Request for Information (RFIs) as of 5 August 2021 Solicitation W9133L-21-B-4000, TARC Visitors Center

RFI 1: What is the make and model of the existing fire alarm control panel?

RFI 1 Answer: The existing TARC1 fire alarm panel is Edwards Eight Event Liquid Crystal Display Module 3-LCDXL1. (See separate attachment)

RFI 2: The specification table of contents lists specification section 01 21 10 site work allowance. That specification section is missing from the documents. Please provide.

RFI 2 Answer: This is an oversight left in the table of contents. There is no Section 01 21 100 Site Work Allowance for this project.

RFI 3: Does the casework manufacturer need to be AWI certified? If so, would you entertain a VE option for a non-AWI certified manufacturer?

RFI 3 Answer: Casework manufacturer will need to be AWI Certified.

RFI 4: Can the general contractor site supervisor also perform duties of QCP per page 70 section 1.11.4 of solicitation?

RFI 4 Answer: Yes – A Quality Control Plan is required for the contractor who receives the award. The Quality Control Plan has to meet the minimum requirements as outlined in the SOW.

RFI 5: Due to daily price increases in material costs, is there any provision in the specification for escalation?

RFI 5 Answer: There is no Economic Price Adjustment (EPA) for this project – Each vendor should price their bids accordingly.

RFI 6: In the security specs and drawings; it refers to an “access controls contractor” and the card readers, cameras, etc., are “NIC”. Is there another specific contract that NGB will be putting out for that portion and when would that be released?

RFI 6 Answer: Yes, there will be a separate contract that will not be handled by the National Guard Bureau, A-E and Construction Division. The plan is to have the Security Contract requirements after the construction portion is completed.

RFI 7: Can you please confirm there is no Fire Protection on this project?

RFI 7 Answer: Fire protection is noted in the Statement of Work (SOW) and Drawings (fire extinguishers).

RFI 8: This project was previously solicited a year ago and specification section 01 10 00 Summary, paragraph 1.3 “Work Under Separate Contracts”, included a company and point of contact to reach out to for the “owner-assigned subcontract” for “building automation/HVAC controls”. Is the intent for this current solicitation to include the same language?

RFI 8 Answer: The current paragraph 1.3 “Work Under Separate Contracts” states that the contractor will “coordinate with the owner’s separate security control system contractor for conduit, wire, and cabling requirements”. The National Guard Bureau will award this contract separately, it will not be a part of this project as answered above in RFI 6.

RFI 9: In specification, section 011000 Summary – 1.3 states:

OWNER ASSIGNED SUBCONTRACT

A. General: Owner has negotiated a contracted amount with suppliers of material and equipment to be incorporated into the Work as a subcontract. Owner will assign this subcontract to the Contractor and the subcontract cost shall be included as a lump sum amount in the base bid. All other costs to the Contractor for coordination and supervision of the assigned subcontracts, for full compliance with the Contract Documents, shall be included in the base bid amount.

B. Owner-Assigned Subcontract:

1. Building Automation/HVAC Controls Subcontract: Siemens Industry, Inc. Refer to Mechanical Drawings and Division 23 Specifications for scope of work to be provided by the assigned subcontract.

RFI 9 Answer: Contractor’s should contact Siemens directly as part of their base bid. Siemens will need to be used due to compatibility with the existing system.

There is no pre-negotiated set price for this requirement from the National Guard.
