However, there is not enough data to determine a reasonable annual travel and ODC cost. Would the Government consider providing a NTE for CLIN 003, 0004, 0005, 0006, 0007 and 0008?These numbers will be provided as plug numbers as NTE amounts.

L.5.3 & L.6.3.2.(b)96 & 99Offerors should use cross-references within their offer and provide a clear, consistent reference system by section, paragraph, page, etc. The cross-reference index is excluded from the page limitation of the offer. The offeror shall include a table of contents cross referencing each PWS task to the applicable page number(s) within the proposal which addresses how the performance objectives will be achieved. Could the government please clarify whether the table of contents referenced in L.6.3.2.(b) is meant to be a cross reference index or a second table of contents within Volume II?Two table of contents. One for the volume and one for the cross reference.
L.6.2.1.5.97This section states, “To expedite the Government’s EEO pre-award clearance request process, the prime Contractor shall include a list of all proposed subcontractors with a proposed subcontract value estimated at $10 million or more, to include the following information: Name, address, individual’s name/point of contact, and telephone number. The Government plans to request EEO clearances early in the evaluation process to avoid possible delays in making contract awards.” Is the Government only requiring EEO contact information or actual EEO documentation? If the Government requires actual EEO documentation, what exactly should Offerors provide with their proposal submission?For the Government to submit an EEO Clearance the following is needed: Name of the company, DUNS, CAGE, Address, City, State, Zip Code, and POC information. The POC information is Name, email, phone, and fax.
L.6.2.1.597Does the Government intend to initiate the EEO pre-award clearance for all proposals are just the apparent awardee? Please clarify if the information requested is for the prime or the subcontractor?Yes the Government intends to initiate EEO Pre-award clearance for all proposals. For the Prime and any Sub-contractors doing $10M or more on this contract.
L 6.2.1.5 and L.6.2.1.7, and M.5.3.97 & 121The RFP mentions critical subcontractors and major subcontractors in various sections. Paragraph M.5.3 Factor 3 says Past Performance Major Subcontractor are defined as members of an offeror’s overall team who are expected to perform ten (10) percent or more of the proposed effort. Paragraph L.6.2.1.5 says to expedite the Government’s EEO pre-award clearance request process, the prime Contractor shall include a list of all proposed subcontractors with a proposed subcontract value estimated at $10 million or more. Paragraph L.6.2.1.7 says to include a narrative addressing the financial capability of the prime Contractor, critical subcontractors, teaming Contractors, and/or Joint Venture partners. Paragraph L.6.4 says this volume shall not exceed 25 pages plus five pages for each major subcontractor. What is the difference between critical subcontractors and major subcontractors? Please clarify the definition for that type of subcontractor, since M.5.3 says it’s a subcontractor expected to perform 10 percent or more of the proposed effort, but L.6.2.1.5 references subcontracts valued at $10 million or more.M.5.3 is pertaining to Past Performance. L.6.2.1.5 is for the EEO pre-award Clearance. Critical subcontractors is Major Subcontractors.
RFP, Section L, L.6.3.2 Evaluation Factor 1 Technical Approach (TAB A).99Sub-factor 3 Procurement Processes and Sub-factor 4 Information Technology (IT) Approach both contain “Element 3 Program Management” in the Section L instructions. However, Sub-factor 1-IDIQ Technical Approach and Sub-factor 2 Logistics, Facilities, and Repair Processes do not contain an Element 3. Please confirm this was not an oversight and Element 3 is not required for Sub-factor 1 nor Sub-factor 2.Correct. Element 3 is not a requirement for Factor 1 Sub-factor 1 and Sub-factor 2.
L.6.3.3., Factor 2, Sub-factor 2104The RFP calls for a minimum commitment of two years from key personnel. It is the government’s intention to negate the employment-at-will and guarantee employment?This requirement has been removed in its entirety.
L.6.4.105In accordance with FAR 15.305 (a)(2)(iii), will the Government take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?Subcontractors that will perform major aspects of the requirement and is relevant to this acquisition.
L.6.4 VOLUME III – Past Performance105This section states that, "This volume shall contain past performance information regarding similar contracts. This volume shall not exceed 25 pages plus five pages for each major subcontractor, excluding Past Performance Questionnaire Forms." Please clarify the minimum and maximum Past Performance references required.The page count is not to exceed 25. The pages plus five pages has been taken out.
RFP, Section L, Paragraph L.6.4 Volume III Past Performance Proposal; Section M, Paragraph M.5.3.3; and Section M, Page 122, Paragraph M.5.3.3.2.105, 121 & 122Paragraph L.6.4 states Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three years from the issue date of this RFP. However, Paragraph M.5.3.3 states that Offerors are to include the most recent and relevant efforts (within the past five years). Paragraph M.5.3.3.2 also states that recency is performance occurring within the last five (5) years. Please confirm that past performance must have been performed or ongoing within the last three years.Change to 3 years.
L.6.4.105Will the Government permit the use of sister company experience and past performance if a meaningful relationship is documented in a commitment letter? If so, will this letter(s) be excluded form page count?No. Commitment Letters will be excluded from the page count.
L.6.5.107Offerors shall structure their pricing proposal in three parts: Group A, exempt employees and Group B Non-exempt, Service Contract Act (SCA) employees. Will the Government identify the other Part/Group?Only two groups exempt and non-exempt employees.
Paragraph L.6.5.107The government defines 2 labor categories, Group A, exempt employees and Group B Non-exempt, Service Contract Act (SCA) employees. Will the government allow the offeror to propose hourly non-SCA non-exempt employees in compliance with Department of Labor Wage and Hour Division guidelines?That is up to the company.
L.6.5.2108"Offerors who fail to provide pricing for Groups A, B, and C or any of the tiers, if applicable, on their price proposal will not be evaluated.". L.6.5.3.1 and L.6.5.3.2 summarize Groups A & B, please confirm there is not a Group C requiring pricing data, or provide clarification for Group C.No Group C

