This file is a CAD drawing (AutoCAD .dwg format) related to the McIntosh Park Wetland Construction project managed by the City of Plant City, Florida. The drawing provides the wetland delineation map for the 363-acre McIntosh Preserve project, which includes wetland excavation, restoration, and construction activities across multiple cells. The project encompasses stormwater treatment wetlands, reclaimed water piping infrastructure with SCADA-controlled discharge valves, and native vegetation planting, along with bid alternates for recreational amenities including parking facilities, restrooms, pavilions, boardwalks, septic systems, and water wells. The pre-proposal meeting is scheduled for September 10, 2026 at 10:30 a.m., with questions due by September 14, 2026, and sealed bids due electronically by September 24, 2026 at 2:00 p.m. Substantial completion is required within 540 calendar days of Notice to Proceed, with final completion within 30 days thereafter.
The project is fixed-price with 5% retainage, and the City will award the contract to the lowest responsive and responsible bidder. Funding is partially provided through the State of Florida Department of Environmental Protection Grant Agreement No. LPA0038, with all work required to comply with grant terms and conditions. Bidders must self-perform a minimum of 30 percent of total project cost and possess current General Contractor and Underground Utility and Excavation Contractor licenses. Qualifying experience requirements include three projects involving excavation of 300,000 cubic yards or greater within Florida, three projects involving wastewater or reuse collection systems, and two projects involving wetland planting and boardwalk construction. Local preference of up to one percent discount or $2,500 (whichever is less) applies to qualifying bidders. Insurance requirements include Workers' Compensation, Commercial General Liability ($500,000/$1,000,000), Commercial Automobile Liability ($500,000), and Railroad Protective Liability ($5,000,000/$10,000,000). Liquidated damages range from $1,015 to $10,203 per day, plus 0.00005 of amounts exceeding $20 million. Bids must remain valid for 90 days from submittal.
