The livescan solution must have the ability to pull table updates from the state’s webservice nightly.

c. The livescan solution must comply with the most current FBI EBTS (currently v11.2), WIN EBTS (currently 4.1.0) and Nevada State Specifications (currently 1.0.10 & 1.0.6). The livescans must be able to update as the EBTS and specifications are updated.

d. The livescan solution must have the capability to receive acknowledgement and error messages from the state’s Store & Forward and display them for the users. Upon receiving error messages, the livescan should allow the user to make the necessary corrections and resubmit the fingerprints.

e. The livescan solution must be listed on the FBI Certified Products List. This can be found at: https://fbibiospecs.fbi.gov/certifications-1/cpl

f. The livescan solution must have an operating system of Windows 11 or newer.

g. The livescan solution must have the option of a ruggedized cabinet to house the computer.

h. The livescan solution must include mugshot and palm print capabilities.

i. Each livescan must include a printer for printing 8x8 standard fingerprint cards. The printer must also meet the FBI Appendix F certification requirements.

j. The device must have the ability to be upgraded to capture and submit iris scans for future capabilities.