M.5.1.3.5117The section L requirement that parallels this evaluation criterion was deleted. Could the Government please clarify whether the requirement was deleted in error?The requirement was not deleted in error. Sections L & M were updated from the time of the draft RFP.
C.5.4.4N/AQuality Control Program (QCP) states “At a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary (PRS)”. Will the Government please provide Technical Exhibit 1?The Technical Exhibit 1 verbiage has been removed.
Section 5.4.6 through 5.4.11N/AParagraphs 5.4.6 through 5.4.11 addressed plans that must be developed and submitted by the Contractor. Only paragraph 5.4.11 provides a timeline (60 days before contract expiration or termination) for submission. What is the time line for submission of the plans listed in paragraph 5.4.6 through 5.4.10?All submissions in the referenced sections shall be provided NLT 60 days after contract award
Section 5.4.6 through 5.4.11N/AThe PWS makes mention of contract deliverables but does not specifically provide a list of expected/routine deliverables and their timelines. Will the Government provide a list of the contract deliverables and their associated timelines?Expected timelines are located in the RFP for what are considered routine deliverables as well as specific requirements such as PWS 4.3.7 Level 1 Antiterrorism Awareness Training (AT), for example.

Attachment 14 – Pricing WorksheetN/AAs the majority of material cost are to be captured within various reimbursable CLINs, can the Government please provide examples or guidance on the generalized items expected to be recovered under these applied overheads, as included in the labor rate build up in attachment 14. If the overhead related column in attachment 14 is to be calculated and pooled based upon such examples and factors as stated in L.6.5.3.5, please confirm that this is the intention.It is G&A only for CLIN CLIN 0004. All other reimbursable CLIN is straight cost.
Attachment 14 – Pricing WorksheetN/AGovernment formulation in the provided pricing book regarding fringe components draws exclusively from one cell only (C7). Fringes vary from labor categories, salary levels, SCA and exempt classification, and sub or prime allocation and their respective divergent costs. Will the Government allow separate fringes to be inserted in column F downwards for each labor category, with an average placed in cell C7? If not, will the Government please provide their expected method for pooling and aggregating one universal fringe for this effort, or alternatively state that this is at the offeror’s discretion?Yes the Government will allow it.
L.6.5.3.2N/A“Group B. Non-exempt Group B Schedule covered by the SCA will include the fully burdened coefficient, stated in the form of a percentage. The SCA rate will be determined by Task Order as it will be derived from the applicable SCA Wage Determination in effect for the location of the work at the time of Task Order award. The applicable SCA rate will be multiplied by the proposed/awarded coefficient to obtain the unit rate. The applicable SCA required Health and Welfare amount (currently $4.27) will be added to the unit rate to obtain the fixed unit rate or bill rate. For example, the applicable SCA rate is $10.00, your proposed coefficient is 140% then the unit rate is $14.00 and the fixed unit (bill) rate would be $18.27 ($14.00 + $4.27). For the purposes of providing labor rates for the base year, offerors shall utilize the Wage Determination WD 15-4683 (Rev.-3) attached.” Question: There are fringe components that are applied to the H&W rate such as workman’s compensation, and taxes if the contractor pays cash in lieu. Utilizing the referenced price development structure these cost would not be adequately covered. Will the Government allow the contractor include the H&W cost in the development of the coefficient rather than applying and unburdened H&W rate to a fully burdened cost?Yes.
