About this file
This is a Field Activity Report documenting a modification/upgrade service visit for a UPS and battery system at Fort Belvoir, Virginia. The work order (00802251) was performed on August 18-19, 2025, by Miguel Serafin from Eaton Corporation's Raleigh, NC location for customer Owen Beringer at the U.S. Army facility located at 8575 JJ Kingman Road, Fort Belvoir, VA 22060.
The service involved a comprehensive assessment of the +CP+ 9395-550 ISBM UPS system with 2 UPMs at 480V, 10-inch configuration (Serial: EH412BAA10), rated at 500.0 KVA and 455.0 KW. The inspection determined that the UPS and battery cabinets are in excellent condition with no replacement required. Battery terminals were burnished and re-torqued with all connections verified as secure. With Cellwatch Technical Support approval, the internal alarm threshold was adjusted to 5 mOhms, clearing 11 active alarms. However, the report identifies critical issues requiring immediate attention: the Data Collection Modules (DCMs) are obsolete and need immediate replacement to eliminate false alarms and inaccurate monitoring, and the Battery Switchgear Control Voltage rack requires immediate battery charger replacement due to several batteries showing undercharging in the 11VDC range. The service consumed 10 hours of labor (4 hours on 8/18/2025 and 1 hour on 8/19/2025) plus 8 hours of travel time, with no materials documented as consumed. All major system inspections passed, including visual inspection, metering, room ventilation, output and static switch fuses, system transfers, and communication functions.

UPS & Battery System – Full Assessment Summary Assessment Overview A complete inspection and maintenance check was performed on the UPS and battery systems. No issues were found with the UPS or the batteries. All systems are operating correctly and do not require replacement. Battery terminals were burnished and re-torqued as needed, with all connections verified as secure and properly made.
With approval from Cellwatch Technical Support, we adjusted the internal alarm threshold to 5 mOhms, successfully clearing 11 alarms.
While Cellwatch readings show 135 batteries at 12.9VDC, direct readings using a digital voltmeter confirmed voltages between 13.1 and 13.2VDC. This discrepancy, though not critical, demonstrates that the Cellwatch system is outdated and delivering inaccurate data.
More critically, several batteries in the Cellwatch system showed voltages in the 11VDC range, indicating undercharging. If not promptly recharged, these batteries risk permanent degradation. The Battery Switchgear Control Voltage rack requires an IMMEDIATE battery charger replacement to restore proper functionality.
The DCMs (Data Collection Modules) are obsolete and need IMMEDIATE replacement. These outdated modules contribute to false alarms and inaccurate monitoring, which could delay early detection of real issues. I recommend dispatching Eaton service technicians to install new DCMs once they become available.
In conclusion, the UPS and battery cabinets are in excellent condition. The system is structurally sound, and performance remains reliable.
However, monitoring components (DCMs) and the battery charger for the control voltage rack must be addressed to maintain system integrity.
Key Takeaways
• • No issues were found with UPS or batteries during the assessment.
• • Burnished and re-torqued battery terminals; all connections were secure and properly made.
• • With Cellwatch support, adjusted alarm threshold to 5 mOhms — cleared 11 active alarms.
• • 135 batteries showed 12.9VDC via Cellwatch; verified 13.1–13.2VDC using a digital voltmeter — not alarming but confirms Cellwatch is inaccurate.
• • Several batteries observed in the 11VDC range via Cellwatch — must be recharged soon to prevent degradation. The Battery Switchgear Control Voltage rack requires an IMMEDIATE replacement of the battery charger.
• • DCMs are outdated — IMMEDIATE replacement strongly recommended to ensure accurate system monitoring.
• • Requesting Eaton technicians to install new DCMs when received.
• • Overall, the UPS and battery cabinets are in excellent condition and do NOT require replacement.
