Non-price factors, when combined, are considered to be significantly more important than Price
Compliance Review Proposal timely
Price Schedule complete
Technical & Management Proposal included
Past Performance included
3 Hard copies and 1 soft copy
Failure to furnish a complete proposal may be considered as non-responsive and could result in elimination from consideration
Evaluation Approach (1 of 2) Technical Approach to be significantly more important than Management Approach
Management Approach is considered more important than Past Performance
When combined, all non-factors shall be considered significantly more important than price
Under the Technical Approach Factor, the sub-factors are listed in the order of importance.
Under the Management Approach Factor, the sub-factors are listed in the order of importance.
Evaluation Approach (2 of 2)
Evaluation of Past Performance Emphasis on recent and relevant experience Recent within 5 years Similarity of service, complexity, dollar value, contract type, and degree of subcontracting/teaming
Include information for all Subcontractors or Teaming Partners
Questionnaires must be received from references not later than solicitation closing
Government may obtain past performance information from other sources
Evaluation of Price Price will be reviewed for compliance before evaluations
Pricing will be evaluated for completeness
Pricing will be evaluated for Fair and Reasonable Pricing
Only the first Task Order will be evaluated which is the Base Year along with the G&A proposed for CLIN 0004
Best Value Award Decision Award will be made to the Offeror whose proposal conforms to the requirements of the solicitation and is judged to represent the best value to the Government in accordance with the rules outlined in FAR Subpart 15.3.
The best value represents an integrated assessment of the price and non-price factors.
While price is not a significant factor in the evaluation, the importance of price as an evaluation factor will increase with the degree of non-price factor equality of competing proposals.
Socio-Economic Considerations Offerors must be an 8(a) Small Business concern
Teaming arrangements and partnerships can be tricky, consult your SBA representative for guidance
