Requests for Information (RFIs) as of 16 August 2021 Solicitation W9133L-21-B-4000, TARC Visitor’s Center
RFI 45: There are two HV (typically signifying high voltage) electrical manholes shown to be demolished (removed). Can you provide more information about the electrical services in these manholes? Are the services already cut and made safe? If not, what do they provide service to?
RFI 45 Response: The two HV electrical manholes to be demolished service electrical ductbanks carrying the connections to the east garage annex, as well as two substations within TARC2.
One ductbank contains (4) 5" PVC ducts which includes (2) medium voltage feeders and (2) spares. The adjacent ductbank carries (2) 5" PVC ducts, (1) of which is a medium voltage feeder and (1) of which is a spare. Both have a 4/0 Bare Cu Ground, and both are encased in concrete, a minimum of 24" below grade. The two ductbanks are separated approximately 24" on center.
While the existing ductbanks remain in service, the contractor shall expose and precisely locate the existing ductbanks, and construct new, adjacent ductbanks to similar specifications, outside the footprint of the new visitors center. Once the new ductbanks are prepared and all material and equipment is on-site, power to the existing ductbanks shall be disconnected. The change-over shall occur during a weekend. The contractor shall coordinate closely with the owner and AE to limit the duration of electrical service disruption to the greatest extent feasible. The contractor shall coordinate all alterations to the HV electrical service with Dominion Power Virginia.
RFI 46: We see no requirement for US citizens on site labor only on this project. Please confirm it is not required.
RFI 46 Response: US citizenship is not required but they will have to provide their identification information to meet the background check (01 00 00 Section 6).
RFI 47: DWG A2.1 (Note 6) calls for a metal lock box. It is called out near Column 4/A.
Is this a Knox Box as listed in Spec 10 44 00? If not, can you provide more information on this box?
RFI 47 Response: The box called out in Note 6 Drawing A2.1 is simply a visitor badge return box. The box needs to be a lockable, metal, weather resistant drop box with a slot for badges mounted on the post.
RFI 48: DWG CD101 shows an “X” at the existing slide gate, meaning to delete the slide gate. DWG A2.1 calls the gate ETR. Can you clarify the scope for the existing slide gate?
RFI 48 Response: The vehicle entrance gate is existing to remain. The bollards are what is being called out on CD101 for removal.
RFI 49: Detail 9/A2.1, Note 12 calls for “C-Section Picket Fence, Refer to Civil Documents.” DWG CS101 does not show this fence along the curb, next to the turnstile.
Can you clarify the scope of the fence.
RFI 49 Response: See Drawing CS002, detail 8 for fence construction details and drawing A2.1 details 9 &10 for precise placement.
RFI 50: The specification book does not include a section for Fencing – Vehicular Barrier. Can you provide one? Can you provide the name of the manufacturer of the existing fence so we can get a match to existing? This is in relation to the barrier and fencing in the southeast corner of DWG CS101.
RFI 50 Response: Vehicle Barrier called out on CS101 corresponds with details 1- 7 on CS002. I do not know the original manufacturer but several companies have performed maintenance/alteration work since its install. Barrier shall tie into and match existing.
RFI 51: Can you provide a list of general contractors that you expect to receive bids from bidding on this project?
RFI 51 Response: Unfortunately we cannot provide that. There is a list of the vendors that attended the site visit attached to the SAM.gov posting.
RFI 52: Refer to the solicitation page 38 of 94, paragraph 52.211-10 Commencement, Prosecution and Completion of Work. This requires work to start in 10 days after NTP.
Refer to solicitation Form SF 1442 page 1 paragraph 11 states work must start within 30 days. Which is correct, 10 days or 30 days?
RFI 52 Response: The Contractor will have 10 days after award to supply the government Performance and Payment Bonds and Insurance requirements. After the bonds are approved by the Government and Legal the Pre-Construction meeting will be held and issue the NTP will be issued. After the issuance of the NTP the Contractor will have 30 days to provide the Safety and Quality Control Plans along with their Schedules for the project.
RFI 53: There is no spec for fencing and security cable work, please provide.
RFI 53 Response: See details on Drawing CS002. Fencing and security cable shall tie into and match existing.
RFI 54: What will be the COVID requirements for this project?
RFI 54 Response: Currently, personnel are required to wear masks indoors in common areas. Procedures may change as the pandemic poses a more or less severe of a threat.