L.6.5.3.5N/A“Contractor site rates shall also include Contractor-provided facilities, furniture, equipment, supplies, tool kits, employee training and overhead amounts required for work at Contractor site rates. This includes, but is not limited to, telephones, facsimile machines and their telecommunications lines, copiers, personal computers, ordinary business software, such as word processors, spreadsheets, graphics, normal copying and reproduction costs.” Is there a requirement for separate Contractor site and Customer site rates? If so will the Government please update the pricing worksheet to allow for the inclusion of both sets of rates?No.

N/AN/AAt the site visit we understood that only CLINS 1-3 and 9 should be priced for the base year and option years. This is not clear in the solicitation documents; can you confirm which CLINS should be priced for Task Order 1 and detailed in Attachment 14 the pricing excel spreadsheet.

N/AN/AThe Rate Buildup Tab appears to be for non SCA LCATs, as the Fringe rate for each SCA LCAT will be different. Regardless of the SCA LCAT proposed, the Health & Welfare (H&W) rate of $4.27 does not change. So on the SCA LCAT 99842 Vending Machine Repairer Helper with a minimum rate of $12.67, the H&W is 33.7%, whereas on the SCA LCAT 31364 Truck driver, Tractor-Trailer with a minimum rate of $21.11, the H&W is 20.2%. Please confirm that the offeror can modify the spreadsheet formula that calculates the Fringe hourly rates for SCA LCATs.Yes contractors can modify the spreadsheet.

M.5.4.1.2124The Government will evaluate the first task order (Attachment #14) for price evaluation purposes only. The Government will not evaluate the attachment for the purposes of award. But, pricing will be utilized upon award of future task orders. Attachment 14 is an Excel pricing template. Please clarify the requirement.Price out the base and option years. The base year is the first task order. That is was is being evaluated for price fair and reasonable. The option years will be used to evaluate balance only.
L.6.5.1, Paragraph (e)N/AL.6.5.1 paragraph (e) states: “The offeror shall provide pricing for the first task order (Attachment #14) for price evaluation purposes only to be utilized upon award of future task orders.” It was also stated at the site visit that only the first task order will be evaluated. Clarify how the offerors shall fill out (Price) Section B for all option years?Same as you will fill out for the base year.
L.6.5.3.2 Labor Group BN/AAttachment # 14 list a detailed breakout of fringe, O/H, G&A ad Profit while the instructions listed in paragraph L.6.5.3.2 states the contractor is required to list the current SCA Health and Welfare plus a coefficient to arrive at the fully burdened labor rate. Please clarify if the offerors are required to base their staffing on 1920 hours per year?Follow the SCA.

The Government will modify the contract as needed.

6.4.4N/AThe PWS states under 6.4.4 Network Management, The contractor is responsible for supporting existing commercial data communication circuits and switches. The contractor shall identify additional data circuit requirements as they arise and obtain additional services, upon approval of the COR. Does this include the cost for the contractors Property Control Services (PCS), to include the hardware, as well as the existing Government systems (CoMSupCen and DLMSS) and hardware?This is a cost dependent.