RFI 55: Can the bid date be extended, additional time is required due to the nature of this project and contracting the extensive number of subcontractors in order to get the most optimal pricing for the project.
RFI 55 Response: We are unable to extend the bid opening for this acquisition.
RFI 56: Will you allow Millwork contractors that are not AWI certified to work if we provide their qualifications or under any other conditions?
RFI 56 Response: See RFI#5.
RFI 57: DWG A1.0 shows Note #6 at the bottom right area (near the garage vehicular entrance), calling for new metal box. DWG A2.1 does not show a box in this location, but does show a box near column line 4/A. Should there be boxes in both locations, or just one?
RFI 57 Response: Yes. Boxes at both locations.
RFI 58: DWG A2.1 shows an Auto Door Operator (Note 19) at Bathroom 18 and Exterior Garden 01B. DWG E2.2 does not show power to these two doors, nor does it call out a Door Operator at either of these doors. Can you confirm these locations are to receive and auto operator and power?
RFI 58 Response: Confirmed. These doors shall receive auto operator and power.
Power shall be from Panel LC.
RFI 59: DWG A2.1 shows two Note 19s at Door 03D. The notes, indicating the auto operator actuators are installed on Aluminum Storefront, one side showing at the door frame. Is that the intent?
RFI 59 Response: Yes. One on the mullion and one on the door frame.
RFI 60: DWG A2.1 does not call out Note 19 (Auto Door Operator) at Door 01A.
Assuming this door does get an auto operator, can you indicate where you want the actuator buttons to be installed?
RFI 60 Response: Door 1A shall receive an automatic door opener as shown in the door schedule. Sketch showing approximate location is attached. (Attached to SAM.gov posting as “RFI 60 Sketch – Door 1A Auto Door Acutator.pdf”.
RFI 61: DWG A2.1 at Door 01B shows only one door operator button (on exterior side).
The other doors (01A and 18A) have operator buttons on two sides. Can you confirm the number of actuators for Door 01B. If two, where should it be installed so visitors do not get confused with which door it opens (Either 01B or 03D).
RFI 61 Response: Only one actuator for Door 01B as shown in the drawings.
RFI 62: Sheet A2.1- Detail 10 Turnstile and Picket Fence, refers to civils for fence detail
– There is no fence detail that matches the elevation given at the turnstile is shown with a picture frame type fence, the note on civils reference to tube steel – we need a spec and detail for fencing at the turnstile – The door schedule refers to a gate manufacturer as well as the door hardware spec – No gate manufacturer spec was provided, please clarify the gate supplier.
RFI 62 Response: Detail 8 on Drawing CS002 indicates the design of the C section picket fence, the height of which is 7’. The turnstile is door 00B and the gate is 00A. 00B on the door schedule indicates 7’ X 7’ turnstile. Door 00A indicates the gate shall be 6’-8”. So, those elements are all roughly the same height, as drawn in Elevation 10 on Drawing A2.1. We do not have a specific requirement for the picture frame detail around the gate – whatever is standard for the selected manufacturer should be sufficient, provided it is generally aligned with the design intent.
In regard to the specs, refer to updated specification section 111413 Pedestrian Gates (Turnstiles). Section 2.1A of that document indicates the basis of design shall be Turnlock 100 series manufactured by Boon Edam. Part B indicates additional requirements.
The pedestrian gate 00A is indicated in the same spec section, Pedestrian Gates 111413 article 2.1C. The manufacturer of the gate should match the manufacturer of the turnstile.
RFI 63: Door schedule refers to wrapped for certain doors. There is no reference in the specs or plans for “wrapped”. Please clarify.
RFI 63 Response: A wrapped frame means that the frame will wrap over the finish material of the wall. Refer to 12/A3.1 for this condition.
RFI 64: Please provide sign-in sheet from the pre-bid.
RFI 64 Response: This document is already loaded as an attachment to the SAM.gov posting as “Site Visit Attendance Sheet”.
RFI 65: Spec 07 42 43 Metal Composite Material Wall Panel – Where is this on the building? I cannot locate.
RFI 65 Response: MCM material is used at the exterior canopy. Refer to A2.2, A2.3 for canopy sections and details. The building elevations on A4.1 include the MCM canopy drawn, but not labeled because the canopy information is included on A2.2, A2.3
